我国基本公共体育服务均等化研究

【摘要】 我国基本公共体育服务均等化研究作为公共服务在体育领域的具体运用和深入,其目的在于厘清相关的理论问题,对我国基本公共体育服务均等化的现实状况进行正确的判断,并对我国实现基本公共体育服务均等化提出相关的建议。本研究主要采用定性研究与定量研究、规范研究与实证研究相结合的方法。对基本公共体育服务及其均等化的基本认识进行界定,通过实地调查了解我国基本公共体育服务均等化的现状,探究我国现阶段基本公共体育服务非均等化的原因,提出我国实现基本公共体育服务均等化的模式、路径、评价指标体系、对策和建议。具体研究方法包括文献法、访问法、层次分析法、问卷法以及数理统计法等。本研究认为基本公共体育服务是指政府为了满足社会及其成员的基本公共体育需要,保障公民的基本体育权利,以公平正义为价值理念,运用手中所掌握的公共资源,为社会所提供的具有一定边界的公共产品和服务的总称。基本公共体育服务均等化是指政府为了满足社会及其成员的基本公共体育需要,保护公民基本的体育权利,以正义公平为价值理念,运用手中所掌握的公共资源,在一定的基本公共体育服务供给水平之上,为社会成员提供均等的基本公共服务。我国基本公共体育服务均等化现状总体表现为:在地区——东部发达地区和中部欠发达地区——之间、在城乡——城区和乡镇(主要是乡)——之间、在省域范围内基本公共体育服务——包括学校体育教育和社区体育服务——都存在着不均等的现象,而且这种差异十分明显。具体而言,东部经济社会发达地区要好于中部经济社会欠发达地区、城区街道居委社区要好于乡镇行政村、省域范围内经济社会发达区域要好于经济社会欠发达区域,因此社会成员之间所能够享有的基本公共体育服务不均等。我国基本公共体育服务非均等现状的原因从宏观和微观两个层面进行分析,宏观层面包括公民公共服务需求、权利和利益表达机制缺失;政府公共服务职能履行过程中的缺位、错位和越位;城乡“二元”结构下公共服务城市偏向发展;微观层面包括摇摆的基本公共体育服务地位;失衡的基本公共体育服务投入;错步的基本公共体育服务建设;分隔的基本公共体育服务网络。我国实现基本公共体育服务均等化宜于采取最低公平模式。同样从宏观和微观两个层面提出实现我国基本公共体育服务均等化的具体路径,宏观层面路径包括:构建服务型政府;建立一视同仁的基本公共体育服务供给制度;形成无差别的基本公共体育服务供给机制;健全系统化的基本公共体育服务绩效评价和监督管理体系。微观层面的路径包括:制定和实施基本公共体育服务均等化政策;确立和落实基本公共体育服务均等化内容和标准;多个部门和各层级政府之间分工与协作;多个公共服务领域之间合作与共赢。基本公共体育服务均等化评价指标体系构建的目的在于对我国基本公共体育服务均等化发展水平进行评价,并进一步推动和促进我国基本公共体育服务实现均等化。基本公共体育服务均等化评价指标体系包括投入、产出、效果三个一级指标、筹资水平、人力资源、场地设施、管理组织、健身信息、日常体育、体质测试、活动赛事、体质状况、体育人口、主观态度11个二级指标和31个三级指标。

【Abstract】 The study on equalization of basic public sports service of China was a concrete application of public service in sport field. The aim of study was to clarify the theoretical issues, made a correct judgment of the situation and provided relevant recommendation of equalization of basic public sports in China. By the combination of qualitative and quantitative, normative analysis and case study, this dissertation defined basic understanding of equalization of basic public sprots service, realized the current situation of equalization of basic public sports service in China, analyzed the cause of non-equalization of basic public sports service, proposed the mode, path, evaluation system, countermeasures and suggestions to achieve equalization of basic public sports service. All kinds of particular methods including literature, interview, analytic hierarchy process, questionnaire, mathematical, etc.This study suggested that basic public sports service is the group that government meet the basic public sports needs of all members of the community, protect the basic sports rights of all citizens, adopt the idea of justice and equity, use the available public resources, provide the public goods and service based on a certain standard.Equalization of basic sports service is that government meet the basic public sports service of all members of the community, protect the basic sports rights of all citizens, adopt the idea of justice and equity, use the available public resources, provide equal basic public sports service to all members of the community on a certain standard. The current situation of equalization of basic sports service in China is that basic public sports service (including school sports education and community sports service) between eastern developed areas and central under-developed areas, between urban and rural are not equal as well as in the same province. Specifically, the eastern developed areas of higher level of economic and social development is better than the under-developed central areas, urban areas is better than rural areas, areas of higher level of economic and social development is better than areas of under-developed areas within the same province, all members of the community enjoyed the unequal basic public sports service.The cause of the non-equalization of basic sports service in China was analyzed from the macro and micro level. The macro level causes including: the citizen lacks the expression mechanism of public service needs, rights and interests; the absence, dislocation and offside of public service of government; the urban oriented development under dual framework of urban and rural. The micro level causes including: wavering position of basic public sports service; imbalance input in basic public sports service; non-parallel construction of basic sports service; separated basic public sports service network. The basic-fair model is the wise choice to achieve equalization of basic public sports service. The macro level route including: building service-oriented government; establishing non-discrimination basic public sports service providing system; forming undifferentiated basic public sports service providing mechanism; improving systematic performance evaluation and supervise management system of basic public sports service. The micro level route including: formulate and implement policy to equalization of basic public sports service; define and implement content and standard to equalization of basic public sports service; divide and cooperate of multi-sectors and all levels of government to equalization of basic public sports service; integrate and win-win of basic public sports service and public service in other fields to equalization of basic public sports service.The purpose of construction of basic public sports service equalization evaluation index system was to evaluate the development level of basic public sports service in China, and promote the achievement of equalization of basic public sports service. The basic public sports service equalization evaluation index system including three first class index——inputs, outputs and effects;12 second class index——financing, human resource, facility, management and organization, health information, daily physical exercise, fitness testing, physical activity and event, physical condition, physical population, subjective attitude and 31 third class index.
