东湖国家自主创新示范区人才生态系统研究

【摘要】 国家自主创新示范区是我国科技工作者探索自主创新战略的和培养创新人才的“试验地”和“栖息地”。为了解决人才强国战略时代背景下国家自主创新示范区内人才特区建设的实际问题,使国家自主创新示范区在重视人才,加速推进人才机制创新方面相对国家高新区起到先导示范作用,本研究试图将生态学的研究方法引入人才学的学科体系,从人才生态学这个学科交叉研究视野出发,以东湖国家自主创新示范区为人才生态系统研究区域,对示范区人才生态系统原生态进行全面架构。从人才生态学的理论基础出发,人才个体、人才种群、人才群落和人才所处的人才生态环境构成了人才生态学的基本研究要素。其中前三者属于人才要素,生态环境及其包含的生态因子属于非人才要素。人才要素在一定条件下依照规律组合运行,便可构成国家自主创新示范区人才生态系统的基本单位即人才生产者、人才消费者和人才分解者。人才生态环境是人才生态学中重要的研究内容,其中对人才的成长、发展、行为和分布有着直接或间接影响的人才环境要素特指人才生态因子。具体可分为硬环境因子和软环境因子两类,分别代表了示范区人才所处的物质层面和精神层面的生态环境。人才生态因子能够直接影响人才的成长、发展,左右人才的培养率和退出率,并且引起人才的流动,最终导致某种人才种群的数量变化,也可以限制人才种群和人才群落的分布区域。国家自主创新示范区人才生态系统内在基本结构由人才生态链、人才生态网连同人才生态系统内每种人才种群生存所必需的生境最小阈值,即人才生态位共同组成。人才生产者、消费者和分解者通过组建不同的人才营养级形成人才生态系统链式和网络结构上的一环,并通过人才生态椎体协同人才营养级和人才生态链间的关系。人才知识能量的转化、人才流动和信息传递是人才生态系统的三大基本功能。人才种群动态作用使人才完成系统宏观进入与退出;人才生态位重叠造成中微观人才流动。人才行为信息反映的人才利他行为和竞争行为是四类人才信息传递中最重要的部分。依次完成人才生态链的分级改进,人才生态位的拓展与调整,人才生态因子的培育与优化以及人才生态环境的改良与完善是实现优化东湖国家自主创新示范区人才生态系统运行的最佳路径选择。

【Abstract】 National Independent Innovation Demonstration Zone is the very place where the state tries to implement the "Independent Innovation Strategy", and it is also the "habitat" for innovative talents. To take the lead among High-tech Zones and "demonstrate" to the public, Demonstration Zone needs the innovation in the talent policy to establish the Talent Special Zone, whose establishment is also part of "Talents Strategy for Powerful Nation". This thesis tries to introduce the methods from ecology into talents studies. With those interdisciplinary methods, it studies the original ecosyste m of East Lake National Independent Innovation Demonstration Zone, and then builds the framework for the system in perspective of talent ecology.Talent individual, talent population, talent community and the talent ecological environment where the talents live are essential elements of talent ecology. The first three are "talent elements", and talent ecological environment is "non-talent elements". In different circumstances, talent elements combine with each other in many ways, and those combinations come to be talent producer, talent consumer and talent decomposer, which are the essential elements of talent ecosystem.Among all the Talent environment elements, talent ecological factor is the exact one which affects the growth, development, behavior and distribution of talents. There are two types of talent ecological factor:hard talent ecological factor, which represents material ecological environment; and soft talent ecological factor, which represents spiritual ecological environment. This factor affects talents in many aspects:training rate and exit rate; mobility; individual quantity of talent population; distribution of talent population and talent community.Talent ecosystem of National Independent Innovation Demonstration Zone has a basic internal structure which consists of talent ecological chain, talent ecological network and minimum threshold of habitats for every talent population, i.e., ecological niche. Talent producer, talent consumer and talent decomposer constitute talent trophic level, which is part of talent ecological chain and talent ecological network. Talent ecological pyramid helps to coordinate talent trophic level and talent ecological chain.Talent ecosystem has three basic functions:energy of knowledge transformation, talent flow and information transfer. At the macro level, dynamics action of talent population makes the talents enter and exit the system; at the micro level, talent niche overlap leads to talent mobility. Altruistic behavior and competitive behavior are the most important parts of the four kinds of talent information transfer.Finally it gives an advice on how to optimize the performance of talent ecosystem of East Lake National Independent Innovation Demonstration Zone, which is:improve talent ecological chain by level; adjust talent ecological niche; optimize talent ecological factor; improve talent ecological environment to make it perfect.
