【摘要】 信息化和区域化既是新时期城市发展的背景环境。现代信息通讯技术改变了人类生活方式和生产方式,同时也影响了城市经济、社会、生态、环境等诸多方面,推动了城市的不断演进。区域作为城市发展的母体,深受信息化的强烈冲击,出现了许多不同于传统时代的新情况和新特点,区域中的城市越来越离不开区域的发展,区域城市与城市区域日益成为区域发展的基本特征。同样,信息化也为解决当前面临城市问题提供了新思路、新方法,用区域思维来谋划城市发展,用信息手段来实践城市建设。基于上述原因,论文在深入研究信息时代区域发展的基础上,针对当前城市现存问题和及发展趋势,从三个方面对城市规划的响应进行了理论与实证研究。论文共分为八个章节,其中第一章为诸论,第二、三、四章为基础理论探讨,第五、六、七章为具体的理论及实证研究,最后一个章节为论文的结论部分。第一章主要论述了在新时代背景下,城市及区域面临的发展困惑,并探讨如何走出困惑的途径,进一步提出了课题研究的必要性及其研究的理论及现实意义。同时,本章节从整体上构思了论文研究的基本框架。第二章主要从时代发展、区域演变、城市规划等方面介绍、总结了国内外相关方面的研究进展,从而为后面理论体系建构打下基础,增强论文研究的理论支撑。第三章主要从基础理论角度研究了区域发展与城市规划的作用关系。城市与区域互相依存的关系决定了城市规划必须要具有区域思维,只有基于区域的城市规划才能切实地引导城市区域的持续发展。第四章主要从理论角度研究了信息时代背景下的区域发展。全球化与区域化、信息产业化与产业信息化、创新的升级、传统理念的提升等促进了信息时代的区域演化,流的空间、网络区域、区域空间、学习型区域等已成为区域发展的必然趋势。第五章主要从网络区域角度研究了城市规划的发展响应。适应网络区域发展,需要进行全国层面的空间综合性研究,以构建和谐的网络框架；加强次区域层面的协调性研究,促进各类设施、功能、空间等网络的有序形成,逐步消除数字鸿沟；实施城乡间一体化规划研究,提升网络区域节点的辐射功能。第六章主要从网络空间角度研究了城市规划的发展响应。通过城市规划手段的信息化、基础数据库的建立、公众参与系统与UPMIS的建设,可构建高效的城市规划支持信息系统,辅助管理者做出科学决策,从而真正实现城市规划的高效化、人本化和科学化。UPMIS是城市规划信息化的高级阶段,集成了城市规划编制和实施管理的多样化功能,是我国当前城市规划信息化急需建设和完善的信息系统。第七章主要从学习型区域角度研究了城市规划的发展响应。智慧城市是一个多元智慧化的概念,涉及到城市产业、生活服务等城市物质环境全面的信息化,当然也离不开物联网等信息基础设施的支撑。新加坡“智慧国2015”的成功计划和实施告诉我们,智慧城市的建设不仅需要先进的资讯通信业支撑,更需政府、民众、企业长期的坚持和合作。论文的结论部分是对全文的总结。对文章做了基本结论性的阐述,对论文的主要贡献和不足进行总结。更多还原

【Abstract】 New times, informationization and regionalization is the background. Modern information and communication technology has changed the way human life and production, but also affected the urban economic, social, ecological, environmental and other aspects, to promote the city continue to evolve. Region by the strong impact of information technology, as city’s mother, has been many new developments and new features there were different from the traditional times. Increasingly inseparable from the urban area of regional development, regional cities and urban areas are increasingly becoming the main features of regional development. Similarly, the information provided new ideas, new methods for solving the problems currently facing the city. To plan the urban development with regional cogitation, to practice with information means. For the reasons mentioned above, on the study of regional development in information age foundation, in view of the current existing problems and development trend of city, from the three aspects of city planning and the response of theory and empirical study, papers made a theoretical and empirical study on the of response urban planning from the three aspects.Paper is divided into eight chapters, all of which the first chapter; second, third, four chapters discuss basic theory; fifth, sixth, seventh chapters study the specific theory and concrete practice; the last chapter is the conclusion part of the thesis.The first chapter discusses mainly the regional and urban development confusion in he context of a new era. and explore the way how to walk out of confusing, and put forward the necessity of subject and the research of the theory and its practical significance. At the same time, the chapters design the research framework of thesis from the whole.The second chapter discussed and summarized mainly the domestic and foreign research progresses from the time development, regional development, city planning and so on, as to lay the foundation for later theory system construction, enhance the theory support of the paper research.The third chapter studied mainly the relationship of regional development and city planning from basic theory. Their interdependence relationship of city and region determines that urban planning must be a regional cogitation, and only urban planning based region guide effectively the sustainable development of urban areas.The fourth chapter mainly analyzed the regional development under the background of information age from the theory. Globalization and regionalization, the information industry and industry informationization, innovation upgrading, the traditional idea upgrading and all so promote the evolution of region in the information age. Space of flow, the network regional, the network spatial, learning regional, etc. have become an inevitable trend of region development.The fifth chapter analyzed mainly the response of the city planning development from the network regional. Adapt to the network regional development, urban planning needs to the comprehensive national-level studies of space, and build a harmonious network framework; Strengthening the research in coordination of sub-regional level, promoting the order of various types of facilities, features, space and all so, and gradually eliminate the digital divide; Planning for the implementation of the integration between urban and rural areas, improve the regional node radiation function network.The sixth chapter analyzed mainly the response of the city planning development from the network space. By means of the means information of urban planning, database development based, the construction of public participation systems and UPMIS, an efficient information system can be built for urban planning, support managers to make scientific decisions, and thus urban planning be truly efficient, human and scientific. UPMIS is the advanced stage of urban planning information, integrated the diversity functions of management, implementation of urban planning, is urgently needed to build and improve in today.The seventh chapter analyzed mainly the response of the city planning development from the learning region. Smart City is a concept of multiple intelligence, related to urban industry, urban living services and comprehensive information of the physical environment etc, of course, things can not do without the support of information infrastructure. the successful planning and implementation of Singapore’s "intelligent nation 2015" tells us, the construction of smart city requires not only the support of advanced information communication industry, more the long-term persistence and cooperation of government, the public, corporate.The conclusion part is the summary all round of the dissertation. The basic conclusions has been elaborated and the main contributions and defects has been concluded in this part.更多还原
