促进中部崛起研究

【摘要】 中部地区是指山西、河南、湖北、湖南、江西、安徽六省，进入新世纪以来，与国内其它区域相比，中部地区的经济社会发展呈现出相对滞后的态势。为了加快中部地区的发展，国家适时提出了促进中部崛起战略，这是我国继东部率先发展、西部大开发、东北振兴之后最后一个经济板块的国家区域发展战略。自2006年中部崛起战略正式实施以来，中部地区的经济社会发展速度明显加快，总体竞争力不断提升，在国内四大经济区域板块中的地位也不断提高，中部崛起战略取得了积极成效，但同时经过这几年的发展，在中部崛起过程中一些深层次的老问题仍未得到彻底解决的同时，又不断面临着一些新问题，本文的研究正是基于这样的背景下展开，研究的目的便是要客观分析中部崛起战略实施以来所取得的成效，找出中部地区发展中存在的问题，针对相关问题，提出具有应用性和可操作性的对策建议，从而为促进中部地区的崛起做出一些有益的探索。本研究共有七章。第一章是导论，主要包括研究的背景、对象和意义、思路和方法以及相关文献综述等；第二章着重分析中部崛起相关的理论基础及其与中部崛起战略的理论关联；第三章研究了中部地区的发展现状并做了比较分析，包括中部地区与其它区域板块的比较以及中部六省之间的内部比较分析；第四章是本文研究的重点之一，也是主要创新点，主要研究了中部崛起的内涵、建立了中部崛起的评价体系、结合2010年末的经济社会发展静态指标数据对中部地区的发展现状进行了实证评价分析，并得出了相关结论；第五章重点分析了中部地区在发展过程中遇到的问题；第六章给出了相应的对策建议；第七章着重指出了本研究的基本结论并对今后的相关研究进行了展望。本研究的主要结论是中部崛起是一个综合性的概念，其内涵是以经济发展为中心，包括社会、文化、体制、生态等方面全方位崛起，其核心是经济的崛起；中部崛起是一个动态和静态相结合的概念，其衡量标准是看中部地区的经济社会综合发展水平是否达到或超出全国的平均发展水平；自中部崛起战略实施以来，中部地区的经济社会发展呈现出加速增长态势，主要经济社会发展指标得到提高和改善，中部崛起战略取得了初步成效；通过对中部地区的发展现状进行实证评价，得出中部地区的综合得分在全国四大经济区域板块中目前处于第三的水平，低于东部和东北地区，高于西部地区，同时中部地区的发展水平低于全国平均水平，中部崛起的战略目标仍未实现；中部地区的发展应当采用以“以内部发展为核心，内涵发展与外向延伸结合，精细化、可持续”的发展模式；促进中部崛起的策略包括五大途径：分别是以农业产业化促进中部崛起，以工业化、城市化、信息化促进中部崛起，以现代服务业发展促进中部崛起，依托县域经济促进中部崛起，大力发展民营经济促进中部崛起。更多还原

【Abstract】 The central region include Shanxi, Henan, Hubei, Hunan, Jiangxi, Anhui province,since the beginning of the new century, compared with the other domestic regions inChina,the economic and social development of the central region showing the trend oflagging behind. In order to accelerate the development of the central region, the Statemade a timely decision to put forward the strategy of promoting the rising in centralChina,the last National Region Development Strategy in China,which is operated afterthe other three strategies: the eastern region pioneered the development, the westdevelopment and the northeast revitalization. since the formal implementation of thestrategy of rising in central China in2006, the speed of economic and socialdevelopment of the central region was significantly accelerated, the overallcompetitiveness and position in the four major economic regions is also rising, thestrategy of rising in central China achieved positive results, but on the other hand,withthe rise of central China through years of development, some old deep-seated problemshave not yet been completely resolved, at the same time, the central region constantlyfacing some new problems.This study is based on such a background,the aim of the study is to analyze theresults which have achieved in carrying out the strategy of rising in central Chinaobjectively, find the problems in the development of the central region, and proposesome applicable and operational suggestions, so as to make some useful explorationfor promoting the rising in central region. this study includes seven chapters. The firstchapter is an introduction, including the background, object, significance,ideas,methods, and relevant literature review of the study; The second chapter focuses onanalyzing the theoretical basis of the study and studies the relevance between thetheories and the strategy of rising in central China; Chapter III studies the currentdevelopment situation of the central region and make a comparative analysis, includingthe comparison with other demostic regions and the comparsion between the sixprovinces in internal central region; the fourth chapter is one of the focus of this study,as well as the main innovation, which studies the connotation of the rising in centralChina, framing the evaluation system of the rising in central China, evaluating thedevelopment status of the central region empirically with the static indicators ofeconomic and social development data at the end of2010, and draw some conclusions; chapter V analyzes the problems encountered by the central region in the developmentprocess; corresponding countermeasures and suggestions are given in chapter VI;chapter VII summaries the basic conclusions and future research prospect of this study.The main conclusions of this study are showed as the followings: the rising incentral China is a comprehensive concept, including economic, social, cultural,institutional, ecological and other aspects in development, it means a full range risingin central China, and its core is the rise of the economy; rising in central China is adynamic and static concept, the measure to evaluate whether rising or not in centralChian is depend on the central region’s economic and social development level whetherreach or exceed the average level of national development; since the implementation ofthe strategy of rising in central China, the economic and social development of thecentral region showed accelerated growth, the major economic and social developmentindicators have been enhanced and improved, the strategy has achieved initial results;empirical evaluation of the current development of the central region, obtained thecomposite score of the central region is now in the third level in the four demesticregions, below the eastern and northeastern regions, higher than the western region,while the level of development of the central region below the national average, thestrategic goal in the rising in central China still unrealized as far; the development ofthe central region should adopt to " focus on internal development, combine theinternal development and the outward demand,refined, and sustainable " developmentmodel. to promote the rising in central China may include five major ways: the way ofindustrialization of agriculture; industrialization,urbanization and informationization;developing the modern service industry; relying on the county economy; developingthe private economy to promote the rising in central China.更多还原
