【摘要】 由于生物关系到人类生存的生态环境状况,生物多样性保护成为自然保护的重要内容。目前,国内对城市生物多样性保护研究主要在生态学、保护生物学和景观生态学等领域。论文立足城市规划专业,研究城市生物多样性保护管理体制、法律法规及城市生物多样性保护规划编制的范围与期限,规划程序,内容与深度、从管理的视角探讨规划实施政策与策略等相关问题,以期为城市生物多样性保护规划编制的科学性、规范性,国家的生态环境建设和可持续发展以及全国“生态园林城市”、“生态城市”建设提供具有现实指导意义的建议。论文通过文献分析,总结了国内外城市生物多样性保护理论基础、方法与途径及保护实践。通过研究城市生物多样性保护规划与国民经济发展规划、土地利用规划、城市总体规划、城市绿地系统规划的相互关系探讨了城市生物多样性保护规划的合理规划范围与规划期限。在对《全国主体功能区划》、《中国生物多样性保护战略与行动计划(2011—2030年)》及《全国生态脆弱区保护规划纲要》等相关规划解读的基础上明确了城市生物多样性保护规划的目标、原则、指导思想及规划应包括的主要内容。在此基础上制定了城市生物多样性保护规划编制纲要,并总结了城市生物多样性保护规划一般工作程序。通过对唐山、衡水市生物多样性保护规划编制实证研究,提出城市生物多样性保护规划的重点内容包括：城市生物多样性保护规划空间布局规划是重要的基础规划,在此基础上专项规划可分为四个体系：核心专项规划(动、植物多样性保护规划)；城市生物多样性特色规划(生物资源、城市性质)；支撑体系规划(法律法规、政策体系、科研、重点项目)；为城市生态环境建设服务的应用专项规划等四个体系。支撑体系研究表明：生物多样性保护的复杂性不但表现在技术领域内的多学科理论体系的综合性,是交叉学科和跨学科的理论与实践活动,而且在行政和社会经济范畴表现为跨行政区域,跨部门相互配合,以及社会公众的认知与参与。只有技术策略与政策策略不断完善才能有效保护生物多样性,实现人类的可持续发展。论文主要创新点：城市生物多样性保护规划内容概括为一个空间基础规划及四个规划体系：即城市生物多样性保护空间布局规划和核心专项规划(城市动、植物多样性保护规划)；城市生物多样性特色规划(生物资源、城市性质)；为城市生态环境建设服务的应用专项规划等四个体系；城市生物多样性保护支撑体系规划(法律法规、政策体系、科研、重点项目)更多还原

【Abstract】 As the biology relates to the ecological environment of human existence, the protection of biological diversity has become the most important objective in natural protection. At present, domestic researches on the protection of urban biological diversity primarily focus on such areas as ecology, conservation biology and landscape ecology. This paper bases on the major of Urban Planning to study relevant issues in terms of the management system of the protection of urban biological diversity, the laws and regulations, the scope and time limit for the planning of urban biological diversity protection, the planning procedures, the content and depth, and the planning implementation policies and tactics from the management aspect in hopes that some practical guidance can be provided for the scientific and standard planning of urban biological diversity protection, the establishment and sustainable development of national ecological environment, and the establishment of national "ecological garden city" and "ecological city".This paper, on the basis of literature analysis, has concluded the theoretical basis, methods, approaches and protection practices in terms of the protection of urban biological diversion both at home and abroad. Then the paper discusses the rational planning scope and the planning time limit in terms of the protection of urban biological diversity by studying the correlation between the protection of urban biological diversity and the national economic development and planning, land use planning, urban overall planning and systematic planning of urban greenbelt. Further, the paper identifies the objectives, principles, guiding thoughts and due content in the planning on the basis of interpreting such relevant planning documents as National Principal Function Zoning, the Protection Strategy and Action Plan of China Biological Diversity (Year 2011-2030) and the Outline of Protection and Planning of National Biological Vulnerable Region. On the basis, the paper establishes the outline of planning of urban biological diversity protection and concludes the general work procedures in terms of the planning of urban biological diversity protection.The paper, by empirical research on the planning preparation of the biological diversity protection in Tangshan City and Hengshui City, proposes that the planning of urban biological diversity protection shall include the important content that the space layout planning thereof is the significant foundation planning; on such basis, the specific planning may be further categorized into the following four systems:core specific planning (planning of animal and plant diversity protection), feature planning of urban biological diversity (biological resource and urban property), supporting system planning (laws and regulations, policy system, scientific research and key projects), and specific application planning for serving the urban ecological environment establishment. The supporting system research indicates that the complexity of biological diversity protection is not only represented in the integration of multidisciplinary theoretical system in the technical arena, as inter-disciplinary and cross-disciplinary theoretical and practical activities, but also in the cross-administration and cross-department cooperation in the category of administration and social economy as well as the public recognition and participation. Only with the continuous improvement of technical tactics and policy tactics can the biological diversity be protected to achieve the sustainable development of human being.Innovation of this paper:The planning of urban biological diversity protection is summarized into the space basic planning and four planning systems, that is, the space layout planning of urban biological diversity protection and such four systems as the core specific planning (planning of animal and plant diversity protection), the feature planning of urban biological diversity (biological resource and urban property), the supporting system planning (laws and regulations, policy system, scientific research and key projects), and specific application planning for serving the urban ecological environment establishment.更多还原
