【摘要】 扩大干部工作民主,是干部人事制度改革的重点和方向,更是建设我国社会主义现代民主政治理论的必然要求；是建设社会主义和谐社会的需要,更是深入贯彻落实和丰富科学发展观理论的需要；是永葆我们党在各种竞争中立于不败之地的需要,更是发展和完善我国社会主义市场经济理论的需要。同时,扩大干部工作民主是政治体制改革的客观要求,是匡正干部工作作风的必然选择,是提高干部工作水平的根本途径。扩大干部工作民主,对于干部人事制度建设和社会主义民主政治建设具有非常重要的意义。扩大干部工作民主,当前的重点是实现干部工作民主的增量与提质,这是一个很有发展潜力的学术课题,也是一个很敏感的政治课题。近年来,干部工作民主的理论和实践都有很大发展,但如何在新形势下进一步清醒认识,推进干部工作民主进程；如何进一步提高干部群众的民主素质,增强党对扩大干部工作民主的驾驭能力；如何把握关键环节,完善扩大干部工作民主的制度体系,如何积极探索,丰富扩大干部工作民主的实现形式等,仍是当前干部工作的一项紧迫而重要的任务。本论文坚持落实党管干部、扩大民主与依法办事相结合的原则,从民主增量和民主提质的角度进一步深化拓展扩大干部工作民主研究,通过对我们党扩大干部工作民主历程的梳理与分析,将干部工作民主置于一种长时段的历史进程中进行解读,对我们党扩大干部工作民主的经验与实践进行总结,对扩大干部工作民主中出现的新情况新问题进行解析,并有针对性地提出对策与建议,进行制度探索与机制探讨,对干部工作民主增量提质的趋势进行预测与分析,这对于加强党的建设,巩固党的执政地位,建设社会主义政治文明,都将具有重要的理论价值和实践意义。本论文由导论、正文和结论三部分组成。第一章是导论。提出本文所要回应和解决的基础问题,阐述本研究的理论意义和实践意义之所在,对本研究的理论资源进行梳理,就本文如何完成即研究方法、研究思路与基本框架等相关问题做出交代。本章重点旨在解决为什么要研究“扩大干部工作民主”,以及研究的方法、思路和研究框架等问题。第二章主要通过对我们党建党以来扩大干部工作民主的基本论断和实践的系统梳理,对干部工作民主的发展历程进行历史回溯。从建党初期关于扩大干部工作民主的萌芽,到第一代、第二代和第三代领导集体关于扩大干部工作民主的贡献以及第四代领导集体关于扩大干部工作民主的新论断,廓清扩大干部工作民主的基本发展历程。第三章重点分析新时期扩大干部工作民主进程中出现的新情况新问题,并进而解释为什么会出现这种新情况新问题。通过对扩大民主与拉票贿选的矛盾,成本与效率的冲突,民意公意与组织意图的悖论等三种比较突出的干部工作民主问题的互动演绎,运用科层制理论和基本权力理论等相关理论知识,对三种悖论进行解释,分析干部工作民主扩大中产生异化的原因。第四章从制度理论角度对干部工作民主的扩大进行研究。重点从干部工作的选任方式、选任环节和选任监督等三个环节,分别论述如何实现干部工作民主增量提质的制度设计、制度供给和制度创新。其中坚持共性与个性相结合、坚持党管干部与扩大民主相结合、坚持民主增量与民主提质相结合、坚持民主“硬环境”与民主“软环境”相结合四大原则,是干部工作民主扩大的制度创新前提。第五章从机制运行角度对干部工作民主的扩大进行研究。重点从建立参与机制、完善运行机制与落实保障机制等三个角度出发,分别论述如何完善扩大干部工作民主的参与机制,健全扩大干部工作民主的运作机制和增强扩大干部工作民主的保障机制。完善扩大干部工作民主的参与机制,需要区别对象特点,进行三种完善,即完善实绩民意调查机制、公开保密与公平竞争机制和公正识人监督机制,带动社会群众间接参与干部工作,促进一般干部积极参与干部工作,强化领导干部公正参与干部工作。健全扩大干部工作民主的运作机制,需要把握关键环节,进行三种扩大,即扩大推荐干部环节的民主、扩大考察干部环节的民主和扩大酝酿、任用决策干部环节的民主。增强扩大干部工作民主的保障机制,需要着眼系统的配套,即完善宣传教育的长效机制,建立层级推进分工责任机制,建立反馈信息的综合甄别机制,完善扩大民主的监督机制和强化组织部门的工作保障。其中坚持公开性、公正性、平等性和竞争性四大原则,是干部工作民主扩大的实现机制完善前提。第六章是结论与启示。解释新时期干部工作民主的扩大必然是在一定条件下的渐进式实现,并对干部工作民主进行前瞻预测。今后干部工作民主的趋势将是坚持扩大民主和渐进扩大不动摇,在民主增量与民主提质两个相统一的方向中前行,通过制度供给与机制配套相结合的手段获得新突破。更多还原

【Abstract】 To expand the democracy in cadre work, is the main target and the orientation in the reform of the cadre and personnel system; is also the necessity of building modern socialism democratic politics theory’s demands; is not only the need of building harmonious society of socialism but also the requirement of deeply Implementing and applying scientific outlook on development; is the indispensable necessary measure of keeping our Part being an invincible position, even still the request of the theories of socialist market economy. At the same time, to expand the democracy in cadre work, is the objective requirement in reform of the political structure, the inevitable choice of rectifying the cadre of style of work, the basic approach for improving leader’s level of job. To expand the democracy in cadre work is important and significant for the reform of the cadre and personnel system and our modern socialism democratic political development.To expand the democracy in cadre work, now, the critical point is to achieve the increment of democracy in cadre work and the quality improvement. It is not only an academic subject of potentiality, but also an political issue of sensitivity. In recent years, there are very big developments in the democracy theory and the practice of the cadre work. But, under the new situation, how to advance the democratization process of cadre work; how to improve cadres’democratic quality, and enhance the control ability of our Part to the democracy in cadre work; how to grasp the pivotal segment to improve and perfect the system how to explore positively to enrich and practice the expanding the democracy in cadre work in the forms, is still an urgent and vital mission.This paper insisted the principles of" the Party assuming the responsibility for cadres’affairs", and " to expand democracy" and "acting according to law". To explain in increment of democracy and the quality improvement, further expand and develop the research in democracy in the cadre work. Combing and analyzing from experience of our Party to expand the democracy in the cadre work, to understand the meaning of democracy in the cadre work which is placed in a long history background. Analyze the new problems and the new situations which appear in expanding the democracy in cadre work; summarize the experience and practice during the work in expanding the democracy in the cadre work, then put forward the pertinent countermeasures and suggestions which have an important theory value and utility value to strengthen the party building, consolidate the ruling party status and build the socialist political civilization.This paper is composed by three parts:the introductory remarks, the main text and the conclusion. The chapter one is the introductory remarks. It brings up the basic questions which this paper has to answer and resolve. Then it elaborates that this research has great theoretical and practical significance. According to arrange the theory resources and assign the task on how to complete this article (the research method, the research mentality and the basic framework). The key point of this chapter is why we focus on "to expand the democracy in the cadre work", and the related research method, mentality and research frame so on.The chapter two looks back upon the development of the democracy in the cadre work since we building our Party, the seeds of "to expand the democracy in the cadre work" has been appeared in the early days of the Party building. Our first, second and third generation of leaders have made a big contribution on expanding the democracy in the cadre work, then our forth generation of leaders has posed some new ideals on this subject and taken time to get the thoughts into shape.The chapter three laid special stress on analyzing new situations in new age and explained the reasons of new problems and new facts. Analyze the cause of promote aberrance phenomenon in expanding the democracy in the cadre work, by using the bureaucracy theory and the theory of basic rights which Interactive deducted with these three groups issues:the contradiction of expanding the democracy and bidding for votes;the conflict between cost and efficiency and the paradox in public opinion and Party decision.The chapter four considers the matter from a theory system perspective. It describes the system design system supply and system innovation separately from the three facts----designation mode, designation node and designation supervision. The term of combining universality with individuality; combining the principle of the Party assuming the responsibility for cadres’ affairs with "to expand the democracy in the cadre work"; combining democracy enhancing quality with democracy enhancing quantity; combining democracy "soft environment " with "hard environment",these four principles must be taking the essential prerequisite in this work.The chapter five illustrates the issue from operating mechanism perspective. It mainly describes how to establish participation mechanism, how to improve operating mechanism and how to implement safeguard mechanism. At first, to perfect the participation mechanism of expanding democracy in cadre work should make a difference between various targets and engage in three kinds of improvement which including:opinion polling mechanism, open secret and fair play mechanism and fair assess supervision mechanism. It can drive the masses indirectly and the lower cadres actively participate in the cadre work, at the meantime, it harden the leading cadres impartially participate in the cadre work. The second, to strengthen operating mechanism of expanding democracy in cadre work should carry out three types of pattern----expanding democracy in recommendation, expanding democracy in assessment and expanding democracy appointment leading cadres. The third, to stiffen safeguard mechanism of expanding democracy in cadre work should have the full systematic supporting which involved the long-effect propaganda and education mechanism, the division of labor responsibility mechanism, and synthetical feedback mechanism. The most important principles of expanding democracy in mechanism perfection are openness, fairness, equivalent and competitiveness.The chapter six is the conclusion and enlightement.’It interprets, under the new period, to expand the democracy in the cadre work must be fulfilled progressively, and gives the work a confident forecast. In a future time, the trend of democracy in cadre work, will be insisting in expanding with the democracy enhancing quality and quantity.
