独立以来新加坡外向型经济的发展：全球化与区域化视角

【摘要】 促进经济增长的成功政策都应该是因地制宜的,具体探讨不同国家的外向型经济发展政策的特点就成为有价值的研究所在。本论题以经济全球化理论为指导,以跨学科视角,运用史学理论、经济学理论和国际关系视角,探讨新加坡政府如何把外向型经济政策置于全球化与区域化中进行一体化设计,并在实践中不断推进。论题选择外向型经济发展中三个相互关联的重要方面,即对外贸易发展战略、产业发展战略和海外投资的区域化战略来进行论述。论题的主题是运用新加坡几十年的各种经济发展数据,通过论题设定的三个专题来分析新加坡外向型经济几十年的宏观发展历程,焦点是通过外向型经济宏观政策基于全球化与区域化的变化,探讨新加坡的对外经济关系。讨论时将侧重新加坡的区域化战略目标上,其中新加坡国际经济一体化发展与区域经济一体化发展的关系作为关注重点。论题的目的并不是要对新加坡经济发展做短期的预测,而是将新加坡外向型经济发展政策做长期的发展趋势研究为目的。独立后的新加坡领导人非常清楚地认识到新加坡在本地区和国际政治经济中所处的弱势地位,因此,在国际经济关系中主张自由竞争、反对贸易保护主义、实行经济自由化以促使各种经济力量均衡化,并在各种经济、政治力量的协调和竞争中形成国际性和地区性的经济中心。研究结果表明,从新加坡独立以来近50年的外向型经济发展历程观察,新加坡外向型经济发展战略始终是围绕着全球化与区域化来实施的,在发展战略上基于全球化与区域化发展经济的思想是新加坡外向型经济政策一体化发展的基石。而在全球化与区域化的作用之间,基于区域经济一体化的发展作用受东南亚地区时局影响一直在不断的变化中,并时强时弱。论题在论述过程中,在对外贸易战略方面,不是局限在具体的对外贸易政策上,而是重点放在了新加坡对外贸易的区域模式上,关注的焦点是新加坡国际经济关系,阐述新加坡由推动东盟国家经济一体化发展到追求双边自由贸易协定的战略变化；在论述新加坡产业政策发展时,重点关注了宏观上旨在改善商务环境的各种政策措施上,探讨产业政策如何调整以适应全球化与区域化目标；在海外投资方面,主要阐释了新加坡以建设工业园区方式来实施区域化目标,并以此带动本国企业的国际化战略。鉴于创新思想和观念是全球化重要的方面,论文参考了许多新加坡精英的回忆录,运用了大量的新加坡精英的关于外向型经济发展的全球化和区域化思想方面的文献,并结合微观案例进行研究,具有一定的创新和启示意义。更多还原

【Abstract】 The successful policies to boost economic growth is usually to change with circumstances permit. The value of research lies in the discussion about different export-oriented economic policies in different countries. This thesis use the theory of economic globalization as guidance to discuss how Singapore government to put the intergrated design into practice with the background of globalization and regionalization, in the view of interdisciplinary with the science of history, economics and international relations. The thesis choose three correlative aspects of export-oriented economy, named foreign trade strategy, industrial development strategy and regionalization strategy of foreign investment. The body of the thesis is using datas of the economic development these decades in Singapore and the three aspects to analyze the macro-development process of Singapore. The focal point is Singapore’s external economic relations through the changes of exerport-oriented economic policies based in globalization and regionalization. The discussion will place emphasis on Singapore’s regionalization strategy. Meantime, the relation bewteen internationally economic integration and regionally economic integration are important issues.The purpose of the thesis is not short -term prediction about Singapore economy, but to research on long-term developmental tendence of Singapore’s export-oriented policy. The leaders of independent Singapore know clearly about their weakness in regional and international economic politics. Therefore, they insist on free competition and against trade protectionism. They carry out the economic freedom to boost the balance between all kinds of economic powers and form economic centre of international and regional with the cooperation and competition between them.The results show that the export-orientde economic policy of Singapore is carried out around globalization and regionalization from the beginning to the end, in the view of 50-year developmental process of their export economy. The idea that develop economy based on globalization and regionalization is the cornerstone for intergration of Singapore’s export-oriented policy. However, the effect of intergration of regionalization economy is changing and strong in one time and weak in other time under the effect between globalization and regionalization.In the process of the thesis, the focal point is not limited in specific policy of foreign trade, but on the regional model of Singapore’ trade and the international-economic relation of Singapore. The thesis describes the change of Singapore from pushing the economic intergration of ASEAN to pursuing Bilateral Free Trade Agreements. It pays attention to the macro-policies which aim to promote business environment and discuss how to adjust industrial policy to adapt to the goals of globalization and regionalization when discussing the development of Singapore’s industrial policy. On foreign investment, it explains how Singapore reach their regionalization goal through construct industrial park, thus to boost internationalization of domestic corporations. Considering innovation is an important aspect of globalization, this thesis makes reference to memoirs of Singapore elitists and apply a lot of their information on the development of export-oriented economy. I also make research combined with micro cases so that the thesis has value of innovation and enlightenment to a certain degree.更多还原
