研究型大学与城市科技创新发展研究

【摘要】 科学技术的迅猛发展深刻改变着经济发展方式,创新已经成为经济社会发展的核心驱动力和决定性因素。具有雄厚科研实力的研究型大学,是知识创新、技术创新与人才培养等的动力源和扩散级,其与城市科技创新发展的互动状况将直接影响并决定着城市科技创新的发展模式和城市经济的发展方式,并最终影响着城市科技创新绩效以及城市经济效益的实现。随着我国自主创新能力的提高,探索研究型大学与城市科技创新协同发展的理论框架和运行机制,对于实现大学与城市科技创新协同向高端演进,具有十分重要的现实紧迫性和长远指导意义。本文以研究型大学与城市科技创新体系为研究对象,在系统总结国内外研究现状的基础上,对大学与城市科技创新发展进行了较为系统的理论研究,并在此基础上构建二者的内在机制与运行机制。首先,基于城市科技创新主体的要素分析,引用博弈理论作为分析工具,建立大学与企业、科研机构、政府及制度安排的合作创新博弈模型,提出城市科技创新体系中各创新主体在不同信息状态下的角色定位及其相应的策略行为,从而建立研究型大学与城市科技创新发展的内在作用机制。其次,基于制度安排、政策引导、市场调节、机制保障以及运行模式等方面构建研究型大学与城市科技创新发展的运行机制,从而促进二者的良性协同运作。再次,采用空间面板数据计量经济模型,从城市间空间关系的视角,对城市创新及创新集群效应进行检验,对大学产学研合作创新投入与城市科技创新产出之间的相互作用机制进行定量研究;并采用面板数据与多项式分布滞后模型分析研究型大学对城市经济增长的贡献;从而通过实证分析来验证研究型大学对城市科技创新及经济增长的推动作用,并从定量的角度解释二者互动过程中出现的种种问题,以及由此产生的结果对科技创新与经济增长的影响。本文的最后通过对天津大学与天津滨海新区科技创新发展的案例研究,提出建设世界一流大学与国际化高端城市科技创新体系间的协同演化阶段;并在此基础上,提出以大学与滨海新区协同发展为目标的城市科技创新模式的总体设计,以期推动研究型大学与城市科技创新体系向高端演进。

【Abstract】 The rapid developm ent of science a nd technology exert trem endous im pacts economic development pattern. Innovation has become the core impellent power and decisive factor of the econom ic and social development. Research University, which has powerful science research ab ility, is m ain source of knowledge innovation, technological innovation and ta lent training. The interactio ns of research university and urban scien tific an d technolog ical i nnovation system will di rectly af fect and determine the developmental pattern of ur ban scientific and t echnological innovation and city econom y, and im pact ultim ately on innovation perform ance of urban scientific and technological and achievem ent of city econom ic benefit. As the improvement of the independent innovative ability in C hina, it becom es very important reality urgency and long-term guidance to achieving th e promotion to the high-end evolution of research universit y and urban scientific and technological innovation system by resear ching their theo retical fram ework and operation mechanism of cooperative development.The dissertation deals with the study of research university and urban scientific and technological innovati on system, constructing thei r intrins ic m echanism and operation mechanism, based on a thorough theoretical research and empirical analysis home and abroad. F irstly, establishing c ooperative g ame theo retical m odels o f university–enterprise, uni versity-research institu tion, university-governm ent innovation interaction, and presenting the role orientation and the behavior strategies choice of the innovation objects in different condition information, which using game theory as the analy tical too ls, based on factor analy sis of urban scien tific a nd technological innovation objects, in order to construct intrinsic mechanism of research university and urban scientific and tec hnological innovation development. Secondly, constructing operation m echanism of resear ch university and urban scientific and technological innovation development, based on system arrangement, policy guidance, market regulation, safeguard m echanisms and operation mode, which in order to promote their coordinated evolution. Thir dly, analyzing city innovation and the innovation spatial agglomeration characteristics from the perspective of urban spatial relationships, and applying a quantitative study on the interactive mechanism between university-industry-research institute cooperative innovation and urban scientific and technological innovation out put by using spatial panel econometrics model; Then, carrying out em pirical study on re search university im pacting on urban econom ic growth by using panel data and polynom ial distribution lag m odel. Meanwhile, explaining questions in the interactive pr ocesses between Research U niversity and urban scientific and technological innovation system from the quantitative angle, and affecting scientific and t echnological innovation and econom ic growth by the choice results.At last, the dissertation proposes the coordinated evolution stages of constructing world-class universities and international high-end urban scientific and technological innovative system by the case analysis on T ianjin University and Tianjin Binhai New Area, as well as designing urban scientific and technological innovation pattern based on the goal of university and T ianjin Bi nhai New Area cooperative developm ent, which in order to promote high-end devel opment of research university and urban scientific and technological innovation systems.
