【摘要】 建设创新型国家,呼唤大批创新型企业不断涌现,是增强国家自主创新能力的必然要求。我国创新型中小企业数量多、机制灵活、具有活力,是创新型企业群体的重要组成部分,在经济发展中发挥越来越重要的作用。黑龙江省中小企业比例高,创新型中小企业也具有较大比例,提高创新型中小企业的成长力,是黑龙江省提升区域竞争力的有效途径。本文研究创新型中小企业的成长机理和成长机制,构建创新型中小企业成长能力评价模型及提出创新型中小企业成长能力提升对策,对提高创新型中小企业成长能力与速度具有重要指导意义。首先,进行创新型中小企业成长的内涵界定并分析其现状。在给出中小企业和创新型企业内涵的基础上,对创新型中小企业的内涵进行界定,并进一步对创新型中小企业成长的内涵和特点进行剖析,进而分析长三角、珠三角和环渤海区域的创新型中小企业成长的现状,总结黑龙江省创新型中小企业成长的现状与问题。其次,分析创新型中小企业成长的影响因素。从创新投入能力、创新组织与运行能力、创新产出能力三方面剖析创新型中小企业创新能力的影响因素,从生产能力、管理能力和运行能力三方面剖析创新型中小企业生产经营资源增长的影响因素,进而构建创新型中小企业成长影响因素模型,并采用灰色关联度分析方法对影响因素间的相互作用关系进行实证分析。第三,探索创新型中小企业成长的超循环机理。从技术创新能力循环和生产经营资源循环双重循环的视角构建创新型中小企业成长的超循环系统,并分析其超循环运行特征,进而从反应循环、催化循环和超循环三个层次分析创新型中小企业成长的超循环系统的运行机理,最后剖析超循环系统运行过程中的障碍及超循环系统的作用。第四,分析创新型中小企业成长的机制。构建创新型中小企业成长的机制模型,从导向机制、动力机制、传导机制、协调机制和保障机制五方面对创新型中小企业的成长机制进行研究。第五,构建创新型中小企业成长能力评价模型。从技术创新能力和生产经营资源增长能力两方面界定创新型中小企业成长能力评价的内容,确定创新型中小企业成长能力评价的目标,构建创新型中小企业成长能力评价指标体系,进而选用熵权法确定指标权重,并选择模糊积分评价方法评价创新型中小企业的成长能力。第六,对黑龙江省创新型中小企业成长能力进行实证分析。以黑龙江省创新型中小企业试点工作参评的40家企业为样本,在进行原始数据获取和数据预处理的基础上,计算样本企业成长能力的模糊积分评价值,并分析黑龙江省创新型中小企业成长能力及其等级分布状况,进而对成长能力、技术创新能力和生产经营资源增长能力之间的关联关系进行分析。最后,提出黑龙江省创新型中小企业成长能力提升的对策。从系统设计黑龙江省创新型中小企业成长的政策支持体系、加强黑龙江省创新型中小企业技术创新的支持与管理以及努力提升创新型中小企业的生产经营管理水平等三方面提出相应对策建议。综上,本文对创新型中小企业成长的机理和机制进行了较为深入的分析,构建了完善的创新型中小企业成长能力评价模型。通过本文的研究,对黑龙江省创新型中小企业成长的内在规律有所把握,对黑龙江省创新型中小企业成长能力状况也更为清晰,对黑龙江省进一步提升创新型中小企业成长能力极具指导价值。更多还原

【Abstract】 The construction of innovation country and the summoning of emerging large quantities of innovation enterprises unceasingly, is inevitable request to strengthen the national independent innovation ability. Chinese innovative medium-small-sized enterprises, which have big quantity, nimble mechanism, and vigor, are important component of innovative enterprise group, and play more and more vital role in the economic development. The proportion of Heilongjiang Province’s medium-small-sized enterprises is high, and innovative medium-small-sized enterprises also has great proportion, and then enhancing the innovative medium-small-sized enterprises’growth ability is efficient path to promote regional competitive power of Heilongjiang Province. Evaluation model of innovative medium-small-sized enterprises’growth ability is constructed and countermeasure to promote innovative medium-small-sized enterprises’growth ability is proposed, which has important guiding sense to sharpen innovative medium-small-sized enterprises’growth ability and speed.First, the connotation of innovative medium-small-sized enterprises’growth is defined and their present situation are analyzed. By giving connotations of medium-small-sized enterprise and innovative enterprise, innovative medium-small-sized enterprise’s connotation is defined, and its growth’s connotation and characteristics are analyzed, and then present situation of innovative medium-small-sized enterprises’growth of the long triangle, Zhujiang Delta and the link Bohai Sea region are analyzed, and the present situation and problems of Heilongjiang Province’s innovative medium-small-sized enterprises’ growth are summarized.Next, innovative medium-small-sized enterprises’ growth’s influence elements are analyzed. Influence elements of innovative medium-small-sized enterprises’innovation ability is analyzed from three aspects of innovation investment ability, innovation organization and running ability and innovation deliver ability, and influence elements of innovative medium-small-sized enterprises’economic efficiency is analyzed from the productivity, managing capacity and running ability, and then influence element model of innovative medium-small-sized enterprises’growth potential is constructed, and empirical analysis of affect interaction relations between elements is done by pessimistic interrelatedness analysis method.Third, exploration of innovative medium-small-sized enterprises’ growth’s super-circulation mechanism. Super-circulation system of innovative medium-small-sized enterprises’ growth is constructed by double circulations including technological innovation resources and ability circulation and economic efficiency value-store and value-added circulation, and its super-circulation characteristics are analyzed, then movement mechanism of super-circulation system of innovative medium-small-sized enterprises’growth from three hierarchy including response circulation, catalytic circulation and super circulation, and finally the super-circulation system’s function and barriers in the super-circulation system movement process is analyzed.Fourth, analysis of growth mechanism of innovative medium-small-sized enterprises. Innovative medium-small-sized enterprises’growth’s mechanism model is constructed, and growth mechanism of innovative medium-small-sized enterprises is researched from five aspects including guidance mechanism, driving mechanism, conduction mechanism, coordinating mechanism and safeguard mechanism.Fifth, construction of innovative medium-small-sized enterprises’growth ability evaluation model. Contents of innovative medium-small-sized enterprises’ growth ability appraisal is defined from technological innovation ability and economic efficiency gain ability, and the goal of innovative medium-small-sized enterprises’ growth ability appraisal is determined, and its evaluating index system is constructed, and then entropy weight method is selected to definite weights, and fuzzy integral assessment method is chosen to appraise innovative medium-small-sized enterprises’growth ability.Sixth, empirical analysis of innovative medium-small-sized enterprises’ growth ability of Heilongjiang Province is carried on. Taking 40 enterprises which participate Heilongjiang Province’s medium-small-sized enterprise pilot work as sample, fuzzy integral appraisal value of sample enterprises’growth ability are computed based on gaining and pretreatment of primary datum, and Heilongjiang Province’s innovative medium-small- sized enterprises’growth ability and their rank distribution condition is analyzed, and then the incidence relationes among growth ability, technological innovation ability and economic efficiency obtaining ability is analyzed.Finally, Heilongjiang Province’s innovative medium-small-sized enterprises’ growth ability’s promotion countermeasure is proposed. Corresponding countermeasure is put forward from three aspects which include systematically designing policy support system of Heilongjiang Province’s medium-small-sized enterprises’growth, strengthening support and management of Heilongjiang Province’s innovative medium-small-sized enterprises’technological innovation as well as promoting Heilongjiang Province’s innovative medium- small-sized enterprises’production operation management level.In the synthesis, Growth mechanism of innovative medium-small-sized enterprises is thoroughly analyzed, and perfect innovative medium-small-sized enterprise growth ability evaluation model has been constructed. Through this article’s research, the inherent laws of Heilongjiang Province’s medium-small-sized enterprises’growth are more realized, and growth ability condition of Heilongjiang Province’s innovative medium-small-sized enterprises is more clearer, and which has extreme instruction value for promoting Heilongjiang Province’s innovative medium-small-sized enterprises’growth ability further.更多还原
