【摘要】 中国的改革起始于对利益的调整。经过30多年的改革,中国社会在取得巨大发展成就的同时,利益分化也以惊人的迅速扩大,甚至超越了社会发展所需要的适度标准,给社会的秩序稳定、有效整合和良性发展带来严峻的挑战。为了控制和避免利益分化给社会发展所带来的种种危机,社会整合的要求愈显突出。社会整合是社会良性运行与协调发展的基本条件,任何一个社会要存在和发展下去都需要进行有效地社会整合。现代民主政治之下,在诸多的社会整合主体中,执政党是其中最重要的主体。社会整合是执政党的一项重要功能,而中国共产党则是中国社会整合的“核心主体”和“主导力量”。实现对利益分化社会的有效整合、推动中国社会和谐有序的发展是新时期中国共产党不可推卸的政治使命和历史责任。因此,当前中国共产党必须全面了解和把握利益分化将会给中国社会带来的各种影响,在利用其积极影响的同时尽力克服其消极影响,采取有效措施实现对利益分化社会的有效整合,推动中国社会和谐、有序地发展。改革开放以来,中国社会在经济、政治、思想文化领域发生了巨大的变迁,这些变化使得原有社会整合模式的缺陷暴露无遗：一方面,原有整合模式牺牲了社会自由和社会力量的自主发展空间,导致中国社会长期结构僵化和发展缓慢；另一方面,国家与社会二元分离,使原有社会整合模式的存在条件不断丧失。中国共产党为了实现新时期中国社会的有效整合,就必须改变原有整合模式,探寻与这一社会变迁相适应的新的社会整合模式。归结起来,新时期中国共产党所要实现的社会整合模式的转换,即由行政、刚性、一元的社会整合模式转变为契约、弹性、多元的社会整合模式。在社会整合模式转换的前提下,中国共产党还应根据利益分化社会的基本特征,选择合适、有效的社会整合的内容与途径。具体而言,在利益分化背景下,中国共产党的社会整合的主要内容包括利益整合、制度整合、价值整合和组织整合等四个方面,其中,利益整合是社会整合的核心,制度整合是社会整合的保障,价值整合是社会整合的思想基础,组织整合是社会整合的依托。与此相适应,中国共产党应该加强对社会利益的协调,实现利益的整合；加强政治制度建设,实现制度的整合；加强社会主义意识形态建设,实现意识形态的整合；加强组织资源建设,实现组织整合,从而构建起“四位一体”的社会整合机制,协调好各方面的利益关系,实现对当代中国利益分化社会的有效整合。构建社会主义和谐社会是党在新时期的社会整合战略,是党的社会整合的现实目标与价值追求,它为党的社会整合提供了方向和路径,也为党加强执政能力建设、提高社会整合能力指明了具体的着力点。我们相信,在科学发展观战略思想的引领下,中国共产党一定能够实现对利益分化背景下中国社会的有效整合,实现“全体人民各尽所能、各得其所而又和谐相处”的社会主义和谐社会的发展目标!更多还原

【Abstract】 China’s reform date from the benefit adjustment. After more than 30 years reform, the Chinese society achieves the huge development achievement, and the benefit differentiation also gets the high speed expands, even it has surmounted the moderate standard which the social development needs,at the same time, the achievement brings the stern challenge to society’s order stable, the effective conformity and the benign development. In order to control and avoid all sorts of crises for which the social development brings the benefit differentiation, social integration request obviously prominent. The social integration is the social benignity movement and basic condition in the coordinated development.As we know, any society’s exist and development needs to carry on effectively the social integration. Under the modern democracy, the incumbent party is most important main one in many social integration main body. The social integration is an incumbent party’s important function, but the Communist Party of China is "the core main body" and "the leading force" in China social integration. It is politics mission and the historical responsibility of the Communist Party of China in the new time to realize the benefit differentiation society’s effective conformity, and it impels the harmonious order development in the Chinese society. Therefore, the Communist Party of China must make the thorough understanding and grasp the benefit differentiation that brings to each kind of influence in the chinese society, while using its positive influence to overcome its negative effect with every effort, taking the effective action to realize to the benefit differentiation society’s effective conformity, it impels the Chinese society harmony and the order development.Since the reform and open policy, the economical, political, the thought culture domain has had the huge vicissitude in the Chinese society, these changes enable the original social integration pattern’s flaw completely unmasked:As one hand, the original conformity pattern has sacrificed the social freedom and the social strength independent development opportunities, and causes the long-term structure ossification and the slow development in Chinese society; On the other hand, national and the social binary separation, and thus causes that the original social integration pattern lose unceasingly the condition of existence. To realize the new time of China society’s effective conformity, The Communist Party of China must change the original conformity pattern, inquired about that adapts the new social integration pattern with this social change. Sums up, in the new time, the Communist Party of China must realize the social integration pattern’s transformation, namely from the administrative, rigid, Yi Yuan social integration pattern transforms to the contract, elastic, Duo Yuan social integration pattern.Under the social integration schema translation’s premise, the Communist Party of China should choose the appropriate, the effective social integration content and the way according to the essential feature of the benefit differentiation society. Specifically speaking, under the benefit differentiation background, the primary coverage in Communist Party of China’s social integration is including benefit conformity, system conformity, value conformity and organization conformity and so on, the benefit conformity is the social integration core, the system conformity is the social integration safeguard, the value conformity is the social integration ideological foundation, and the organization conformity is the social integration backing. Adapts with this, the Communist Party of China should strengthen to social benefit coordinated, realizes the benefit conformity; Strengthens the political system construction, realizes system’s conformity; Strengthens the socialism ideology construction, realizes the ideology conformity; Strengthens the organization resources construction, realizes the organization conformity, thus constructs "the quaternity" social integration mechanism, And thus coordinated the good various aspects in the interest relations, realizes to the Contemporary China benefit differentiation society’s effective conformity.To construct the socialism harmonious society is the social integration strategy of our party in the new time. It is realistic goal and the value pursue in the party’s social integration, it has provided the direction and the way for party’s social integration, and it also strengthened the ruling ability construction for the party, to sharpen the social integration ability to indicate the concrete point of application. We believed that the Communist Party of China can certainly realize to the benefit differentiation background under the Chinese society’s effective conformity under scientific development concept strategic concept’s eagerly anticipating.
