面向低碳的生态工业园理论与实践研究

【摘要】 目前,世界上不少国家在不同程度上致力于工业园区的生态化改造或新型生态工业园区的建设。我国关于生态工业园的理论研究与实践起步稍晚,但发展迅速。在生态工业园建设如火如荼的今天,对已有的生态工业园理论和实践进行一次汇总、梳理、反思和界定,形成更加科学完善的理论体系和经验总结,对生态工业园的建设和发展业有重要的理论意义和实践价值。在全球倡导发展低碳经济的时代大背景下,我将博士学位论文选题确定为《面向低碳的生态工业园理论与实践研究》。论文以科学发展观为指导,研究生态工业园产生的历史原因与条件,提出切合实际的生产清洁化和工业生态化或生态化工业概念,厘清末端治理、生产清洁化和生态化工业及其具体表现形态的生态(化)工业园的差异和递进的发展逻辑;基于低碳经济时代的必然要求,提出面向低碳的生态工业园概念,简称低碳生态工业园;在此基础上,我们考察了中外关于生态工业园的学术理论研究与各国实践中的不懈努力与创新探索,对低碳生态工业园的建设的体系结构进行了深入而系统的研究,建立了低碳生态工业园建设过程中的规划框架与概念模式,提出了低碳生态工业园整体评价模型,开发了简约实用的评价指标体系和回顾性评估流程,最后依据规划概念模型和低碳生态工业园整体评价模型,制定了华苑产业区生态工业示范园发展规划,对该生态工业示范园历时3年的建设与运营进行了回顾性评估,得出总体评估结论和标准符合性评估结论。论文可能的创新点主要体现在如下3个方面:(1)依据低碳经济或低碳发展,提出了―低碳生态‖这个创新概念和―低碳生态工业园‖新概念,使生态工业园研究进入更高的研究层次。(2)基于低碳生态工业园概念建构了一个由硬体系、软体系、斡体系构成的面向低碳的生态工业园建设与管理新体系,进一步建构了面向低碳的生态工业园评价指标体系并选择出简约实用的评价方法。(3)依据上述的硬一软一斡三维体系制订了华苑产业区国家生态工业示范园发展规划,进行了回顾性评估。为国家批准华苑产业区成为国家生态工业示范园并通过国家合格验收做出了不可替代的贡献。

【Abstract】 At present, many countries in the world are developing the ecological reconstruction of the industrial park or the construction of the new type of the ecological industrial park in different extent. The theoretical research and practice started slightly late in China, but they are developing rapidly. In the rapid development situation of the ecological industrial park at present, it is necessary to form a more scientific and perfect theoretical system and experience summary of the ecological industrial park based on the summary, analysis, reflection and definition of the existing theory and practice. For the construction and development of the ecological industrial park, the theoretical system and experience summary are very important in the theory significance and practice value. In the era background of the advocacy to develop the low carbon economy,―research on the theory and practice of the ecological industrial park based on low carbon‖is identified as the topic of my doctoral dissertation.Guided by the scientific outlook on development in the dissertation, the historical reasons and conditions of the ecological industrial park birth were researched, the actual concepts of the cleaner production and the industrial ecology or the ecological industry were put forward, the differences and the progressive development logic of the end treatment, cleaner production and ecological industry were clarified, including their meanings and specific ecological industrial park.Based on the inevitable requirement of the low carbon economy time, the concept of the ecological industrial park based on low carbon was put forward, referred to as the low carbon ecological industrial park. Based on the above, the academic theory researches and the efforts and innovation explorations in practice of the ecological industrial park all over the world were reviewed, the system and structure of the low carbon ecological industrial park construction were studied deeply and systematicly, the planning framework and conceptual model of the construction process of the low carbon ecological industrial park were build, the comprehensive evaluation model of the low carbon ecological industrial park was put forward, the simple and practical evaluation index system and the retrospective assessment process were developed. Finally, according to the conceptual model and the comprehensive evaluation model of the low carbon ecological industrial park, the development planning of the ecological industrial demonstration park in Huayuan industrial area was developed, the retrospective assessment about the construction and operation of the ecological industrial demonstration park in Huayuan industrial area during three years was done, the overall assessment conclusion was obtained.and all assessment indice meet the state standarsds. The possible innovations in this dissertation were mainly reflected in the following three aspects:(1) According to the low carbon economy or the low carbon development, the new concepts of the low carbon ecology and the low carbon ecological industrial park were put forward and the research of the ecological industrial park was promoted to the higher study level.(2) According to the concept of the low carbon ecological industrial park, a new construction and management system of the ecological industrial park including the hard system, soft system and orgnization system was built. The assessment index system of the ecological industrial park based on the low carbon was built further and the simple and practical evaluation method was chosen.(3) Based on the above three-dimensional system including the hard system, soft system and orgnization system, the development planning of the ecological industrial demonstration park in Huayuan industrial area was developed and retrospective assessment of the park was done. These researches made irreplaceable contributions to Huayuan industrial area proved the national ecological industrial demonstration park and having passed the qualified acceptance check.
