【摘要】 毛泽东政府管理思想,是毛泽东扎根于中国传统文化土壤,将马克思主义政府管理理论与中国政府管理具体实践相结合,并借鉴前苏联及东欧社会主义国家政府管理的经验教训,在探索中逐步形成并在实践中不断发展的中国特色政府管理思想。本文以辩证唯物主义和历史唯物主义的世界观和方法论为指导,以毛泽东关于政府管理的经典文献为基础,以毛泽东为代表的中国共产党人的政府管理具体历史实践为依据,深入研究毛泽东政府管理思想产生的理论基础、基本文献、历史背景、历史分期以及核心话语等,同时将毛泽东政府管理思想置于现代公共行政理论的视域进行阐释,并在此基础上探讨毛泽东政府管理思想与服务型政府建设之间的关系。系统、深入研究毛泽东政府管理思想与服务型政府建设,对于系统、深刻揭示毛泽东政府管理思想、服务型政府建设与马克思主义政府管理理论的内在的本质的必然的联系;对于系统、深刻总结继承和发展马克思主义政府管理理论的经验教训;对于系统、深刻把握继承和发展马克思主义政府管理理论的规律,具有重要的理论和实践意义;对于贯彻落实科学发展观,解决当代中国的重大政府管理理论问题和实践问题,深化行政管理体制,建设服务型政府,推进政府管理现代化,具有重要的意义和价值。比较而言,本文在宏观的方法论层面和具体的研究内容层面具有一些新的特点。在研究方法论上的新特点主要包括三个方面:一是立足马克思主义中国化研究毛泽东政府管理思想,二是运用现象学解释学阐释毛泽东政府管理思想,三是结合服务型政府建设研究毛泽东政府管理思想。在具体研究内容,本文的创新点和研究特色主要集中在以下六个方面:一是对毛泽东政府管理思想历史分期的开拓性研究,二是对毛泽东政府管理思想核心话语的理论概括,三是对个别经典文献的具体分析和深入解读,四是对毛泽东政府管理思想的现代公共行政理论视野阐释,五是对服务型政府建设理论基础的辨析与厘定,六是对毛泽东政府管理思想与服务型政府建设关系的科学理解。更多还原

【Abstract】 Deeply rooted in the soil of Chinese traditional culture, Mao Zedong Thoughts of Government Management integrate Marxist government management theory and the specific practice of Chinese government management thoughts, taking example by the experience of the former Soviet Union and Eastern European socialist countries, and develop as the government management thoughts characteristic of China during the process of exploration.This paper, guided by the world outlook and the methodology of dialectical materialism and historical materialism, based on Mao Zedong’s classic literature, founded on the specific historical practice represented by Mao Zedong’s Chinese Communist government, studies intensively the theoretical basis, basic literature, historical background and the core words of Mao Zedong Thoughts of Government Management and so on, and while put Mao Zedong Government Management Thoughts in the perspective of modern public administration to explain, and on the basis of it to discuss the relationship between Mao Zedong Government Management Thoughts and Service-oriented Government building.Systematic and deeply study of Mao Zedong Government Management Thoughts and Service-oriented Government, it has great theoretical and practical significance for systematically and deeply revealing the internal, nature and inevitable links of Mao Zedong Government Management Thoughts, Service -oriented Government with Marxist government management theory; for systematically and deeply summarizing, inheriting and developing the experience and lessons of Marxist government management theory; for systematically and deeply grasping, inheriting and developing the law of Marxist government management theory; and it has great significance and value for implementing the scientific concept of development, to address the major government management theoretical and practical issues of contemporary China, to deepen administrative system, to build a service-oriented government, and promote modernization of government management.In comparison, this article has some new features at the level of macro methodology and the level of specific research. The new features of research on methodology include three aspects: First, based on the study of Marxism in China to study Mao Zedong Government Management Thoughts. Second, with the use of phenomenology and hermeneutics to explain Mao Zedong Government Management Thoughts. Third, with the combination of Service-oriented Government to study Mao Zedong Government Management Thoughts. In specific research, innovation and characteristics of this paper focus on the following six respects: First, the pioneering research of Mao Zedong Government Management Thoughts of historical stage. Second, the theoretical summary of the core words of Mao Zedong Government Management Thoughts. Third, the specific analysis and deep interpretation of very little classic literature. Fourth, the vision interpretation of modern Public Administration theory of Mao Zedong Government Management Thoughts. Fifth, the analysis and determination of the theoretical basis for building service-oriented government Sixth, the scientific understanding of the relations between Mao Zedong Government Management Thoughts and service-oriented government.更多还原
