【摘要】 铁路是我国综合交通运输体系的重要组成部分。近年来,我国正进行规模宏大的铁路建设。为提高铁路建设管理水平、加强铁路建设项目的建设管理工作,探求适宜的建设管理模式意义重大。由于传统建设管理模式的诸多弊端,国务院于2004年提出对非经营性政府投资项目加快推行代建制。论文旨在对代建制建设管理新模式在铁路建设项目中的推行进行理论探索和应用研究,以更好的指导铁路建设实践。论文对国内外政府投资项目管理模式进行了总结,尤其是对我国传统的铁路建设管理模式及其特点进行了分析。介绍了代建制的概念、代建制模式的理论依据、代建制在我国的产生与发展、代建制在我国的实践情况。论证了代建制在我国铁路建设项目中运用的必要性和可行性。参考国内其他行业的实践情况并结合理论分析,建立了铁路建设项目代建制的运行机制:社会化代建公司通过竞争取得代建资格,并对项目实施全过程代建,代建单位和监理单位都直接与委托人订立合同。在铁路建设项目中推行代建制,这是我国铁路建设管理方面的一项制度变迁,应当建立健全各种配套措施,使代建制的制度效率得以充分发挥。论文系统研究了铁路建设项目实施代建制管理模式的理论与方法,按项目建设程序全面分析了代建制全过程配套制度:项目建设前的代建单位选择、项目建设过程中的风险防范及项目建设后的代建绩效评价。代建单位的选择是代建制成功的第一步。分析了代建单位的选择方式,指出代建单位的选择宜采用公开招标方式进行,研究得到代建单位招标中的评标指标体系,建立了基于数据包络分析的评标方法。作为一项新的建设管理模式,应当避免代建制的实施对铁路建设项目带来新的风险。考虑信息的不对称,通过建立数学模型对代建风险进行了分析,由此得到防范代建风险的若干措施。作为风险防范措施之一,建立了代建绩效评价制度。研究了绩效评价指标体系,并基于可拓学思想建立了代建绩效评价的数学模型。对代建单位对工程实施单位的监督,特别是代建单位对施工单位的监督进行了研究,构建了绿色施工的模糊综合评价模型。最后,总结了全文的研究工作及研究结果,提出了论文的创新点,指出了论文不足之处,并对下一步工作进行了展望。

【Abstract】 Railway is an important part of comprehensive transportation system in China. In recent years, China is carrying out large-scale railway construction. To improve the management level of railway construction, strengthen the construction management of the railway construction project, the search for the appropriate management model of railway construction project is of great significance. In view of the disadvantages of traditional management model, the State Council put forward the construction-agent system for non-operating government investment project in 2004. This dissertation discusses on the theory and application of the implementation of construction-agent system in Chinese railway construction project in order to guide the practice of railway construction better.The management model of the domestic and foreign government investment project is summarized, and the traditional management model and its characteristics for Chinese railway construction are analyzed especially. The concept, theoretical basis, origin and development of the construction-agent system are introduced. The necessity and feasibility of the implementation of construction-agent system in Chinese railway construction project is demonstrated. Based on the practical experience and theoretical analysis, the operation mechanism of the construction-agent system in railway construction project is established. That is, socialized project management enterprise qualifies as agent by competition, and takes the responsibility of whole procedure management of the construction project. The agent and the supervisor all conclude a contract with principal directly.The implementation of construction-agent system in railway construction project is an institutional transition. This needs the relevant supplementary measures to give full play. The theories and the methods of the construction-agent system in Chinese railway construction project are systematically investigated. The relevant supplementary measures such as the methods for selecting agent, the risk aversion measures and performance evaluation system are comprehensively analyzed according to the project construction procedure.The appropriate method of bid evaluation in construction-agent system is the key step towards success. The pattern of selection for agent is analyzed. The conclusion is that agent selection should adopt competitive bidding. The index system of bid evaluation is presented. The evaluation method which based on DEA is put forward.As a new management model, construction-agent system should not bring new risks for railway construction project. The risk in construction-agent system is analyzed by establishing mathematical model. Several measures to avoid those risks have been derived from the analysis.As one of the measures to avoid risks, the performance evaluation system is established. The index system of performance evaluation is obtained. The mathematical model of performance evaluation is proposed based on extenics. The measures which the agent may take to supervise other relative construction companies, especially for the performance of construction company are studied. The fuzzy comprehensive evaluation model for green construction is constructed.Finally, the research work and research results of the full text are summarized. The paper’s innovation and the inadequacies are pointed out. The further work for further study is expected.
