【摘要】 生态文明是人类文明发展史上的一种崭新的文明形态,更是一种有别于工业文明的价值选择。从理论层面来看,生态文明价值观从人类意识形态层面更全面地解读了人与自然的关系,明确了生态文明社会形态所应具备的价值观特征和价值规范标准,是公民生态文明意识的核心内容,也是生态文明健康发展的根本切入点和着力点。从实践层面来看,生态文明价值观将促进人类对自然和自身生存状态的认知,促使人类在生产方式和生活方式上重大变革,不断从生产和消费行为上解决人与自然之间的矛盾,而只有这种价值观被人们所接受和所掌握,并转化为公民的生态文明意识,才能最终成为公民的自身行动,更好地促进人与自然、人与社会、人与自身的协调发展。因此,在生态文明建设过程中,必须首当其冲地重视和培育公民的生态文明意识,使生态文明价值观和生态道德文化深入人心,为生态文明建设打下坚实的群众基础和文化根基。作为一个相对较新的概念,也作为生态文明建设中一个非常重要的内容,公民生态文明意识培育是一个具有基础性的迫切问题和复杂体系。在公民生态文明意识培育中,既要有全局性的战略思考,又要立足当代和当地的实际,有区别有重点循序渐进地进行。本文从生态危机日益严峻的现状出发,通过回顾人类文明发展的历史,总结人类生态文明建设的经验教训,深入研究生态文明的内涵、本质、特征、理论基础和发展目标等基本理论,从而对生态文明建设的理论和实践进行较为全面系统的分析和考证。在此基础上,提出公民生态文明意识这一生态文明建设的文化根基和根本途径,并对这一重大课题进行了深入研究。本文对国内外公民生态文明意识培育进行了历史考察,对生态文明意识的内涵、特点、内容、作用和价值目标等进行了理论分析,对公民生态文明意识培育的理论根基进行了追溯,从而总结和提出了当代中国公民生态文明意识培育的基本内容、根本原则、方式方法和具体路径。从公民生态文明意识培育的角度,探索生态文明建设道路是一种新的尝试和关注。本文认为,生态文明建设固然需要经济发展模式的转变、科学技术的创新以及制度的设计和安排,但在根本上必须付诸全体公民思想观念的深刻转变和生态文明意识的形成,使“生态文明观念在全社会牢固树立”。公民生态文明意识的养成是生态文明建设的根本目标和关键所在,也是推进生态文明建设的重要途径和基本保证。本文认为公民生态文明意识培育的途径可以分为三个层次,即思想层、行政层和实践层。具体来看,思想层包括坚持正确的指导思想和提升公民的生态道德文化水平；行政层包括发挥政府的主导作用、建立健全相关的法律法规和建立稳定的师资队伍；实践层包括增强公民生态文明建设的参与能力和合理引导环境保护组织的健康发展。更多还原

【Abstract】 Ecological civilization is not only a new form of civilization in the history of human civilization, but also a choice different from the value of industrial civilization. From the theoretical perspective, the ecological civilization value interprets the relationship between human and nature and defines that that the value characteristics value standards that society form of ecological civilization should have are core of ecological civilization and the entry point and focus of the healthy development of ecological civilization based human ideology. From the practice perspective, the ecological civilization value can promote human to learn the nature and their own living conditions and to change their Mode of production and way of life importantly and solve the conflict between man and nature constantly based the behavior of production and consumption. Only this kind of value is accepted and grasped by human and is translated into citizen conservation culture awareness, it becomes citizen own actions finally to promote the coordinated development of human and nature, human and society and man and themselves. Therefore, in the process of building ecological civilization, we must firstly pay attention to citizen conservation culture awareness and make ecological civilization values and ecological ethics to root deeply in people’s mind so that construction of ecological civilization have a solid foundation of mass base the people and culture.As a relatively new concept and a very important element in ecological civilization construction, the cultivation of conservation culture awareness is a basic and urgent problem and a complex system. In the cultivation of conservation culture awareness, we should not only have overall strategic thinking, but also based on the contemporary and local realities and carry out it differently, mainly. From the perspective of the current situation of the increasingly severe ecological crisis, this paper learn lesson from human ecological civilization construction and in-depth study the connotation, nature, characteristics, theoretical foundation and development goals of ecological civilization and other basic theory in order to comprehensive and systematic analysis and research by reviewing the history of human civilization development. On this basis, we propose the citizen conservation culture awareness which is the cultural roots and fundamental way of the ecological civilization construction and in-depth study this important topic. In this paper, we investigated the cultivation of citizen conservation culture awareness of home and abroad, analyzed theoretically the connotation, features, content, role and the value target of conservation culture awareness, reviewed the theoretical foundation of the cultivation of conservation culture awareness in order to summarize and propose the basic content, the fundamental principles, the ways and means and the specific path of the cultivation of china citizen conservation culture awareness in the contemporary era.From the perspective of the cultivation of china citizen conservation culture awareness, exploring the way of ecological civilization construction is a new attempt and attention. In this paper, we believed that the construction of ecological civilization needed the changes in the pattern of economic development, the innovation of science and technology and the design and arrangement of system, however, put the profound change of the all citizen idea and the formation of ecological civilization consciousness, so that "the concept of ecological civilization are established firmly in the whole society ". The development of citizen conservation culture awareness is fundamental objectives and key of the ecological civilization construction and the important way and the basic guarantee of promoting the ecological civilization construction. In this paper, we believed the way of citizen conservation culture awareness can be divided into three levels, namely the thought level, the administration level and the practice level. Specifically, the thought level included the persisting correct guiding ideology and enhancing the level of citizen eco-ethical culture; the administration level included the playing a role of government’s leading and establishing and improving relevant laws and regulations and establishing a stable teaching staff; the practice level included enhancing the participation capacity of ecological civilization construction and guiding the healthy development of environmental groups reasonably.更多还原
