党政领导干部考核、素质能力评价体系研究

【摘要】 推进党和政府部门的建设,担当起团结带领人民实现中华民族伟大复兴的历史使命,坚持改革开放、推动社会发展、建设和谐社会,是新的历史起点上党和国家重要且艰巨的任务。基于这个原因,本文全面总结了我国党政领导干部考核评价、选拔任用的发展过程,分析了现行制度存在的问题和原因,重点研究了考核、评价、选任等内容。首先,以马克思主义理论、管理学相关理论、系统论为基础,构建了党政领导干部考核体系的理论框架。其次,对党政领导干部考核体系进行了研究,提出了一种包含人事考核、绩效考核、职能部门评价、上级评价、自我评价、民意调查、个别谈话七个维度、四十九项具体指标的考核指标体系,并采用层次分析法设计了指标权重,并通过案例研究,将所构建的党政领导干部考核体系应用于实际。再次,对党政领导干部素质能力评价体系进行了研究。通过对党政领导干部素质能力评价进行界定,分别采用素质矩阵册建模方法和胜任力模型对党政领导干部素质能力进行了评价。最后,本文提出一种基于经历业绩的党政领导干部选拔任用方法,并对完善和改革党政领导干部选拔任用制度进行了研究。

【Abstract】 In order to promote Party and Government’s construction, lead people allaround country to implement country’s revival, persist in reforming and opening up,accelerate society development and build harmonious society, we should payattention to such an important and difficult project in this new historical startingpoint. For this purpose, this thesis make a conclusion about the history of leadingcadres assess, evaluation and selection and appointment, analyze the presentproblems and reasons.Firstly, according to Marxism theory, administrant theory and system theory, atheoretical frame of assessment system for party and government cadres isconstructed.Then, the assessment system for party and government cadres is studied. Thispaper proposed a kind of comprehensive assessment system, including personnelassessment, performance assessment, function department appraisement, superiordepartment appraisement, self-appraisement, public-opinion survey, individual talk,with 49 specific factors. And corresponded weight coefficients are designed byadopting the method of AHP. By a case study, the proposed assessment system isapplied.Thirdly, quality ability evaluation system of the leading cadres is studied.Based on the define of quality and ability evaluation of leading cadres, the qualitymatrix volume modeling method and the competency model are adopted to evaluatethe leading cadres’quality and ability.Finally, a kind of appointment method based on work experience achievementis researched in the thesis. And how to improve Party and government leader’sselection and appointment system is studied.
