基于人力资本开发的辽宁国企管理层建设研究

【摘要】 作为企业的决策者和领导者,企业管理层在企业的生产经营中扮演着不可替代的角色。相应地,企业高层管理人员人力资本作为企业人力资本的核心,在综合调配企业一切资本进行开拓创新、形成核心竞争优势方面发挥着不可替代的作用。目前辽宁国有企业管理层建设尚处于起步阶段,与辽宁国企改革与发展的矛盾非常突出。而且,以往的委托代理视角下的公司治理理论难以解决目前国企经营者建设的实际问题,因而从人力资本开发角度,探讨辽宁国企管理层建设,具有重大的理论意义与现实意义。本文立足于国企企业家人力资本开发这一前沿课题,在系统运用企业家理论、人力资本产权理论、现代公司理论、风险理论,劳动价值理论等现有研究成果的基础上,综合运用系统分析法、比较分析法、实证分析法等研究方法,深入研究了辽宁国企经营者人力资本定价体系和配置体系建设。一方面,在公平合理的原则下,按照初始定价、定价修订和再定价的程序,采用货币定价与权利定价相结合的方式对企业家人力资本进行合理定价,设计了包含股票期权收入的企业家人力资本定价的模型,并选取案例进行了验证分析。只有对企业家人力资本进行合理定价才是激励企业家人力资本价值充分发挥的根本途径。另一方面,本文以企业家人力资本与物质资本结合为出发点,就辽宁国企经营者人力资本配置体系进行深入的探讨,认为应该建立以企业家为核心的公司治理结构和企业家人力资本市场化的配置制度。然后在吸收国内外企业经营者人力资本开发经验与比较分析的基础上,将研究重点放在结合辽宁老工业基地实际,与体制转轨阶段相适应,辽宁国有企业如何应该建立起一个组织配置与市场配置相结合的企业家激励、约束与选择机制。对于老工业基地国有企业管理层人力资本开发建设的理论与实践,具有一定的前瞻与借鉴意义。

【Abstract】 As enterprises’ decision makers and leaders,the top-managers of enterprises play a role which can’t be substituted in production operations.Accordingly,as the core human capital of enterprises,the top-managers profound aring all resources to innovate so as to gain core competency for enterprises.The top-managers of state-owned enterprises building in liaoning is in the infant stage at present, there is a huge contradiction between the state-owned enterprises innovation and development. Corporate governance theory from Entrust-supply angle formerly is hard to solve the practical problem about building of the state-owned enterprises operator,so it means profound theoretical and practical significance that Approach the problem about the State-owned Enterprise management Building in liaoning from Human Capital’s Development.The paper is based on entrepreneur human capital development,Systematically using entrepreneur theory,human capital property-right theory,modern enterprise theory and risk theory, laborvalue theory,on the basis of the existing research results,we startwith analyzing the connotation of entrepreneur human capital value,construct anentrepreneur-human-capital-measurement model,for the purpose of which areinnovations of the procedure of entrepreneur human capital pricing and the realizingWays.and comprehensively in use of interdisciplinary analysis, system analysis, comparative analysis, empirical analysis and other research methods, and carry on a thorough analysis to the entrepreneur human capital pricing system and distribution system. One hand,under the just principle,we construct an entrepreneur human capital measurement model,which contains the elastic income of executive stock options,according to the procedure(the initial pricing,the revision pricing and re-pricing)and the methods which contain the currency pricing and the right pricing.And then,we confirm it using a case.Only in this way can the entrepreneurs be drived.The other hand, The paper start from the combination between entrepreneur human capital and Physical capital, and carry on a thorough analysis to State-owned enterprise human capital distribution system Building in liaoning,and believe tha making the entrepreneur as a core of Corporate governance and entrepreneur human capital marketization,then on the base of drawing on the expience all side and analysising comparatively,The key to the study is combining with practice of old industrial bases in Liaoning,adapting with economic reshuffling, how to building a system of entrepreneur motivation, constraintion and choice combining with organization allocation and market allocation.There are important Previews and reference significance to entrepreneur human capital development in old industrial bases in theory and pratice.
