基于系统动力学的国防科技情报知识管理体系研究

【摘要】 国防是国家综合实力的根本体现,国防科技往往体现整个国家最新、最尖端的科技成果。国防科技情报是国防科技工业及军队现代化建设发展的重要战略资源,是国防信息化建设的重要技术基础,在国防科技决策和军事现代化进程中发挥着重要的作用。国防科技情报知识管理工作的重点是围绕国防科技工业目标进行搜集、组织、管理、开发国防科技情报的知识资源,为特定用户群体提供专业知识服务,促进用户得到更全面、多角度的知识与技术,从而不断增强我国国防科技的自主创新能力。如何构建国防科技情报的知识管理体系?如何提高国防科技情报的知识价值?如何掌握国防科技情报知识管理体系及其构成子系统运行特征?如何根据不同目标需求确定不同的国防科技情报知识管理决策?这些问题就成为了本文研究的主要对象。论文主要包括以下内容:第一部分,论文界定了国防科技情报及其知识管理的内涵。提出了国防科技情报知识管理体系系统设计的目标、原则,功能。在此基础上确定了国防科技情报知识管理体系的总体结构:由输入、过程-功能和输出系统构成,过程-功能系统由采集、存储、扩散、利用与创新四个系统构成,它们共同完成了国防科技情报知识管理的全过程。结合国防科技情报的特性,确立了国防科技情报知识管理体系核心目标是提高国防科技情报知识价值,并提出国防科技情报知识价值的构成要素:信息量、准确度、时间衰减价值、扩散消失价值和目标相关性。第二部分,论文以过程-功能子系统为对象,研究了基于目标用户需求的国防科技情报知识管理体系运行过程,通过UML方法对国防科技情报知识管理体系进行了动态与静态分析,确立了在体系运行过程中对过程-功能子系统和国防科技情报知识价值产生影响的因素,并对国防科技情报知识管理体系的运行机理、运行特征进行了深入探讨。第三部分,基于系统动力学理论确立了国防科技情报知识管理体系的边界、内生变量与外生变量,对内生变量进行系统动力学的因果反馈分析,进一步描绘了体系构成中不同子系统的因果反馈关系,确定体系及过程-功能子系统的影响因素与国防科技情报知识价值构成因子之间的联系。第四部分,通过对国防科技情报知识管理体系的系统流量进行建模和仿真,并通过粗糙集建模分析的方法,通过对持续运行的国防科技情报知识管理体系的以往的决策进行挖掘,给出应对不同需求所采取的多种决策方案。

【Abstract】 national defense is the fundamental expressionof the Comprehensive national strength. National defense science and technology are often the newest and most cutting-edge scientific and technological achievements. States national security has always been the top priority strategic issue. National Defense Science and Technology Information must be most important strategic resources for the development of the defense Industry and of military modernization. National Defense Science and Technology Information is technical foundation of the construction of national defense information to play A very important role inNational Defense Science and Technology decision and project process. The work of defense Intelligence is focused around the collection, organization, storage, management and the development of national defense science,provided technology information resources for specific user groups in professional information service, for users get a more comprehensive, multi-perspective knowledge and technology to greatly increase the national defense science and technology performance.In the paper,six problems should be solved." How the national defense science and technology intelligence operations"," Defense intelligence work in the national defense science and technology information for the knowledge meet the target user groups or not"," how the User group’s satisfied to be measured", which factors for target user groups affected its satisfaction and how these factors worked".The first part,the paper define the characteristics of the knowledge of national defense science and technology information.National Defense Science and Technology Information is not just the content for itself,it also content the information sources,original creator, reference source and all the information would be used to Work on the target user groups.By the Concept Analysis to the demand of the Knowledge of national defense science and technology information for target user groups to determin knowledge management system of national defense science and technology information to four functional systems:the collection, storage, diffusion, use and innovative form of, combined with knowledge of the characteristics of national defense information to establish a knowledge management system of national defense science and technology information.Available to the target user is not the amount of information but the value of knowledge of national defense science and technology intelligence.defense science and technology made knowledge of the value of target system information:the amount of information, accuracy, time value decay, Value of diffusion away, Target correlation.The second part, based on four features of the system user needs in the target under the running of the national defense science and technology information knowledge management system, analysis in dynamic and static by UML to establish the effect factors in the four function subsystem. Internal and external factors likely to the impact of information of organizational goals-the value of national defense science and technology knowledge,during the operation period. operation mechanism, operating characteristics would be carried out of the depth in the Defence Science and Technology Information and knowledge management system.The thid part, the Defense Intelligence Knowledge Management System endogenous variables and exogenous variables is established,impact on national defense knowledge management system to run in dynamic internal and external factors on the Defense Intelligence Information Knowledge Value of Knowledge. Endogenous variables in the causal feedback system dynamics analysis, by system dynamics through the analysis of causal feedback, further defined the Defense Intelligence Knowledge Management System of factors, find out the link between knowledge of national defense science and technology information management system functions and subsystem factors Defense Intelligence Knowledge Management System Knowledge of intelligence value system.The fourth part, the paper by national defense science and technology information systems knowledge management system analysis and simulation of flow determined the national defense science and technology knowledge information intelligence knowledge management system, factors affecting the value of synergies and Defense Intelligence Knowledge Management System for quantitative analysis of target system information program that the national defense science and technology knowledge information intelligence knowledge evaluation system and the National Defense Intelligence Components of the Knowledge Management System to run the process and its link characteristics. Knowledge-based information management system of national defense science and technology target value of established knowledge management response system of national defense science and technology information needs of target customers making a variety of programs, during the operation period of the key aspects of the national defense science and technology information knowledge management system.
