基于资源配置的研究生招生机制研究

【摘要】 本文将理论与实践相结合,在广泛收集文献资料和大量的实际工作的基础上,对研究生招生机制进行深入分析,认为现阶段教育改革的核心任务是提高质量,研究生招生是研究生教育质量控制的起始环节,又是资源配置的源头,提高质量也是研究生招生要解决的主要问题。在研究生教育既重视规模培养,又重视创新人才选拔的情况下,目前以指令性招生计划为招生任务,以统考为主要选拔形式、以初试分数为主要录取依据的研究生招生制度已不能适应现实需求。本文通过对研究生招生历史的回顾和对利益相关者理论、成本分担理论和筛选理论的文献综述,提出了“三层三维分析模型”,认为三个维度上的具体问题是管理重心过高,招生计划编制依据不明确,价值选择上存在争取优秀生源和保证入学机会公平的矛盾,考核内容上存在本科教育与研究生教育的矛盾,表现出资源配置、行动策略、利益需求不一致,研究生招生改革缺乏整体性和可操作性。在整体上,通过对研究生招生利益相关者权责利的分析,在宏观、中观、微观的三个层面和权力、资源、质量三个维度上,探讨选拔主体(权力结构)——招生计划(资源投入)——考试录取(质量控制)的相互关系,从而确定各层各维的运行机制,达到研究生教育资源合理配置、教育质量提高的目标。在可操作性上,本文研究的重点是研究生招生计划的配置机制和研究生入学质量的保证机制。首先在分析研究生招生计划分配和财力资源投入的基础上,结合已有算法,提炼出研究生招生计划配置的理论基础、边界条件、配置机制、形成方式、计算依据,进行指标配置的算法研究,得出贯穿宏观和微观的计算公式,并以H大学的研究生招生指标配置机制为实例,对招生计划的配置机制进行验证。然后在分析研究生入学选拔机制的基础上,找出影响招生质量的因素,提出三个层次上不同利益相关者对研究生招生质量保证的实施机制。本文的创新之处是构建了贯彻宏中微三个层面的三维模型,从整体性提出了解决研究生招生权力、资源和质量的整体性方案;基于利益相关者理论,重构研究生教育资源配置和选拔质量监督的权力主体、权力内涵和利益表达的合理对应关系,构建了以学生为中心的研究生招生组织结构;在招生计划配置机制中构建了依据明确的量化解决方案,提出了研究生入学选拔机制在不同层面上的权力主体与质量控制的对应关系,从而在改革的可操作性上取得突破。

【Abstract】 This thesis deeply analyses the graduate enrollment mechanism by the combination of theory and practice, and on the basis of extensive literature collection and much practical work. At this stage the core mission of education reform is to improve the quality, graduate enrollment is the beginning for the control of graduate educational quality, as well as the source of resource allocation, to improve the quality of graduate students enrollment is the main problem to solve. In the case of emphasizing both the students scale and selection of the innovative person, the graduate enrollment system which takes the mandatory enrollment plan as recruitment task, uniform exam as the main form of selection and first test scores as the main admission accordance, can not meet the needs of reality.Through the literature review of the screening theory, cost-sharing theory and stakeholder theory, this thesis proposes a "three-level and three-dimensional analytical model", considers that the specific issues on the three dimensions are the over-high graduate enrollment management, the uncertain enrollment plan, in the pursuit of value, the selection system has contradictions with outstanding students enrollment and fair education opportunities. On the content Assessment, it has contradictions with undergraduate education and postgraduate education. It shows that the resource allocation, operational strategies, interests and needs are inconsistent. Overall, the reform of graduate enrollment is lack of integrity and operability.As a whole, though the analysis of power, responsibilities and benefit of the graduate enrollment stakeholders, On the levels of macro, meso, micro and the dimensions of power, resources, quality, this thesis explores the corresponding relationship between the selections of the main (power structure)-enrollment plan (resources)-entrance examination (quality control), to determine the operating mechanism of each level and each dimension, in order to realize the goal of rational allocation of educational and improved education quality. In operational terms, this study focuses on the configuration mechanism for graduate enrollment plan and quality assurance mechanisms for graduate admissions. Firstly, on the basis of analyzing graduate enrollment plan and financial resources, as well as combined with the existing algorithms, we can extract the theoretical basis, boundary conditions, allocation mechanism, formative method and calculation basis of configuration mechanism for graduate enrollment plan. Then conduct the target allocation algorithm, and obtained the formula through macro and micro area. Taking H university’s graduate enrollment targets allocation mechanism as an example, the thesis aims to verify configuration mechanism of graduate enrollment plan. Then on the basis of analyzing the selection mechanism of graduate admissions, the study tries to identify the factors affecting the quality of admissions, puts forward three different levels of stakeholders’ implementation mechanism for the quality assurance of graduate enrollment. Take China’s academic and professional graduate entrance examination system reform as an example, to verify the quality assurance mechanisms.The innovation of this thesis is to build a three-dimensional model of the three levels of macro, meso and micro. Proposed the overall program to solve the graduate enrollment authority, resources and quality. Based on stakeholder theory, the thesis reconstructs the graduate education resources and select a reasonable correspondence between the main power, the power content and expression of interest of the quality supervision, it builds a student-centered graduate enrollment management structure; The study builds a clear quantitative solution for the enrollment allocation mechanism, proposed that the graduate selection mechanism has correlation with authority and quality control at different levels, in order to breakthrough the operability of the reform.
