【摘要】 在经济全球化不断发展和世界石油市场动荡加剧的新石油时期,一国的油气安全已经演变成全球性的问题。作为能源消费和进口大国,我国油气安全面临着两重巨大的威胁：一是油气供应短缺,二是油气价格高涨。为此,我国必须从战略角度出发,努力加大对外油气合作。当前我国对外油气合作面临的一个最大问题就是合作对象过于集中,石油来源渠道单一。因此,开展多元化对外石油合作、拓宽石油来源渠道已成为我国对外石油合作的一个必然选择。土库曼斯坦是与我国领土相连的内陆国家,具有丰富的石油和天然气资源；同时,土库曼斯坦由于身处内陆地区,急需出海口发展本国石油产业,也需要邻国的合作。因此,我们应该抓住这一机遇,加强与土库曼斯坦的油气合作。本文就是在这一背景下,对中土油气合作管理模式进行研究。本文首先在详细分析中土油气合作的动因、阻力等相关问题基础之上,采用了层次分析法与灰色评价法对中土油气合作模式进行了比较研究,为中土油气合作模式的确定作出了一定的参考和借鉴意义；接着对我国在土库曼斯坦进行的油气三方博弈进行了深入地研究,建立了油气三方博弈模型,并从中得出相关启示；最后在此基础上对中土油气合作的管理模式进行了创新研究,特别是对人力资源管理模式、财务管理模式与物资供应管理模式进行了深入研究,并提出相关完善措施。通过研究,本文得出以下结论及成果：(1)中土油气合作的现状良好,虽然未来发展存在一定的阻碍,但是前景依然看好。(2)通过灰色评价得出,产成品分成模式是当前我国开展中土油气合作的最佳模式选择。(3)建立了油气三方博弈模型,从油气博弈结果来看,表现合作博弈力量强弱的贴现因子是影响博弈结果的重要因素。为此我国石油企业必须创新管理模式,提高博弈力量；同时,应该加强与石油消费国的联盟,以此来改变博弈力量结构；另外我国政府和石油企业应该积极开展多元化、多层次的油气合作模式。(4)针对中土油气合作实际状况,本文建立了中土油气合作人力资源管理模式,并提出了相关完善措施；提出了完善财务管理模式的相关措施；建立了中土油气合作物资供应管理模式,并提出了相关完善措施。更多还原

【Abstract】 In the new oil era that economic globalization continuous development and the increased volatility in world oil markets,a country’s oil security has evolved into a global problem. As a major importer of energy consumption,china’s oil and gas security facing the twofold threat: First threat is the shortage of oil and gas supply, the second threat is high prices of oil and gas. To this end, China must proceed from a strategic point of view, efforts to increase foreign oil and gas cooperation. The biggest problem of China’s foreign oil and gas cooperation facing Currently is that the partner is too concentrated, single sources of oil. Therefore, to diversify foreign oil cooperation, broaden the sources of oil outside the oil cooperation has become an inevitable choice for us. Turkmenistan is linked with the landlocked countries of our territory who is rich in oil and gas resources; the same time, Turkmenistan, is in inland areas as an urgent need to develop their oil industry to the sea, also need the cooperation of neighboring countries. Therefore, we should seize this opportunity to strengthen cooperation with Turkmenistan’s oil and gas. This article is in the context, study the management model of oil and gas cooperation between china and Turkmenistan..First based on the detailed analysis of the oil and gas cooperation motivation, resistance, and other related issues between China and Turkey, this paper researched and compared the oil and gas cooperation mode by using the gray-level analysis and gray evaluation method, made some reference to the determination of oil and gas cooperation between china and Turkmenistan; then researched three games in-depth and draw inspiration related;Finally, based on this,the paper made innovation research on the management of oil and gas cooperation mode, particularly for human resources management, financial management and materials supply management in-depth study and make relevant improvement measures.Through research, we draw the following conclusions and results:(1) the status of China and Turkey cooperation in oil and gas well, although there are some obstacles to future development, but the prospects remain favorable. (2) obtained through the gray evaluation of finished products into our country to carry out China and Turkey model is the best choice for oil and gas cooperation. (3) the establishment of a tripartite game model of oil from the oil and gas game results, the performance of cooperative game force strength of the discount factor is an important factor in game results. China’s oil companies must end innovation management model to improve the power game; the same time, oil-consuming countries should strengthen the alliance as a way to change the power structure of the game; In addition our government and oil companies should actively carry out diversified, multi-level oil and gas cooperation mode. (4) According to the actual situation of oil and gas cooperation for China and Turkey,this paper established human resources management of oil and gas cooperation.and put forward relevant improvement measures; put forward some relevant improvement measures for improving the financial management; established a China-Turkey cooperation in oil and gas supplies management, and proposed relevant improvement measures..更多还原
