中国特色社会主义生态文明建设研究

【摘要】 20世纪70年代以来,随着全球生态环境的日益恶化,生态问题日益成为人类高度关注的一项重大战略问题。我国作为一个发展中的社会主义国家,在现代化建设过程中也出现了环境污染、自然资源过度开发、资源短缺等问题和困难,生态环境问题已成为制约我国经济社会发展的“瓶颈”。党和国家对此高度重视,并采取了一系列的环境保护措施,党的十七大首次提出建设生态文明并把它作为我国社会主义现代化建设的重要战略。中国特色社会主义生态文明建设战略是党中央站在新的时代高度,纵观国际国内形势,根据我国国情和未来发展的需要,应对既要发展经济又要保护环境的双重挑战而做出的一项重大决策;是我国在实现社会主义现代化的过程中,将生态环境保护和建设放在更加突出的地位,努力实现经济建设与生态环境等可持续发展的一项战略举措。深入研究中国特色社会主义生态文明建设问题,对于进一步认识我国经济社会转型期的资源环境问题,全面贯彻落实科学发展观,把握中国特色社会主义现代化建设规律,从而推进中国特色社会主义伟大事业和实现中华民族的伟大复兴具有十分重要的意义。本文运用辩证唯物主义与历史唯物主义相结合、实证分析与规范分析相结合、文献研究与社会调查相结合、以及多学科综合研究等方法,分析和探讨了中国特色社会主义生态文明建设问题。本文以科学社会主义特别是中国特色社会主义理论体系为指导,在国内外已有的生态文明研究成果的基础上,对中国特色社会主义生态文明建设进行系统的剖析与研究;通过对中国特色社会主义生态文明建设发展现状的深入分析,从总体上提出中国特色社会主义生态文明建设的重要性和紧迫性以及推动中国特色社会主义生态文明建设的系统性、操作性对策,从而为全面建设小康社会和构建社会主义和谐社会提供具体思路和政策支持。全文包括导论、正文五章和结束语。导论部分主要阐述论文选题的理论意义和实践意义,介绍和评析论文选题的国内外研究现状,介绍论文的基本思路、创新点和主要研究方法。论文的第一、二章主要是对生态文明理论、中国特色社会主义生态文明建设理论依次展开论述,为研究中国特色社会主义生态文明建设奠定理论基础。第一章主要论述生态文明理论。本章首先从生态文明的内涵和特征两个角度概述生态文明的相关概念。其次论述马克思恩格斯生态文明思想的主要内容及其当代价值。然后分别从古希腊与中世纪、近代和现当代三个时期论述西方文化中生态文明思想的发展。最后就中华文化中具有代表性的儒家、道家和佛家的生态文明思想进行概括性的论述。第二章主要论述中国特色社会主义生态文明建设理论。首先从生态文明建设的基本内涵、生态文明建设应遵循的原则及生态文明建设的重大意义这三方面论述生态文明建设理论。其次从中国特色社会主义生态文明建设的基本内容、目标、评价指标体系及中国特色社会主义生态文明建设与其他文明建设之间的关系四个方面论述中国特色社会主义生态文明建设理论。论文的第三、四、五章是按照“提出问题-分析问题-解决问题”的基本思路,首先对中国特色社会主义生态文明建设的探索历程和现状进行分析,进而提出推进中国特色社会主义生态文明建设的路径。第三章主要论述中国特色社会主义生态文明建设的探索历程。首先从国际和国内两个方面介绍中国特色社会主义生态文明建设提出的背景。其次回顾历届党中央领导集体对中国特色社会主义生态文明建设的探索。第四章主要分析中国特色社会主义生态文明建设的现状。首先分析中国特色社会主义生态文明建设在战略思想层面上的突破和在政策层面的调整。在战略思想层面主要体现在实施可持续发展战略和提出科学发展观两个方面,在政策调整方面主要体现在走中国特色新型工业化道路、实施“循环经济”模式、建设“两型社会”和建设生态城市四个方面。其次分析中国特色社会主义生态文明建设在经济增长方式、公民生态意识、环境立法体系和国际合作机制四个方面存在的问题。第五章主要论述推进中国特色社会主义生态文明建设的路径。在第四章分析生态文明建设现状的基础上,本章主要论述推进中国特色社会主义生态文明建设战略的路径,由此提出进一步推进中国特色社会主义生态文明建设的政策建议。结束语主要是对本文研究成果进行总结,提出并阐述了生态文明建设是中国特色社会主义事业总体布局的重要组成部分这个重要观点。本部分是篇末结题,是对全文论述后得出的最终的也是本文最重要的结论。更多还原

【Abstract】 Since the 70s of the 20th century, with the worsening global ecological environment, ecological problems become a major strategic issue of human attention. China as a developing socialist country, in the process of modernization also appeared environmental pollution, overexploitation of natural resources, shortage of resources and other problems and difficulties, ecological environment has become restriction in China’s economic and social development by the“bottleneck”. The Party and the country attaches great importance to the problem, and take a series of environmental protection measures to protect the environment, in the 17th party congress report is clearly put forward the implementation of ecological civilization-building strategy. The strategy of ecological civilization construction of socialism with Chinese characteristics is a high degree of the CPC Central Committee at a new era, looking the situation, according to national circumstances and future development needs to address not only economic development but also to the dual challenges of protecting the environment made a significant decision-making. It is a strategic move to make great efforts to achieve environmentally sustainable development in the process of modernization of China, and place the ecological protection and construction in a more prominent position. The deep research about“ecological civilization construction of socialism with Chinese characteristics”has great significance: it helps us to understand the China’s economic and social transformation of resources and environmental problems, implement the scientific development concept comprehensively, and advance the cause of socialism with Chinese characteristics and the great revival of the Chinese nation.This thesis comprehensively uses the following method to analyze and discuss China characteristics socialism construction of ecological civilization: dialectical materialism and historical materialism combined, empirical analysis and normative analysis combined, multi-discipline research, and literature research and social survey combined.This thesis makes systematic analysis and research on construction of China characteristics socialism ecological civilization: the instruction is scientific socialism particularly the theoretical system of socialism with Chinese characteristics, and the foundation is domestic and foreign existing researches about ecological civilization. The analysis on the existing problems and the development present situation of China’s ecological civilization construction. Through these analyses, it tries to generally propose systematic, operational measures for the construction of China characteristics socialism ecological civilization and provide specific ideas and policy supports for the comprehensive construction of well-off society and socialist harmonious society. The whole essay contains introductory remarks, five chapters of main body and concluding remark.Introductory remarks mainly describe theoretical and practical significance of paper’s selected topic, evaluate domestic and foreign research situations, and introduce paper’s basic thinking, innovation and major research methods.The first and second chapter mainly lay the theoretical foundation for the whole thesis. They mainly take up the following theories: ecological civilization theory, the construction of ecological civilization theory, and theory of construction of China characteristics socialism ecological civilization.The first chapter deals with the theory of ecological civilization. First of all, it outlines ecological civilization related concepts from the ecological civilization’s connotation and characteristics of the two aspects. Second, it discusses the main content of Marx and Engels’ecological civilization and its contemporary value. Then it divides the ancient Greek and medieval, modern and contemporary Western culture in the three periods discusses the development of ecological civilization thought. Finally, it general discusses the Chinese culture Confucian, Taoist and Buddhist ecological civilization thought.The second chapter discusses the theory of ecological civilization construction of socialism with Chinese characteristics. First, this section states the theory of ecological civilization construction from the following three aspects: the basic connotation of ecological civilization construction, the principle of ecological civilization construction and the importance of ecological civilization construction. Secondly, this section states the theory of ecological civilization construction of China characteristics socialism ecological civilization from the following three aspects: the basic content, objectives, evaluation index system of ecological civilization construction of socialism with Chinese characteristics and the relationship between ecological civilization construction of socialism with Chinese characteristics and material civilization construction and political civilization construction and spiritual civilization construction.The third、fourth and fifth chapters first analyze the exploration history and current situation of ecological civilization construction of socialism with Chinese characteristics, and then propose the forward path of ecological civilization construction of socialism with Chinese characteristics. The basic analysis is in accordance with the following thinking:“propose question-analyses question-solves the problem”.The third chapter elaborates the exploration history of ecological civilization construction of socialism with Chinese characteristics. First, it recommends the background of ecological civilization construction of socialism with Chinese characteristics from the international and domestic aspects. Secondly, it looks back the exploration of ecological civilization construction of socialism with Chinese characteristics.The fourth chapter elaborates the current situation of ecological civilization construction of socialism with Chinese characteristics. For one thing, this chapter analyses breakthrough in the level of strategic thinking and policy adjustments of ecological civilization construction of socialism with Chinese characteristics. At the level of strategic thinking mainly reflect by strategy of sustainable development and scientific outlook on development. At the level of policy adjustments mainly reflect by the new path of industrialization with Chinese characteristics, circular economy type, two-oriented society and ecological city. For another, it elaborates the problem of ecological civilization construction of socialism with Chinese characteristics from the following four aspects: style of economic increase, citizen ecological consciousness, system of environmental legislation and international cooperation mechanisms.The fifth chapter discusses the forward path of ecological civilization construction of socialism with Chinese characteristics. On the basis of the fourth chapter’s analysis, this chapter focuses on the forward path of ecological civilization construction of socialism with Chinese characteristics, and thus puts forward relevant policy proposals to fatherly advance its development.The concluding remarks mainly carry on the summary to this article’s research results, and propose and elaborate this standpoint: ecological civilization construction is an important part of the overall layout of the cause of socialism with Chinese characteristics.
