基于项目群组合模型的南水北调工程建设数字化决策分析研究

【摘要】 针对南水北调工程输水线路长、建筑物类型多、投资大等特点,本文建立了适合于南水北调工程建设管理的项目群划分组合模型,提出了基于功能性目标的考虑层次维度和时间维度的南水北调工程建设项目群总体结构;基于项目群分解结构,结合南水北调中线某工程段,开发了南水北调工程项目群决策支持原型系统,为提高南水北调工程建设管理的数字化、信息化、网络化和智能化提供了理论与技术支持。论文主要研究内容及成果如下:(1)分析研究了南水北调工程建设管理的基本特征,建立了基于功能性目标的南水北调工程建设管理的项目群组合模型,在此基础上,提出了考虑层次维度和时间维度的南水北调工程建设管理项目群总体结构。(2)提出了基于知识的南水北调项目群数字化决策分析技术。从项目群整体战略角度进行信息共享、协同和优化,应用信息技术和知识集成技术,建立以知识和信息为基础的知识集成平台,促进知识和信息的交流共享;设计了结构化的索赔处理过程,建立了便于使用者储存大量结构化案例的案例库,为决策用户获取所需的索赔知识,尤其是对索赔领域经验知识的获取提供了重要途径。(3)研制开发了南水北调工程项目群决策支持系统,该系统在网络环境下集成施工进度实时控制、施工合同管理、资金管理、施工索赔决策支持系统等子系统。该决策支持系统在南水北调中线工程天津段得到了应用,发挥了重要作用。

【Abstract】 Currently, the integrated decision support system for large-scale hydraulic engineering is still in the initial stage and the existing systems can not meet the requirements. Considering its features of South to North Water Transfer Project, such as long water transferring distance, large numbers of different types of structures and huge investment, the project group division combination model is constructed and its general structure is put forward, which is based on functional objects and considers hierarchy and time dimensions. The integration technology of the decision technology and project group decision support system based on knowledge is applied to the construction management of South to North Water Transfer Project. The original project group decision support system is developed, which provides theoretical and technological supports for the .improvements of the digitalization, informationization, networking and intelligentization of the construction management of South to North Water Transfer Project.The main contents and results are summarized as follows:1. By analyzing the features of the construction management, the model is proposed for the construction management of South to North Water Transfer Project, which is based on functional objects. The project group is a common object system, which is built by the balance and coordination among the multi-objects of the project. The overall structure of the project group for the construction management of South to North Water Transfer Project is constructed, which considers hierarchy and time dimensions.2. The theory and method of knowledge engineering are applied to the construction management of South to North Water Transfer Project. The key is to achieve the share, coordination and optimization of information from the angle of whole strategy of project programs by effective information management. In order to promote the communications and share of knowledge and information, the knowledge-integration platform is built using information technology and knowledge-integration technology. Based on the theory and method of knowledge and knowledge-acquiring, the structured claim treatment process is designed and the database is constructed to store large amounts of structured cases. It provides an important way for the decision users to acquire claim knowledge, especially the experience knowledge.3. A structural model is put forward for the decision support system of large-scale hydraulic engineering construction. The 3D visualized original decision support system based on project group is developed for the South to North Water Transfer Project. The system integrates real-time control of construction schedule, construction contract management, financing management, claim decision support system and etc. The system is used in some section of the mid-route of South to North Water Transfer Project.
