【摘要】 在我国,针对政府投资项目传统建设管理模式在实践中面临的各种弊端所进行的代建制改革已有十多年时间。在此期间,政府投资项目代建制逐步成为一种重要的制度安排,并在实践中逐步衍生出几种不同的典型代建模式,如政府机构集中管理模式、企业型代建模式等。其中,政府投资项目集中管理模式一个重要特征之一是代建人所承担的项目具有较高的集中性,必须在同一时间段内对多项相同或相近的政府投资项目进行代建管理。这一制度安排在代建制改革的初期能够比较好的保证代建人与政府业主部门关于项目公益性目标、项目绩效等方面的一致性。然而,随着政府投资项目在数量、投资规模、项目复杂程度等方面都有了较为显著的变化,愈加强调政府集中管理机构能在现有的制度安排下,在项目群管理的环境下,保证政府投资项目的项目管理绩效能够持续的保持在一个较高水准之上,以进一步实现政府投资项目代建制改革所要达到的目标。针对上述问题,论文从宏观和微观两个不同的层面,对政府机构集中管理模式的效率改善路径分别进行了研究。首先是引入交易费用分析的基本思路,分析政府机构集中管理模式制度安排不同层次上所可能发生的交易费用,以此作为切入点,讨论宏观层面的政府机构集中管理模式效率改善的经济学驱动力,并对政府机构集中管理模式治理结构与治理机制的契合进行讨论。随后,论文的研究视角转向微观层面,以政府集中管理机构作为核心研究对象,讨论多项目管理环境下政府集中管理机构的组织结构创新路径与运行机制创新路径,以此作为实现政府机构集中管理模式效率改善的基础。最后,论文依照这一基本分析框架,以国内某地的代建制实践,探讨了该分析框架的合理性与可行性,并形成相应结论。通过上述研究,论文形成了如下创新点:首先,引入了与集中管理模式下交易特征相适应的治理结构的交易费用分析,对政府机构集中管理模式不同层面的可能交易费用进行分析,讨论可行的节约路径,以此作为该模式制度效率改善路径的理论支撑。其次,从项目群视角对集中管理模式代建人的组织架构进行创新。可从设置集中管理机构组织内部沟通协调部门,以及建立代建项目团队协作生产组织等不同的方面予以考虑。最后,对集中管理模式的项目群集成管理机制进行创新,包括建立完善的界面管理体系、构建全过程项目管理流程等方面。基于以上研究,论文从不同层面构建了政府机构集中管理模式制度效率的基本路径,并以此指导了某地政府机构集中管理模式制度效率改善的具体实践,结果表明,论文的研究成果具有非常显著的实际应用价值。更多还原

【Abstract】 In China, agent construction system reforms aimed at all the disadvantages faced in practice in traditional management model of government investment projects have been carried out more than a decade. In the meantime, the government investment projects gradually become an important institutional arrangement and gradually rise to several different typical models, such as government centralized management model, agent construction system based on enterprise models and so on. Among them, an important feature of the government centralized management model is the high concentration in the program undertaken by the agent constructor, and agent constructor must manage the amount of the same or similar government investment projects by agent management in the same period of time. The institutional arrangements in the early stages of agent construction system reform can better ensure the consistency of the project’s public objectives and project performance and other aspects between the agent constructor and the government departments. However, with the significant changes on the number, investment, project complexity and other aspects of government investment projects, we should stressed that the government centralized management agencies under the existing institutional arrangements could ensure the project management performance that invested by the government be maintained at a high level to further implement the goal that the agent construction system reforms of the government investment projects should achieve.In view of the above problems, the thesis studies efficiency improvement path of government agencies centralized management mode from the different levels which are macroscopic level and microscopic level.First is the introduction of the basic idea of transaction cost analysis, analyzing what might be happened in the transaction cost on different levels in government agencies centralized management mode system arrangement , which is regarded as a starting point to discuss the economics driving force of efficiency improvement which is in the macroscopic level of government agencies centralized management mode. Then, the thesis selects the government centralized management institutions as the core research object , From the microscopic level perspective, discussing organizational structure innovation path and operation mechanism innovation path of government centralized management institutions in many project management environment , which is regarded as the efficiency improvement foundation to achieve government agencies centralized management mode. Finally, the thesis accords to the basic analysis framework, discussing the analysis framework of rationality and feasibility and forming the corresponding conclusion by using the domestic agent system practice somewhere for exampleThrough above research, the paper formed the following innovation points: Firstly, the dissertation has introduced the transaction cost analysis that copes with trading features of centralized management mode. It has analyzed the possible transaction costs at different levels and discussed practicable saving approach, so it may become theory support for the model efficiency improvement path Secondly, the dissertation has made an innovation on the organizational structure of centralized management mode agents from the perspective of project group.Finally, the dissertation has made an innovation on integrated management mechanism of centralized management mode program, including the establishment of perfect interface management system, constructing processes of the project management, etcBased on the above, the paper was constructed from different levels of the basic path of government efficiency and centralized management system and guide the practice of the improvement efficiency of centralized management of government agencies system, the results show that the paper has a very significant practical value.更多还原
