【摘要】 党的十七大报告指出的,“当今时代,文化越来越成为民族凝聚力和创造力的重要源泉、越来越成为综合国力竞争的重要因素,丰富精神文化生活越来越成为我国人民的热切愿望。要坚持社会主义先进文化前进方向,掀起社会主义文化建设新高潮,激发全民族文化创造活力,提高国家文化软实力,使人民基本文化权益得到更好保障,使社会文化生活更加丰富多彩,使人民精神风貌更加昂扬向上。”①这是对解放和发展文化生产力的时代呼唤,是中国共产党今后一段时期亟待解决的重要任务；是推动中国特色社会主义事业建设和巩固党的执政地位的必然要求；是建国以后中国特色社会主义文化建设之实践经验的深刻总结。关于建国后解放和发展文化生产力的问题,学术界对其进行了深入研究,并取得了丰硕的成果。但仍有问题亟待研究和总结,甚至许多领域至今无人问津。因此,笔者拟以建国以来中国共产党解放和发展文化生产力所取得的经验与教训为题展开探索,以求为进一步解放和发展文化生产力提供必要的借鉴和指导,从而为巩固马克思主义意识形态的指导地位、坚持中国特色社会主义道路提供参考。解放和发展文化生产力是历史抉择。文化作为“软实力”不仅是综合国力的重要内容,而且也是衡量一个国家综合竞争力的重要标志。所以“当今时代,文化越来越成为民族凝聚力和创造力的重要源泉、越来越成为综合国力竞争的重要因素,丰富精神文化生活越来越成为我国人民的热切愿望。”②因此,解放和发展文化生产力、繁荣社会主义文化、增强民族凝聚力和创造力是占领国际文化市场、发挥国际影响力、赢得世界的尊重和肯定的有效途径。这也是建国以来我党始终重视文化建设、解放和发展文化生产力的根本原因。特别是现阶段我国文化事业的发展仍然滞后,文化产业处于弱势地位、文化资源没有得到有效开发、文化市场没有完全建立、文化产品的竞争力与实际所需相差甚远的情况下,这更显得弥足珍贵。解放和发展文化生产力,是马克思主义中国化的必然要求。坚持社会主义核心价值体系,增强社会主义的凝聚力和号召力是中国共产党巩固党的执政地位的内容和任务,也是实现中华民族根本利益的价值要求。而且,社会主义核心价值体系是社会主义意识形态的本质体现。这要求我们“坚持不懈地用马克思主义中国化最新成果武装全党、教育人民,用中国特色社会主义共同理想凝聚力量,用以爱国主义为核心的民族精神和以改革创新为核心的时代精神鼓舞斗志,用社会主义荣辱观引领风尚,巩固全党全国各族人民团结奋斗的共同思想基础。大力推进理论创新,不断赋予当代中国马克思主义鲜明的实践特色、民族特色、时代特色”①。因此,从某种意义上来说,解放和发展文化生产力的实践过程就是中国共产党运用马克思主义基本原理来推动革命、建设、改革而不断认识和运用客观规律的过程,是中国共产党领导社会主义建设并独立思考和实践其规律的探索过程。解放和发展文化生产力,是社会主义文化建设和繁荣社会主义文化的根本动力。文化的繁荣受政治、经济、民族习惯、国际环境、人民的喜好、社会地位等因素制约,但从根本上讲,则由文化生产力决定。随着文化生产力的不断解放发展,必然会进一步发掘文化资源,创新文化成果,形成文化的时代坐标。这必然会进一步推动文化的繁荣,文化的繁荣又必然进一步解放文化生产力。所以,重视文化生产力的决定作用,通过解放和发展文化生产力,来探求文化发展规律和文化自我创新的能力。本论文以历史、实践视角,研究建国以来中国共产党解放和发展文化生产力的历史经验,以求为在新时期繁荣社会主义文化和全面建设中国特色社会主义事业的伟大实践中提供有益对策参考和实践指导。更多还原
