铁路安全检查监测保障体系及其应用研究

【摘要】 我国正处在经济社会快速发展的重要时期,交通运输市场需求旺盛、铁路建设迅猛增长、铁路技术装备更新换代、铁路管理体制改革创新等与铁路交通安全有关的矛盾日益突出,直接影响和谐铁路的建设和保证国民经济正常稳定发展,其安全保障问题迫在眉睫。因此,认清铁路交通安全形势,保障铁路交通安全的措施和方法,深入推进安全基础建设,建立起铁路交通安全评价体系及铁路安全保障体系,是确保持续铁路安全稳定的重大举措和根本保证。本文结合国家科技部科研计划项目、铁道部科研计划项目,对国际上铁路行车安全保障相关的研究和应用情况进行了系统的调查,分析了我国铁路实施安全保障管理的现状;基于安全生产保障及铁路行车安全保障的相关理论的研究,结合我国铁路行车安全面临的新形势及安全检查、监测、监控装备的发展方向,提出了铁路安全检查监测保障体系的总体框架及其主要建设内容,建立了铁路安全检查监测保障体系的主要工作平台——铁路安全检查监测保障信息服务平台。主要的研究内容包括以下几个方面:1.调查研究我国铁路行车安全保障管理的现状,分析我国铁路行车安全保障管理存在的主要问题,明确我国实施铁路行车安全保障管理的主要途径和方法。2.对国际上铁路行车安全保障管理、相关行车安全保障系统建设和运用现状的调查研究,总结和分析我国可以借鉴的主要经验。3.结合我国铁路发展的需要,提出我国铁路安全检查、监测、监控系统装备技术发展方向和装备集成建议。4.提出我国铁路安全检查监测保障体系的总体框架、铁路安全检查监测保障信息服务平台体系的内涵和建设的主要内容。5.详细分析铁路安全检查监洲保障信息服务平台的设备及用户需求,研究各类安全检测信息接入方式及联网监控标准,提出建立铁路安全检查监测保障信息服务平台信息集成和资源共享的技术方案,完成该平台的总体设计,并开发该平台系统。6.以郑州铁路局为背景,应用铁路安全检查监测保障信息服务平台,检测了信息服务平台的功能,验证平台的功能和应用效果。

【Abstract】 China is in an important period of economic and social development.The contradiction between brisk demand of transportation market, the rapid growth of railway construction, railway technology and equipment upgrading,increasingly prominent railway management system innovation and railway traffic safety, all of these directly affect the harmony railway construction and stable development of the national economy,so the safety control question is imminent. Therefore, clearly understanding of the security situation in the railway traffic, railway safety protection measures and methods, to further promote the security infrastructure and establish a system of railway safety and railway safety evaluation system is important measure and the fundamental guarantee to ensure continued stability of railway safety.This article combined Ministry of Science and Technology research project and the Ministry of Railways research project, has carried on system investigation to the international railway security guarantee related research and the application situation, has analyzed the present situation of our country’s railway safety control management implementation.Based on the research of production safety and security and the railway safety ensuring related theories, unified the new situation that our railway facing and the security check, monitor, the monitoring equipment development direction,this article proposes the overall frame of railway safety inspection & monitoring of security system and the main construction content, estabilishes the main platform of the railway safety inspection & monitoring of security system--railway safety inspection & monitoring information service platform.Main research content includs the following aspects:1. This article has investigated the safety and security of railway management status, analyzed the main problems of the railway security management, and identified the main measures and means of railway safety and security management implementation.2. Based on the investigation on the international railway security management, traffic security system construction and usage status research, a main experience has been summarized and analyzed,which our country can learn from.3. Combined the demands of railway development in our country, a proposal has been put forward on China’s railway safety inspection, monitoring, surveillance systems equipment technology development direction and equipment integration.4. It has been proposed that the overall framework of railway safety inspection & monitoring of security system, the content of railway safety inspection & monitoring information service platform and the main content of construction.5. Based on that the detailing analysis of the user requirements and equipment of railway safety inspection & monitoring information service platform that testing various access methods of safety inspection information and network monitoring standards, a technical protocol has proposed railway safety inspection & monitoring information service platform information integration and resource sharing, it has been completed that the overall design of railway safety management information system and its platform system has been developed.6. Using Zhengzhou Railway Bureau as the background, railway safety inspection & monitoring information service platform has been used to examine the information service platform function and to verify the effect of safety inspection & monitoring information service platform.
