中国海陆一体化发展的产业政策研究

【摘要】 在我国刚刚制定的“十二五”发展规划纲要中,第一次将发展海洋经济提到了战略高度,将发展海洋经济提高到与改造提升制造业、培育战略新兴产业、发展服务业等同等重要的地位。目前,对海洋经济的研究,多集中在海洋资源、海洋产业、海洋环境和地域空间的现状描述和定性评价。本文提出了一个基于产业结构、空间布局和生态资源环境的海陆产业关联度研究框架,侧重于海陆一体化的定量研究和产业政策研究。论文希望能够实现两个目标:(1)构建产业领域海陆一体化发展研究的基本架构。(2)研究能够切实推进中国海陆一体化发展的产业政策。本文以海陆产业关联度的影响因素分析为切入点,首先分析了海陆一体化发展的理论基础。在借鉴缪尔达尔的地理性二元经济理论、刘易斯的经典二元经济结构理论和生态经济学等理论的基础上,提出海陆产业关联的内在动因和机制是海陆二元经济结构一体化,其表现形式是海陆产业结构和生产要素具有关联性、海陆产业空间布局具有关联性、海陆产业的生态资源环境具有关联性。在此基础上,运用灰色关联模型对中国的海陆产业关联度进行了实证研究。接下来,本文重点对海陆产业关联度的影响因素进行了分析和实证研究。本文提出,中国海陆产业关联度主要受海陆产业结构、海陆产业空间布局和海洋资源生态环境承载力等三大因素的制约和影响,并综合运用主成分分析法、层次分析法、区位基尼系数、单位根检验、Granger因果关系检验、卡方检验、脉冲响应模型等一系列计量方法进行了实证研究。结果显示,海洋产业结构绩效的优化、海洋产业集聚度的提高和海洋资源环境承载率的提高都会促进沿海地区海陆产业关联度的提高,即无论在短期内(1-2期),还是在中长期(3-10期),三个因素的变化都会引起海陆产业关联度正向波动。在此基础上,本文对中国海陆一体化发展的产业政策进行了研究。中国当前海陆一体化产业政策的重点主要放在海洋产业结构调整和海陆产业空间布局方面,对我国海陆一体化发展起到了一定的推动作用。但与国外相比,我国海陆一体化产业政策在发展理念上相对落后,且缺乏较为明晰的配套政策、保障措施,在实施过程中的效果并不理想。因此,本文从产业结构、空间布局、资源生态环境三个角度,建议我国政府要产业政策调整,并建议我国政府要实现五大产业政策构建:实施梯度推移的海陆产业统筹发展政策、实施产城融合的海陆产业集群发展政策、实施“点—轴”推进的海陆区域开发政策、实施协调合作的海陆区域统筹发展政策、实施以海定陆的海陆资源环境可持续发展政策等。全文共七章,分为四个部分。第一部分为第一章和第二章,阐述了本文研究的基本思路和方法,对国内外相关研究文献与理论回顾和梳理;第二部分为第三章和第四章,通过对海陆产业关联度及其影响因素的理论与实证分析,构建了产业领域海陆一体发展的基本架构。第三部分为第五章,研究了我国海陆一体化发展的产业政策,并提出了政策建议和调整方向。第四部分为第六章,全文总结。具体为:第一章绪论。阐述了选题的背景与意义、研究方法与思路以及主要内容,中外研究现状,本文研究的重点和难点,以及创新之处和不足。第二章相关文献综述。阐述了海陆一体化的内涵,回顾与梳理了国内外海陆一体化发展的相关研究文献、海陆产业关联的理论文献以及海陆产业关联的产业政策。第三章中国海陆产业关联度分析。以海陆二元经济结构一体化理论为基本框架展开对海陆产业关联的理论分析,并应用灰色关联模型对海洋经济的三次产业和陆域经济的三次产业之间之间的关联程度进行研究。第四章海陆产业关联度的影响因素及其实证分析。分析了影响中国海陆产业关联度的三大因素:海陆产业结构、海陆产业空间布局和海陆资源环境承载率并对三大因素对中国海陆产业关联度的影响程度进行了实证研究。第五章中国海陆一体化发展的产业政策构建。解析了我国海陆一体化发展的成绩和存在的不足,并对我国海陆一体化产业政策及其效果进行了综合评价;提出了我国海洋产业政策调整方向,及推进我国海陆一体化发展的产业政策建议。第六章结论。对全文进行了归纳和总结,提出论文的主要结论;对未来的研究进行了展望。

【Abstract】 The first time, China mentioned the development of maritime economy to a strategic level in our country’s Twelfth Five-Year Plan, and given equal status to the development of marine economy with transform and upgrade the manufacturing industry, cultivate strategic emerging industries, the development of services. At present, most of the study on intergration development, concentrated in Marine resources, Marine industry, Marine environment and regional spatial situation of description and qualitative evaluation. This paper presents an industry-based, space and ecological environment of sea and land industry correlation framework, focusing on land and sea integration of quantitative research and industrial policy.I hope to accomplish two goals in this thesis:(1) Building the basic reserach structure of integration development of land and sea in industy field. (2) Answer the question of what kind of industry policy can promote development of integration of sea land.In this paper, Iused the land and sea correlation of industry factors as a starting point. Firstly, I analyzed the theory of integration development of land and sea. I proposed the foundation and intrinsic motivation of land and sea industries association is the sea-land dual economic structure, and the existence of its manifestations is the relevance of sea-land industrial structure, relevance of sea and land industrial layout, relevance of sea-land industries ecological resources and the environment. On this basis, I made an empirical study of China’s land and sea industry related degree with the gray relational model. The results showed that the marine industry has features of related degree with land industy. Marine industry chain with high multiplier effect, is not only associated with land industy.but also with large economies scale, a huge market, and high technology, high value-added products, which can bring strong economic growth.Then, I made analysis and empirical research focused on factors with sea-land industrial correlation. I suggested that three main factors are China’s sea-land industrial structure, sea-land industrial distribution and sea-land resources, ecological carrying capacity. With the help of principal component analysis, unit root test, Granger causality test, chi-square test, impulse response model, I made a series of empirical researches. The results showed that the performance of marine industrial structure optimization, the improvement of marine industry concentration degree and marine resources and environment will increase the degree of sea-land industrial linkage. That is, whether in the short term (1-2), or long-term (10), these three factors will cause a positive impact fluctuations with sea-land industrial linkage.On this basis, I studied China’s industrial policies of sea-land integrated development. At present, China’s current industrial policy of sea-land integrated development primarily focused on marine industrial structure adjustment and industrial layout. To some extent, these policies of sea-land integrated development played a certain role. But compared with other countries, China’s industrial policy is relatively backward in the development of ideas, and lack of precise supporting policies, safeguard measures. Therefore, the effect of the implementation process is not ideal. So, I’m made recommendations to the Government from three perspectives of the industrial structure, spatial distribution, and ecological resources. I recommend nine policy reorientations include:change the development model from full forward to the gradient, change the areas from the coastal provinces to the coastal economic zone, and change the resource development areas from the land to the sea,and so on. And I also propose five policy recommendations include:implement policies of gradient’s sea-land industrial development, sea-land industrial cluster development based on industrial and urban integration, sea-land regional development based on "point-land" theory, sea-land regional coordinated development, sea-land sustainable development of resources and the environment.This theies include seven chapters, divided into four parts. The first part, include the first chapter and second chapter, and I introduce the basic thinking and approach of my thesis, with the review of related studies and theory. The second t part, include the three chapter and four chapter. I try to build the basic reserach structure of integration development of land and sea in industy field by theories and empirical analyses of the sea-land industrial correlativeness degree and its influencing factors. The third t part, include chapter five. I studied the industrial policy of sea-land integration development in China, and puts forward some policy Suggestions and adjusting direction. The fourth part includes Chapter sixth, is a summary of this theies. Specifically:Charter I:Introduction. I explained the background and significance of this dissertation title; introduced Chinese and foreign research status; introduced methods, ideas, the main content the key and difficult point, the innovations of my thesis.Charter II:Review of relevant literature. I expounds basic connotation of sea-land integrated development, and and I look back and sort out research literature for the integrated development of land and sea in our courty and abroad, review of sea-land industrial correlativeness, and related industrial policies.Charter III:Analyse of sea-land industrial correlativeness degree in China. I explaied the the connotation of Marine industry, and made a theretical and empirical study on sea-land industrial correlativeness.Using the grey system mode, I analyzed the degree of correlation between the three industries of marine economy and terrestrial economy, and the degree of correlation of major industries between marine and terrestrial economy.Charter IV:Theretical and empirical analyse on affecting factors with the sea-land industrial correlativeness degree. I analysised the three affecting factors with the sea-land industrial correlativeness degree in China:industrial structure, spatial distribution and resource environmental capacity. I made an empirical study on the influence degree of these three factors (industrial structure, spatial distribution and resource environmental capacity) with the sea-land industrial correlativeness degree.Charter V:Establishment of new industrial policy of sea-land integration development in China. I pointed out the achievements and deficiency of sea-land integration development in our courtry, and evaluate domestic promote marine development of integration industrial policies effcet. Then,I propused some new suggestions for industial policy adjust with the China sea-land integration development. On this basis, I propused new policy Suggestions based on the appreciation for China industrial policy of sea-land integration development.CharterVI:Conclusions and suggestions. I generalized and summarized the main conclusions of this paper. Then, I pointed out the prospect of future research.
