社保基金信息生态系统研究

【摘要】 随着社会与经济的发展和社会保障事业的进步,越来越多的公众开始关注社保基金的政策制定、执行、收入支出等信息,社保基金管理机构提供了向公众开放的信息平台,但还存在很多信息生态问题,因此如何构建社保基金信息生态系统就成为了一个具有重要意义的研究课题。本文采用理论分析与实证研究、定量分析与定性分析相结合的研究方法,综合信息管理、生态系统、信息生态学等领域的先进理论,对社保基金信息生态系统的内涵、特征、内部运行机理、平台设计及评价等进行了系统研究。1、分析了信息系统生态失衡的原因和信息生态系统的特征,对信息生态系统给予重新定义。指出社保基金信息系统近年虽然获得了很大发展,但依然存在信息超载、信息污染、信息生态失衡等诸多问题,提出构建社保基金信息生态系统的意义,并给出了社保基金信息生态系统的定义、特征和内涵。2、重点构建了社保基金信息生态系统模型。模型的建立分成两部分,首先分析社保基金信息生态系统的输入输出、控制机制、反馈机制及由此引起的流程创新、组织模式变革等方面,建立了概念模型;然后,利用系统动力学方法建立了不同用户间相互转化的微分动力学模型,得出结论:系统在满足一定控制点下能到达稳定状态,而低于一定控制点下系统稳定用户会趋于灭亡,并通过系统仿真进一步验证了不同参数的影响。3、社保基金信息生态系统的平台设计。首先给出了系统总体架构,其次通过绘制用例图、时序图等进行系统分析设计,形成新系统逻辑方案,重点对养老保险基金预测预警子系统、社保基金投资组合风险预测子系统及知识管理子系统进行了设计,最后进行了系统开发。4、从社保基金信息生态系统特征的角度建立了评价指标体系,利用基于格栅获取的模糊Borda数分析法对各级指标分别赋予权重,采用灰色理论评价方法首先给出不同的灰类及其白化权函数,再计算灰类评价系数及评价权向量矩阵,最后对各级指标进行综合评价。根据以上方法对我国省级社保基金信息系统进行了评价,验证了测度方法的有效性。

【Abstract】 Along with rapid development of economy and society and progress of the social security, more and more public started to pay attention to information about social security fund such as policy formulation, execution, income, disbursement and so on. Though the administrations of social security fund have provided open information platforms to the public, there are still some ecological problems in information environment. So it has become an important task to construct information ecosystem of the social security fund. Under the light of the theory of information management, ecosystem and information ecology, this dissertation researches systematically the connotation, characteristic, interior mechanism, platform design and appraisal about information ecosystem of social security fund using the theoretical analysis, empirical study, quantitative analysis and qualitative analysis.1. The dissertation analyses the causes of information system ecological imbalance and the characteristics of ecological system. It redefines new definition of information ecosystem. And it points out that though it has been developed quickly, there still exist many problems such as information overloading, information pollution, information ecological imbalance and so on. It proposes the significance of constructing social security fund information ecosystem and gives definition, characteristics and connotation about information ecosystem of social security fund.2. One important task of this dissertation is to construct the model of social security fund information ecosystem. The establishment process of model is divided into two steps. Firstly the conceptual model has been established based on the analyzing of input and output, control mechanism, feedback mechanism, flow innovation and organization pattern transformation of social security fund information ecosystem. Then, dynamic model on different users transferring mutually in organizations is established using the systems dynamics method, and the conclusion is: the system can arrive at the steady state above certain control point, but the systemic stability user will tend to perish under certain control point, and has further confirmed the influence of every parameter through the system simulation.3. Platform design of social security fund information ecosystem. First the system’s overall framework has been given. Next analysis and design on the system is conducted through sequence diagram and case diagram and the new system logic plan is formed. The research focuses on prediction and early warning subsystem of old-age insurance fund, risk prediction on investment profolio subsystem of social security fund and knowledge management subsystem. Finally the system implementation is introduced. 4. The dissertation established the evaluation index system from the angle of the characteristics of social security fund information ecosystem. It entrusts with the weight to all levels of targets using the analytic method of the fuzzy Borda number based on the grill separately, it applies the grey theory assessment method to give the different gray class and the whiten weight function, then it computes the grey class of appraisal coefficient and appraisal weight vector matrix, and it carries on the comprehensive evaluation to all levels of targets at last. The effectiveness of the method has been confirmed in the appraisal of social security fund at provincial level.
