城市土地集约利用评价方法及其系统研究

【摘要】 随着我国经济持续高速发展,工业化、城市化水平显著提高,导致了对建设用地的大量需求。随着城市建设用地的增加,造成耕地资源的大量损失,并由此将引发粮食安全问题。而与此同时,我国存量建设用地却普遍存在低效利用的现象,如城内建筑物陈旧低矮、基础设施不配套、建设布局不合理等。这样的城市土地利用配置,一方面严重影响到城市快速步入现代化,另一方面也造成土地资源的浪费。要实现城市土地的可持续利用就必须转变土地利用方式,走挖潜内涵,集约用地的道路。城市土地进行集约利用评价,可以为制定城市土地管理政策提供科学依据,起到促进城市土地利用模式根本改变的作用。对成都市的土地集约利用评价主要从两个方面进行评价,综合评价和同质区评价。综合评价是对成都各区的土地利用情况进行的宏观评价,同质区评价是对中心城区以样本片区为评价单元的微观评价。成都市城市土地集约利用综合评价是以成都市九个区为评价对象,通过建立综合评价指标,基于P-S-R模型的土地集约评价,评价内容包括成都各区的城市土地综合集约利用情况和协调发展情况;成都市土地集约利用同质区评价是在划分土地利用同质区的基础上,选取同质区评价指标,以样本片区为评价单元的同质区土地利用状况评价;在同质区评价成果的基础上,以适度和低度土地利用类型的为测算对象,划分潜力测算区域,测算成都市土地利用进行潜力。在集约评价和潜力测算的基础上,分析了成都市土地集约利用存在的问题,提出了提高土地集约利用的措施。研究取得的主要创新成果如下:(1)初步建立了一套城市土地集约利用评价指标体系通过对城市土地集约利用影响因素的分析,按照土地利用承载力、土地利用强度、土地经济效益等几个方面分类指标相结合的原则,构建了城市土地集约利用综合评价指标和同质区评价指标。(2)提出了城市土地集约利用同质区的评价方法基于土地利用质量相同的区域应具有相似的土地利用效率的思想上,提出了城市土地集约利用同质区评价的新方法。根据土地使用质量状况,首先对城市土地利用进行同质区划分;在同质区范围内划分不同功能的样本片区;以样本片区为评价单元进行土地利用状况的评价分析。(3)优化了城市土地集约利用同质区评价合理值确定的方法评价指标合理值的确定是客观评价城市土地集约利用的状况的关键,也是城市土地集约利用评价研究中难题。提出了评价指标的合理值因城市土地利用同质区的变化而不同的思路,优化了根据土地利用同质区内土地利用状况确定评价指标合理值的方法,并提出了基于土地利用同质区的合理值取值的指标修正模型。(4)提出城市土地集约利用潜力测算新模型。提出了基于潜力测算分区的城市土地集约利用潜力测算的模型:土地集约利用强度和土地集约利用质量潜力测算模型。土地集约利用强度潜力测算方法是以城市土地充分利用的前提下对土地集约利用进行潜力的测算;土地集约利用质量潜力测算方法是以城市土地质量充分得到提高的假设条件下进行的土地集约利用潜力测算。

【Abstract】 With the sustained and rapid development of China’s economy, our industrialization, urbanization level increased significantly, which leads to a large demand for construction land. With the increase of urban construction land, the cultivated land resources decreases significantly, which leads to the problem on food security. Meanwhile, the common existing phenomenon is that China’s stock construction land is in inefficient use, such as the old low-rise city buildings, the incomplete infrastructure, unreasonable layout of the building etc. Therefore, the configuration of urban land use like this will have a serious impact on the modernization of the city; meanwhile it will also cause the waste of land resources. To realize the sustainable utilization of urban land, we have to change the way of land use, follow the way of excavating connotation and using intensive land. The evaluation on intensive use of urban land can provide scientific basis for making management policies of urban land, and then it will play a fundamental role on the change of urban land use patterns.The evaluation of Intensive land use in ChengDu is mainly from two aspects : comprehensive assessment and the evaluation of homogeneous areas. Comprehensive evaluation is the macrocosmic evaluation of the land use from different areas in ChengDu while homogeneous zone evaluation is the microscopic evaluation from downtown area which takes sample area as a evaluation unit. Nine districts in ChengDu are considered as the objects of the comprehensive evaluation on the urban intensive land use. The evaluation content includes the comprehensive and intensive use and coordinated development of urban land from different districts in ChengDu by means of establishing evaluation index and on the basis of the P - S - R model intensive land evaluation. The evaluation of homogeneous area is on the basis of classifying the land uses of homogeneous areas, evaluating the land use of homogeneous area which takes the sample area as its unit by means of evaluation index; Measuring the developing potential on land use in ChengDu by Classifying the potential calculating areas on the basis of evaluation achievement in homogeneous area, which takes moderate and low utilization type as measuring object. On the basis of intensive evaluation and potential measurement, we put forward the measures on improving land intensive use by analyzing the existing problems on ChengDu’s land intensive use.The main innovation achievements obtained are as follows:(1) Establish a set of evaluation index system of urban land intensive use initially Construct the evaluation index of urban land intensive use and homogeneous areas according to the analysis of influencing factors on urban intensive land use and by means of the combining classified indexes of the bearing capacity of land use, the land-use intensity, the land cost and other aspects.(2)Come up with the evaluation methods of urban land intensive use in homogeneous areas.Put forward the new method of homogeneous zone evaluation on urban land intensive use based on the idea that the areas of the same land-using quality should have the similar land use efficiency. According to the quality of land use conditions, classifying the homogeneous areas of urban land use firstly, then classifying the sample areas of different functions within the homogeneous zone, and finally evaluating the situation of land use by the sample zone evaluation unit.(3)Innovate the methods of identifying the reasonable amount of homogeneous areas evaluation on urban intensive land use.Establishment of reasonable evaluation index is key to an objective evaluation of urban land intensive use, and it is also the dilemma of evaluation study on urban land intensive use .Put forward the idea that the reasonable amount of evaluation index changes because of the different urban land use on homogeneous areas, innovate the methods of identifying the reasonable evaluation index according to the conditions of land use on homogeneous areas, and put forward the index correction model on the basis of the reasonable amount of urban land use on homogeneous areas.(4)Put forward the new potential calculation model of urban land intensive use.Put forward the potential calculating model of urban land intensive use on the basis of potential calculating classifications: the potential calculating models of intensity and quality of land intensive use. The potential calculation method of land intensive using intensity is the potential measurement on the land intensive use on condition of the utmost use of urban land. The potential calculation of land intensive using quality is the potential measurement on hypothetical condition of the utmost increase on the quality of urban land.
