【摘要】 从电子政务的产生背景入手,结合国内外电子政务的发展,提出电子政务对重造政府模式,优化政府组织结构和工作流程,提高政府工作效率的必要性。通过对我国电子政务发展过程中存在的问题分析,从战略规划、政府管理模式、电子政务平台、信息交流和共享等几个方面深入剖析,初步构建起了科学合理的电子政府及其标准化体系。1.对电子政务的系统阐述及现象背后存在的问题分析并提出政府再造理论,描述了政府再造过程的电子政务供应链模型和工作流技术,综合电子政务发展中的推式供应链模型和拉式供应链模型,提出了构建电子政务供应链模型的方法。2.通过分析我国社会信息化建设现状和政府职能,提出了价值链环境下电子政务的五种管理模式,通过市场化运作实现电子政务价值链的增值和电子政务公司的商业化运作。3.提出了电子政务的虚拟组织模式,并构造电子政务信息组织模型体系框架以及核心技术说明。4.系统阐述了电子政务的主体利益关系,提出电子政务的双赢价值链模型和综合供应链发展模型,系统描述了拉式供应链和推式供应链的特点及如何选择合适的电子政务动力方式。5.提出基于数据流技术的电子政务流程和工作流管理,描述了工作流技术的基于活动网络的过程模型、事件驱动的过程链模型、基于语言行为理论模型和基于Petri网的电子政务四种模型。6.从知识管理入手,构建了基于知识管理系统的政府知识架构和电子供应链管理架构,实现基于Web Service的电子化供应链管理整合系统。通过基于SCM的电子政务知识资源模式和政府资源整合现状分析,实现政府资源规划。7.药品申报电子政务服务系统的实证研究。通过对药品申报电子政务服务系统描述和过程介绍,全面展示了电子政务的优越性。对政府供应链信息管理系统的设计方案及其特点和优势进行了分析。本文系统介绍了电子政务环境下的政府信息流程再造与供应链管理模式,并对其中涉及的前沿理论和关键技术进行了研究,提出了电子政务供应链模型、虚拟组织模式和电子政务流程的实现方法,构建了政府知识管理和电子供应链管理架构,最后通过实例描述了电子政务资源整合的实现过程。更多还原

【Abstract】 The dissertation analyzes the background of the electronic government, and then advances that the electronic government makes a great role on government process reengineering, and optimizes the government structure and workflow, improve the efficiency of government. The dissertation analyzes the problem in present situation, establishes a reasonable E-government and standardization system, through strategy layout, the government management mode, the electronic government and information communication and share.1. to analyze the electronic government system and its problem, advance the government reconstruct theory, describe the supply chain of E-government model and the workflow technology. The push and draw SCM and how to establish e-government SCM, and also it is the target of the dissertation. Through an analysis of government function and e-governance phenomenon, sums up five major value chain management. The goal is to realize the value chain increment and found some electronic government enterprises.2. The dissertation describes the e-government virtual structure, establishes the e-government IT framework and the core technology. It brings the concepts of information rely, entropy and interval space, and how to realize government process reconstruction. Through describes the main body relationship of electronic government, the dissertation advances the win-win value chain model and SCM development model, and discuss how to choose the correct drive mode.3. The dissertation introduces data stream and workflow management, describes the workflow technology base on act-net process model, event-driven process model, word-deed theory model and Petri net model, and establishes government knowledge management framework and electronic SCM framework, integrates e-government resource and e-knowledge management resource, then realizes government layout.
