香港回归前后重大项目规划政策比较

【摘要】 1997年7月1日,香港特别行政区成立,中华人民共和国对被英国占领155年后的香港恢复行使主权。香港在“一国两制”这个极具远见的创新政治制度下,迈进一个全新的发展阶段。在这个新的起点上,区域走进了香港规划的视野,从根本上改变了香港考虑规划策略的环境因素,导致香港需要重新思考发展如何定位、如何避免被边缘化等重要问题。本论文的研究目的,是以香港的重大项目规划政策作为切入点,探讨香港回归祖国前后在发展路上的机遇和挑战。论文的思路始于回顾香港重大项目走过最重要的一段历程,认真总结回归前后香港在重大项目规划事务上的经验。这部份首先综论重大项目和它在区域规划的角色作为理论基础,然后详细调查香港重大项目的建设历史和现状,对香港处理重大项目的规划体制和规划工作特点进行了较全面的分析。论文主体部份基于项目在回归前后在量性上、质性上和时间上的可比性,挑选了新机场及香港高铁两个案例作为研究对像。经过深入比较它们的规划策略、发展条件、项目过程和建设成果等主要方面后,研究发现除了21世纪全球化带来激烈的竞争环境之外,香港所在的大珠三角区域自改革开放以来发生了特别翻天覆地的变化,香港与区域的实力出现了此消彼长的情况而未能及时应对。论文对比和评析两个案例的规划政策和影响后,揭示了香港规划策略长期偏重国际性而忽略国内性的问题。论文更进一步探讨1997年后一连串的政治、经济和社会问题,包括公民参与意识日渐高涨、规划执行力下降导致香港人对规划前景深刻反思的前因后果。论文在完成案例比较后证明了祖国坚强的后盾支持和协调作用对香港的发展极为关键,它引导了香港重大项目规划政策产生了全面迈向区域融合的转向。论文的结论是香港规划环境在回归后起了根本性的变化,香港在配合国家整体发展目标的基础上,获得了巨大的政治支持力量,而这一种力量正是推进香港继续参与全球化竞争必不可少的新条件。

【Abstract】 The Hong Kong Special Administrative Region was founded on1July1997asHong Kong’s sovereignty was restored by the People’s Republic of China on the sameday. With the innovative political ideal of “One Country Two Systems”, Hong Kongbegan a new chapter in its development history. Region entered Hong Kong’s planningvision at this new starting point, and has considerably changed the context of planningpolicy-making process. These changes provoked consideration for a need in HongKong’s repositioning in the region as well as strategies to avoid its marginalization. Thethesis explores the opportunities and challenges to Hong Kong before and after thehandover by examining Hong Kong’s big project planning policies.The thesis starts with reviewing Hong Kong’s experience in planning big projectsbefore and after the handover. In this part it firstly introduces big project basics andassesses their roles in regional planning as a theory study for later chapters. Secondly,the thesis surveys Hong Kong’s big project history and its present situation, with ananalysis on Hong Kong’s planning system and its characteristics.The core part of the thesis consists of a detailed comparison study for two caseswhich are selected for their comparability in quantity, quality and time. The cases arethe Hong Kong International Airport and Hong Kong High Speed Railway. Planningaspects regarding their strategies, criteria, process and outcomes are thoroughlycompared. The thesis discovers that apart from fierce competition in21st-centuryglobalization, the emergence of Hong Kong’s neighboring region since China’s reformposes a reversed development trend which Hong Kong cannot cope with in time. Thecomparison and the appraisal on the planning polices of the two cases also reveal HongKong’s deficiency in overwhelmingly favoring an international rather than nationalcontext in the past. The thesis further examines a series of political, economical andsocial issues after1997. Reasons and the aftermath of these issues including growingpublic engagement in the planning process resulting in a drop in planning policyimplementation efficiency are discussed. In the final part, the thesis establishes a finding which proves that politicalbackup and co-ordination support are crucial to Hong Kong’s development. Itdirects Hong Kong’s big project planning policy toward a comprehensiveregional integration. The thesis concludes that the changes in Hong Kong’splanning context after the handover are fundamental. Based on a position toobserve and co-operate with the country in achieving her development goals,Hong Kong obtains a huge political backup power in return. It is an essentialcriterion for Hong Kong to continue her engagement in globalizationcompetition.
