新时期国有企业经营管理者队伍建设理论与实践研究

【摘要】 国有企业是我们党执政的重要基础,是国民经济的重要支柱,是全面建设小康社会、构建社会主义和谐社会的重要力量。而造就一支高素质的国有企业经营管理者队伍是搞好国有企业的关键。毛泽东指出:政治路线确定之后,干部就是决定的因素。邓小平指出:“正确的政治路线要靠正确的组织路线来保证。中国的事情能不能办好,社会主义和改革开放能不能坚持,经济能不能快一点发展起来,国家能不能长治久安,从一定意义来说,关键在人。”①“对执政党来说,党要管理党,最关键的是干部问题”②。党的十七届四中全会也提出“把建设高素质经营者队伍和增强国有经济活力、控制力、影响力贯穿国有企业党组织活动始终,保证党组织参与决策、带头执行、有效监督,发挥政治核心作用”。因此,加强新时期国有企业经营管理者队伍建设是搞好国有企业的关键环节,也是各级党组织的重要使命。研究国有企业经营管理者队伍建设,意在解决现阶段国有企业经营管理者队伍建设存在的问题,逐步建立起有利于国有企业经营管理者发挥有效作用的选择、成长、评价、激励、约束等各种机制,培养和造就一支数量大、素质高、能力强,具有责任感、使命感和创新意识的国有企业经营管理者队伍。本文从理论和现实的双重角度出发,对国有企业经营管理者队伍建设进行系统研究,从中总结经验并挖掘拓展国有企业经营管理者队伍建设的更高标准和更严要求,以利于国有企业改革的不断深入,特别是推动我国人才战略的探索和创新,为我国的国有企业经营管理者队伍建设做出新的尝试和努力。本文主要包括五章内容:第一章主要从理论层面论述了国有企业的涵义及其发展历程,国有企业经营管理者的地位、作用和特征,论证了研究国有企业经营管理者队伍建设的重要性,从国际国内经济形势发展变化、建立社会主义市场经济体制和现代企业制度、推进干部人事制度改革、搞活国有大中型企业、国有企业经营管理者自身发展等五个方面论述了建设高素质国有企业经营管理者队伍的重要性和迫切性。第二章主要从历史的角度系统考察了国有企业经营管理者队伍建设的发展历程。从建国后七年国有企业经营管理者队伍建设、开始全面建设社会主义十年国有企业经营管理者队伍建设、文化大革命时期国有企业经营管理者队伍建设、改革开放新时期国有企业经营管理者队伍建设等四个时期来考察国有企业经营管理者队伍建设形成、变化、挫折、恢复发展的历史过程。第三章主要对与国有企业经营管理者队伍建设相关的三个理论问题——政企关系、法人治理结构和职业经理人制度进行理论思考,论述现阶段国有企业改革和建立现代企业制度带来的政企关系、企业组织结构、管理体制等方面发生的重大变化,目的在于为国有企业经营管理者队伍建设的研究提供理论支撑。第四章主要对国有企业经营管理者成长和发展环境进行分析,对新时期国有企业经营管理者队伍建设现状进行考察,对国有企业经营管理者队伍建设的基本经验和基本原则进行总结,对现阶段国有企业经营管理者队伍建设存在的问题和原因进行分析。第五章主要阐述加强国有企业经营管理者队伍建设要着力把握的几个问题、分析国有企业经营管理者队伍建设的发展趋势,并提出国有企业经营管理者队伍建设只有坚持党管干部与市场配置人才原则相结合、科学制定规划、不断创新体制机制、加强人才市场建设、加大培训力度、营造良好环境和氛围,国有企业经营管理者队伍才能不断发展壮大,为国家经济发展、社会主义和谐社会建设做出应有的贡献。

【Abstract】 State-owned enterprises are the essential foundation for the government of Chinese Communist Party, the mainstay of the national economy, as well as an important engine in building a well-off society in an all-round way and constructing harmonious socialist society. Being the key in further upgrading the state-owned enterprises, strengthening the management team building attracts considerable attention from governments of various levels, academics and the whole society. The purpose of conducting research on effectively build state-owned enterprises management team are solving the problems emerged in the current situation and coming up with an efficient system that can promote healthy development of managing team. The system will cover different perspectives of the team building from the growth, development, evaluation, incentives, restriction to exit mechanism for the whole working force. The ultimate goal of this system is to build a highly skilled management team with strong sense of responsibility, sense of mission and innovation spirit.From both theoretical and realistic perspectives, this paper conducts systematic research on the management team of the state-owned enterprises and explores the possibility and feasibility of improving it.This paper consists five chapters:Chapter one introduces the implication and functions of state-owned enterprises and the position, functions and features of management team of the state-owned enterprises. The importance and urgency of constructing effective management team of the state-owned enterprises are also demonstrated from five aspects. They are: development and changes of the world economy、systematically establishment of socialist market economy and modern business system、advancing reform of the personnel system、revitalization of state-owned large and medium-sized enterprises and self-development of the managers in the state-owned enterprises.Chapter two mainly presents the four stages of the evolution process of the management team construction of state-owned enterprises from historical point of view. They are the forming stage—the first ten years after the foundation of PRC、the development stage—the first ten years of socialist construction、the setback stage—the Cultural Revolution period and the recovery and discovery stage—Chinese economic reform period.Chapter three mainly addresses three theoretical issues related to the management team building of the state-owned enterprises. They are: relationship between governme nt and enterprises、corporate governance structure and the system of the professional managers. The significant influence of the reform of state-owned enterprises to setup modern business system over these three issues is also discussed. The discussion of three theoretical issues has provided essential theoretical support to the research on the team construction of management in state-owned enterprises.Chapter four starts with analyzing the growth and development environment for managers of state-owned enterprises. Based on the investigation of the current situation, combined with the historical practice and the application of the basic principles, this chapter focuses on penetrating and discovering the existing problems and their causes in the management team building process of state-owned enterprises.The last chapter puts forward few issues that should be attached importance in the process of building management team, analyzing the trend of the future development for management team building, and points out that only under the principles of reasonable planning, regime innovation, talents cultivation, training programs enforcement, harmonious atmosphere construction will management team be effectively built and make their share of contribution to the society.
