循环型煤炭矿区发展机制及能值评估

【摘要】 本文从工业危机的产生和煤炭矿区存在的问题入手,依托国内外相关研究成果,在正确认识循环经济内涵的基础上,对循环型煤炭矿区(简称循环型矿区)发展机制中若干复杂问题进行了系统研究,致力于回答以下五大问题:第一,为什么要构建循环型矿区;第二,哪些力决定了循环型矿区的运动方向,如何作用的;第三,循环型矿区是如何运行的,其运行单元是什么;第四,循环型矿区是如何调控的,其调控主体、调控手段如何、调控目标如何确定,如何模拟仿真;第五,如何客观评估循环型矿区的发展。本文在深入研究相关理论的基础上,首先构建了循环型矿区的基本理论体系,包括循环型矿区的基本概念、循环型矿区的结构、功能、特征、过程及框架体系,循环型矿区的驱动机制、运行机制、调控机制等,建立了较为系统的循环型矿区基本理论。在理论研究的基础上,构建了循环型矿区受力模型,提出受力的“斜坡理论”,并通过理论和实证分析,验证了模型的有效性和适用性。研究发现,来自政府的政治推动力、来自企业的技术促进力和市场拉动力,及来自社会公众的文化诱致力,和来自自然的环境胁迫力是推动矿区走循环型矿区道路的推动力,而来自经济系统的发展自重和环境承载力组成的合力及惯性阻滞,使矿区的发展处于随时下滑的状态,只有驱动力大于下滑力,才可能使矿区走上健康发展的道路。然后,以“马车”为喻,分析了循环型矿区的运行单元;从运行条件、方向、过程和机理分析了循环型矿区的运行过程;以XR运行理念、三效共赢分析和价值链与生态链的耦合对循环型矿区运行进行了三效共赢分析。通过循环型矿区的彗星模型实现了循环型产业网络和社区网络的结合,通过“3R”原则实现静脉产业和动脉产业有效沟通,自然系统、经济系统和社会系统和谐统一,实现了循环型矿区的经济效益、生态效益和社会效益三赢。实例研究表明,通过系统设计,循环型矿区是可以实现三效共赢的。接着,通过对循环型矿区调控主体和反馈系统的研究,构建了循环型矿区的调控机制,在相关研究的基础上,确定了循环型矿区的调控指标体系,并通过AHP层次分析法对24个调控要素进行了权重确定,提出关键调控要素。在此基础上,通过系统动力学模拟仿真,进行了循环型矿区的仿真模拟。模拟结果显示,通过关键参数的调整,可以有效改善矿区自然资源的耗竭速度,土地资源、水资源的减少速度,但不能根本上遏制自然资源的耗损。最后,作者采用了能值分析的方法,通过能值指标将矿区物流、能流、价值流、人口流和信息流统一起来,并建立了融合经济、资源、能源和环境的生态效率指标,作为循环型矿区的评价标准,通过实证证实了该指标的适用性,这对循环型矿区理论研究是有益的尝试和贡献。该论文有图113幅,表43个,参考文献226篇。

【Abstract】 From industrial crisis and problems existing in coal mining area,this paper studied many complex problems of the development mechanism of Circular-typed Coal Mining Areas (abbr. Circular-typed Mining Area,CMA) according to related research achievements at home and abroad. It systematically answered five questions on the basis of correct understanding of the connotation of circular economy. Firstly, why did it need to build CMA? Second, which force determined the movement direction of the CMA and how to work? Third, how did CMA run and what was its operation unit? Fourth, how was it controlled and what was its regulatory subject and method? And, how the regulatory target was determined and how it was simulated? Fifth,how to give an objective evaluation of the development of CMA?Based on thorough research on related theories,the CMA theory system was established including the basic concept of CMA, the structure, function, characteristics, process and framework of CMA, the drive mechanism, operation mechanism, regulation mechanism of CMA. At first, a force model of CMA was constructed on the basis of theoretical analysis, and the effectiveness and suitability of the model were demonstrated through theoretical and empirical analysis. It was found that the government political impetus, enterprise technology promoting force, pulling power of market, and lure power of culture from the social public and natural environmental stress force can promote the development of CMA. But the joint force, which was composed of self-weight with development of economic system and the force with environmental bearing capacity, and inertia hinders stress force make the decline in the development of CMA at the state. It was possible to make development of CMA healthy on roads only to make the drive force larger than the down-slide one.Then, with the metaphor of three carriages of CMA, the paper analyzed the run unit of CMA. The operation of CMA was analyzed from the conditions, direction, process and mechanism. With the XR operating philosophy, three-way win-win analysis and coupled with the value chain and ecological chain on the CMA, three-way win-win situation was analyzed. Through the comet model of the circular-type industry network and circular-type community network, it was realized of the triple win of economic benefit of CMA, ecological benefit and social benefit, and the natural system, economic system and social system were harmonious. Through the 3R principle, it was realized communicate effectively in vein industry and artery industry. Case study results showed that, through the reasonable system design, CMA was completely realized three-way win-win situation.Then, through researching on the CMA regulation subject and feedback system the control mechanism of the CMA was constructed. On the basis of the related studies, the index system of CMA was determined. And through Analytic Hierarchy Process (abbr. AHP) the weighing of 24 elements was determined and the key elements were put forward. On this basis, the CMA was simulated through the system dynamics simulation. The simulation results showed that through the key parameters adjustment, it could effectively improve natural resources, land resources, depleting the speed of water decreases speed of mining area, but couldn’t ultimately curb the consumption of natural resources.Finally, from the emergy indices the logistics flow, energy flow, value flow, information flow and the population flow were unified. And indicators as convergence of economic, resource, energy and environmental eco-efficiency were established as the evaluation criteria of CMA evaluation. Through empirical studies of Yima and Xuzhou mining area, it confirmed that the emergy eco-efficiency index were effective and could meet the need of the evaluation of CMA, which was a meaningful attempt and contribution of CMA theory.This paper has 113 figures, 43 tables, 226 references articles.
