基于新农村视角的西部农村公路发展研究

【摘要】 农村公路覆盖面广、通达度深,是广大农村国民经济与社会发展的重要基础设施,在农村社会经济发展中起着重要的支撑与引导作用。随着国民经济的快速增长与人民群众出行的日益频繁,农村公路基础设施的总量、布局和服务能力与社会需求的供需矛盾日益突出,尤其在西部地区,农村公路通达度低、覆盖面相对偏窄,矛盾尤为突出。在新农村建设的背景下,农村公路尤其是西部地区农村公路的发展需要新的研究视角。论文定位于在新农村建设视角下,从理论与对策上对我国西部地区农村公路建设发展的问题进行系统探讨。研究方法上,论文采用理论研究与实证研究相结合、定性分析与定量分析相结合、系统分析、比较分析的方法。研究思路上,论文在国内外研究进展梳理的基础上,分析西部地区农村公路建设与社会主义新农村建设的耦合机制,以公共经济学为分析手段,提出农村公路的效率供给方式,分别从时间轴、空间轴及资源轴三个维度分析区域农村公路与社会经济的协调作用机制,随后构建评价指标体系,探讨农村公路与社会经济发展适应性的评价方法,并选取青海省进行实证研究。而后针对西部地区农村公路发展中最为突出的资金问题,分析西部地区农村公路资金现存问题并分析其成因,探讨西部地区农村公路新的融资方式,寻求西部地区农村公路发展稳定的资金来源。通过研究,论文阐述了农村公路与新农村建设的双向互动耦合机制,通过公共经济学的范式分析,提出农村公路供给主体上选择政府,在供给方式上在现阶段由政府提供,而随着社会经济的发展,市场提供方式在未来具有广阔的发展空间。在区域农村公路与社会经济协调发展的理论分析中,时间轴上论文分战略目标、同构性、投资适应性三方面展开,空间轴上分国家、区域、城市三方面论述,资源轴从固定性资源、移动性资源之间的两两匹配展开。构建了包括公路网综合密度、连通度等在内的5项指标,采用模糊评价法进行评价,并对青海省进行了实例应用,应用结果表明,青海农村公路协调性属于较差范围,最大隶属度为0.5498。为在资金政策的研究中,提出提高财政投入、高速公路反哺农村公路等建议。

【Abstract】 Coverage of rural highways, accessibility to deep, is the critical infrastructure of the rural economic and social development, and plays an important role to support and guidance rural social economic development. With the rapid growth of the national economy and people’s frequent travel, the supply and demand contradiction between amount,arrangement and service ability of rural highways infrastructure and social demand increasingly prominent, especially in western areas,rural highways accessibility is low, the relative partial coverage narrow, conflict is particularly prominent. In the context of the new rural construction, the develepment of rural highways, especially those in the western areas requires a new perspective.This paper located in the perspective of the new rural construction, to explore the issue on the development of rural road construction system in Western China from theory and strategy. The paper uses research methods such as theory combined with empirical research,qualitative analysis combined with quantitative analysis, system analysis, comparative analysis. The research ideas of the thesis is analysis the CouplingMechanism of rural highway construction in Western China and the construction of new socialist countryside in public economics based on collating the studies both at home and abroad, and uses public economics as analytical tools, put forward efficiency of supply, separately analysis the Coordination mechanism of the regional rural road and social economic from the time axis, the space axis and the resources axis.after that the papers consruts the evaluation index system and discusses the evaluation methodology of the efficiency between the supply of rural roads and economic and social development, and select an empirical study in Qinghai Province. Then targeted at the most prominent problom as funding during the development of rural roads for the western regiont, analyses the existing problems and the causes of the western rural highways funding,discuss the new financing in the rural highways in western region,looks for stable source of funding to rural roads for the development of the western region.The paper described the two-way coupling mechanism between the construction of rural roads and new countryside, through the paradigm of public economics analysis, make a suggestion that the main supply of rural roads is the government, the way in the supply provided by the Government at this stage, but as the development of society economic, the market approach with broad space for development in the future. At the theory of coordination development between the regional rural roads and social economic, the paper constructed 5 indexes, and put forward the fuzzy evaluation method to evaluate the application and a practical example of Qinghai Province. The application results show that the coordination of rural roads in Qinghai are poor range. And proposed to increase the financial input, highways financed rural roads and so on.
