基于PPP视角的中国大型体育场馆建管体系研究

【摘要】 随着社会经济的发展及民众物质精神生活水平的提高,城市居民对于体育产品的需求越来越高,大型体育场馆作为我国体育事业的重要物质载体,在各地均得到了长足的发展。然而,随着我国社会转型的深入,多数大型体育场馆项目目前所采取的“由国家财政出资建设,相关政府部门负责后期运营”的模式严重阻碍了项目的发展。本文基于PPP的视角,构建了转型期大型体育场馆的建管体系。首先,可以为民间资本进入大型体育场馆建管领域提供一个平台,在解决项目的资金短缺问题的同时,也为民间资金提供了一种投资途径;其次,通过市场机制将专业的建设运营团队的引入,能够解决目前场馆建设运营效率低下的问题。为构建转型期基于PPP视角的大型体育场馆建管体系,本文首先探讨了转型期的特征、PPP产生发展的理论基础以及其基本概念和应用模式的分类。而后,结合大型体育场馆现有体系的建设运营特点和目前所存在的问题,阐述了转型期基于PPP视角下构建大型体育场馆建管体系的必要性和可行性。然后,根据PPP的各种应用模式构建了基于PPP视角的大型体育场馆建管体系,主要包括基于PPP视角的大型体育场馆建管体系的运作程序及参与主体;基于PPP视角的大型体育场馆建管体系的风险管理及风险因素的识别和评价,并在此基础上设计了风险的分担机制;基于PPP视角的大型体育场馆建管体系的运营管理;基于PPP视角的大型体育场馆建管体系的政府监管,对政府监管机制进行了设计,建议设立政府监管的信息平台及进行监管的后评价。最后运用实证进行相关理论的验证分析,以推动新的建管体系在大型体育场馆项目中的践行。基于研讨本文构建了转型期基于PPP视角的大型体育场馆建管体系,并设计了私人部门选择的指标体系,在考虑传统的技术能力基础上,将私人部门的可持续发展能力、关系性合约能力纳入其中;对基于PPP视角下大型体育场馆建管体系的风险管理进行了详细研究,运用WBS-RBS识别分析了新建管体系的风险因素,并在此基础上设计了风险分担机制;为保证新的建管体系的公益性,论文从中国现实出发,设计了转型期基于PPP视角下大型体育场馆建管体系的政府监管框架,并考虑在政府监管中设置信息平台及实施的后评估。

【Abstract】 With the development of economy and improvement of people’s mental quality, the demands of urban residents for sports products are growing. Therefore, large-scale stadium project which is the important material of carrier in the country has been leaps and bounds. However, with the deepening of China’s social transformation, Most large-scale Stadium projects’model, that is‘funded by the state finance and the relevant government departments responsible for post-operational’, seriously hampered the development of these projects. Based on the perspective of PPP, the paper builds a construction and management system for large-scale Stadium in social transition. Firstly, it provides a platform for private capital to enter the field of construction and management of large-scale Stadium while addresses the shortage of funds in these projects; Secondly, it introduces a professional team of construction and operation through the market mechanism to solve the problem of low efficiency.To build a construction and management system in the perspective of PPP for large-scale stadium in social transition, the paper first discusses the characteristics of the transition period, the theoretical basis and basic concepts of PPP. Then, considering the characteristics of large-scale stadium’construction and operation and present problems, the paper explains the necessity and feasibility of PPP-based construction and management system of the large-scale stadium in the social transition. The system mainly includes : the operational procedures and the participation of the PPP-based large-scale stadium; PPP-based view of the large-scale stadium construction and management system, risk management , the identification and evaluation of risk factors, and also the risk sharing mechanism of the PPP-based large-scale stadium; the operational management of the construction and management system of the PPP-based large-scale stadium; government regulation, the design of the government regulation mechanism, the proposal of the establishment of an information platform for government supervision and the post-evaluation for the government regulation of the PPP-based large-scale stadium; Finally, the paper uses empirical fact to carry out the verification of analysis which is to promote the new construction and management system for the large-scale stadium projects into practice.Based on the discussion of the paper,construction of PPP-based construction and management system for large-scale stadiums, and the design of index system for the private investment sector which taking into account the sustainable development capacity, relative ability of incorporate contracting based on the traditionally technical capacity; the paper carries out a detailed study of management system in PPP-based large-scale stadiums, uses WBS-RBS to identify risk factors, and designs risk-sharing mechanism on this basis; To ensure the public welfare of the new construction and management system, the paper designs government regulatory framework based on the Chinese reality for PPP-based large-scale stadiums in the social transition, it also considers the information platform and the post-evaluation in the government regulation.
