【摘要】 海洋是生命的源泉,是资源的宝库,更是人类新的生存和发展空间。当今世界,人口日益增多,资源日益匮乏,环境日益恶化。在巨大的生存压力下,海洋资源的开发和利用成为沿海各国追逐的焦点。我国具有较长的海岸线,蕴含着巨大的经济潜力,加强对我国海陆资源的共同开发,有利于提高我国居民生活质量,实现国民经济的又好又快发展。但是伴随对海洋资源开发利用广度和深度的逐渐拓展,我国海陆资源开发的诸多的矛盾却日益突出,主要表现为:海洋资源利用不合理、海洋生态环境恶化、海洋产业结构不合理,产业层次偏低、海洋科技创新不足,且科技成果转化率较低、海洋资源开发缺乏资金支持、涉海保险发展不足,风险规避手段缺失等等。在全面打造和建设山东半岛蓝色经济区的战略背景下,加强对海陆资源开发的系统研究,对于解决开发过程中的诸多矛盾,构建海陆资源开发的最优模式,实现山东半岛蓝色经济区可持续发展具有重要的理论意义和应用价值。?本文以海陆资源的联动开发为出发点,以构建海陆资源开发最优模式为主要目标,利用国内外对比分析法、实地调查和理论联系实际等方法,对国内外相关文献进行了系统梳理,通过对产业经济学理论、可持续发展理论、环境伦理理论、区域经济理论以及外部性等相关理论的阐述,为海陆资源的联动开发提供了理论支撑。在对海陆资源开发的内涵、外延以及特点进行清晰界定的基础上,文章总结了海陆资源开发的基本模式,并对典型行业的开发模式做了具体分析。为了探究海陆资源开发的最优模式,文章对现有国内外海陆资源开发模式进行了总结对比,并得出了国内外海陆资源开发的基本经验和启示,为山东半岛蓝色经济区最优开发模式的构建提供了基本思路。?在理论带动实践方面,文章通过个案分析将理论研究运用于具体的经济区域,与山东半岛打造蓝色经济区的战略部署相结合,从山东半岛海陆资源开发的现状、制约可持续发展的因素、海陆开发存在的问题以及问题存在的原因等方面详细分析了山东半岛海陆资源开发的基础,总结出山东半岛海陆资源的开发应采用三种模式,即:海陆联动,进行统筹规划;注重生态系统和经济系统调控,坚持可持续发展;外向联动,加强环黄海经济圈的国际国内经济合作等。结合山东半岛蓝色经济区的产业现状,分析了各海陆产业的产业规划模式。为增强山东半岛海陆资源开发模式设计的前瞻性和可行性,该论文还对山东半岛海陆资源开发作了战略分析,并从政策、法律、资金、体制、科技、和文化六个方面,阐述了山东半岛海陆资源开发应有的配套措施。综上所述,本文基于以往沿海经济区域开发过程中存在的问题,以海陆资源开发的基本理论为基础,以国内外开发经验为借鉴,揭示海洋产业与陆域经济之间的密切关系,提出具体的海陆资源开发调控措施,探索出适合山东半岛蓝色经济区的海陆资源开发模式,以为打造和建设山东半岛蓝色经济区提供可行性建议,为科学推动我国海陆联动发展,实施海洋强国战略提供导向性参考。更多还原

【Abstract】 The sea is not only a cradle of life, a treasure house of resources, but also new race for the existence and development for man. At present, the population grows larger, gradual want of natural resources. Under the great pressure, the development and utilization of the sea becomes the focal point for coast state.China has a long coastline which contains huge potentialities, strengthening simultaneous development of the wealth of the ocean and land, can be beneficial to the people’s livelihood, and realize sound and rapid economic growth.However, with the coastal development developing in breadth and depth,the contradiction in the development of the ocean and land becomes increasingly conspicuous, the main shows are as follows: the utilization of marine resources is unreasonable,marine ecosystems are destroyed seriously, the structure of marine industries is unreasonable, the lever of the structure is low, the scientific and technological innovations of coastal development is insufficient, especially the transformation rate of sci-tech achievements is low, coastal development is deficient in capital,the insurance related to coastal development is inadequate,especially the risk avoidance of the insurance is still absence, and so on. Under the strategic background of the establishment of Shandong peninsula blue economic zone, strengthening the systematic research of the exploitation of the wealth of the ocean and land will have great significance and application value for dealing with the contradictions, exploring the best development model of the wealth of the ocean and land and realizing the sustainable development of Shandong peninsula blue economic zone. Based on the conjunct development of the wealth of the ocean and land, this research, which aims at exploring the best development model of the wealth of the ocean and land, uses the method of contrast analysis, field investigation and integration of theory with practice to reorganize present documents at home and abroad firstly. By summarizing the theory of industry economics, sustainable development, environmental ethics, regional economy and externality, it provides theoretical support for the conjunct development of the wealth of the ocean and land. The paper, based on the clear definition of the intension, extension and features of the development of the wealth of the ocean and land, summarizes the basic development model, and makes a concrete analysis of typical industry. In order to get the best development model of the wealth of the ocean and land, this research compares the development model at home and abroad, and then gets the basic development experience and revelation, which provides basic train of thought of the development model for Shandong peninsula blue economic zone.In theory drive practice aspect, applying theory research to specific economic field,connecting above to the strategic deployment of Shandong Peninsular construct blue economic zone, the article analyzes the foundation of Shandong peninsula marine-land resource development from the present situation of Shandong peninsula marine-land resource development, restricting factors on sustainable development and existing problems of marine-land development. we get three model of Shandong peninsula marine-land resource development, including marine-land linkage, make overall plans; pay attention on ecological system and economic system control, insist on sustainable development; linkage outside to inside, strengthen the economic cooperation on Pan-Yellow Sea Economic Circle and so on.In light of the current industrial situation of Shandong peninsula blue economic zone, the paper analyses industry planning in detail. Besides, the paper makes some strategic analysis of the development of Shandong peninsula, and states the necessary corresponding measures related from six aspects as follows: policy, law, capital, system of organization, science and technology and culture, to strengthen the foresight and feasibility for the model design of Shandong peninsula blue economic zoneTo sum up the above arguments, on the basis of the problems existing in the development of the ocean and land, the paper, based on the theories related and development experiences, reveals the relationship between the coastal economy and the economy of the land, puts forth concrete measures, explores the model which suits Shandong peninsula blue economic zone to provide feasible proposals and references to build Shandong peninsula blue economic zone, drive the conjunct development of the ocean and the land and implement of marine strategy.更多还原
