【摘要】 农村公共产品供给机制实质上是农村公共产品供给中的资源配置方式,它对改善当前我国农村公共产品供给现状、实现农村公共产品的有效供给、缩小城乡公共产品供给差距意义重大。改革开放以来,我国农村生产总值、农民居民人均纯收入等都保持平稳较快增长,广大农民的生活质量得到了显著改善。但与此形成强烈的反差,我国农村公共产品供给远远不能满足广大农民日益增长的公共需求。在我国“以工促农、以城带乡”的特殊发展时期和宏观背景之下,迎合国家发展战略的不断调整,探讨农村公共产品供给机制的创新问题,具有很强的理论价值与实践意义。本文以中共中央的相关政策方针为指导,借鉴公共服务范围理论、网络治理理论、协同学等理论,结合我国新农村建设的具体实际,综合运用文献综述研究、比较研究、定量研究、对策研究等多种研究方法,对农村公共产品供给机制问题进行了系统深入的研究,并提出了具有一定独特性和创新性的思路、见解和观点。本文主要对以下几方面内容进行了深入探讨:第一,以公共产品相关理论为基础,对农村公共产品供给机制进行国内外典型经验研究。一方面,总结了国外关于农村公共产品供给机制构建、运行、维护等的典型成功经验;另一方面,宏观纵览了我国农村公共产品供给机制的基本发展脉络,并分析了其发展趋势、存在问题、创新条件等。在此基础上构建了农村公共产品供给机制创新的理论架构。第二,基于SSP分析范式,本文系统地探讨了农村公共产品供给机制的各要素,在此基础上提出了供给机制的创新方向,即构建以农民需求为导向、以政府为主导、多元主体协同合作的农村公共产品多元供给机制,并对其供给效应进行了理论论证。第三,应用结构方程模型方法,对农村公共产品多元供给机制对供给绩效的改善进行了实证研究,通过对调研数据的收集、整理及统计分析,得出多元供给机制对供给绩效有显著的正向影响,且各要素的影响程度不同。第四,探讨了我国农村公共产品供给机制创新的路径选择,从供给主体、供给方式、供给运行机制、供给模式四个方面具体探讨了农村公共产品供给机制的优化路径。最后,详细探讨了供给机制创新的相关对策和配套措施。更多还原

【Abstract】 Supply mechanism of public goods in rural areas is essentially a term of resource allocation in the supply of rural public goods, which is significant to the improvement of the current status of China’s rural public goods supply, the achievement of effective supply of public goods, and narrowing the gap the gap between urban and rural public goods supply. China’s rural GDP and per capita net income of farmers have maintained a steady and relatively fast growths, quality of life for the majority of farmers has been significantly improved during the reform and opening up. But we have to notice that the poor infrastructure and the supply of public goods in majority of rural areas cannot satisfy the broad masses of peasants growing public demand. In our country’s special period and macroeconomic background of‘to promote agriculture through industry’, to meet the constantly adjusted national development strategies, there are theoretical value and practical significance to explore the innovation of public goods supply in rural areas.Under the guidelines of country’s relevant policy and classical theories of public goods, with China’s concrete practice of China’s new rural construction, the paper does a systematic in-depth study on mechanism innovation of rural public goods supply with a variety of research methods such as literature review studies, comparative studies, the quantitative studies and strategy studies. The paper also proposes a certain unique and innovative ideas, insights and perspectives. In this paper, several aspects with in-depth study are as follows:First, based on the relevant theories of public goods, the paper studies the relevant experience at home and abroad of rural public goods supply mechanism. Through these analyses, on the one hand, we have summarized the typical successful experience to the building, operation and maintenance of rural public goods supply mechanism; on the other hand, we have analyzed the development trends and existing problems and innovation situations in rural public goods supply mechanism. On this basis, this paper constructs a theoretical framework of rural public goods supply mechanism.Second, based on SSP analysis methods, the paper explores systematically the elements of mechanism of public goods supply in rural areas, on this basis, the paper proposes the innovation direction of supply mechanism, that is to construct farmers’demands-led, the government-led, multi-subject collaboration multiple supply mechanism of rural public goods. And the paper also does theoretical argument on its supply effect.Third, using structural equation model approach, the paper does an empirical study on the improvement performance of the multiple-mechanism to the supply of rural public goods. Through the research data collection, collation and statistical analysis, the paper founds that the multiple supply mechanism has a significant positive effect to supply performance, and each factor of he mechanism has different impact degrees.Fourth, the paper discusses the innovation path selection of the rural public goods supply mechanism, and analyzes specifically the optimal path of supply mechanism from the supply subjects, supply means, supply operating mechanism and supply modes. Finally, the paper details the related measures and supporting measures of the innovation on rural public goods supply mechanism.更多还原
