【摘要】 城市化是中国未来二十年快速发展的重要引擎,城市治理水平决定着城市化的水平和城市的繁荣发展,直接影响到中国城市今后在全球城市体系中的地位。在中国,长期实行的是以政府为中心的权力主导型治理格局,这就决定了城市治理发展的基础条件和首要任务是府际权力的适当转移与合理配置。因此,城市治理研究不宜一味强调“没有政府的多中心治理”,而应该立足国情,重视府际关系与城市治理内在互动机理的研究。本文采用治理理论的分析框架,将城市治理研究聚焦于政府间关系,从城市治理的视角探索政府间关系的新思路、新途径。研究对府际互动和城市治理之间的相互关系及内在机理进行了深入的阐述,揭示了政府间关系运行的基本理论范式,分析了中国城市府际关系的演变和当前存在的问题及成因,考察了中国城市府际关系变革的实践,总结了世界各国城市府际关系调整的基本规律和经验,最后从宏观战略层面提出了完善府际关系、创新中国城市体制的建议,并对中国城市治理的发展方向作出了展望。研究表明,一方面,府际关系的调整、完善是政府自身转型的核心和关键,政府自身的治理转型决定了城市治理的方式、深度和成效,中国的城市治理必须首先解决各级政府间权力的合理配置问题；另一方面,城市治理的理念又为中国调整传统的政府间关系模式、创新城市体制提供了新的思路和路径。因此,优化城市府际关系、促进城市发展,通过行政体制改革和城市政府再造工程,科学划分城市各级政府的责任和职能,合理配置政府间的权力,创新城市宏观管理体制,使城市政府的责权利有机统一,从而依托政府的自身转型推进城市有限自治,促进城市治理的转型和发展,激发城市治理多元主体的活力和创造力,最终实现城市的善治。更多还原

【Abstract】 Urbanization is the major engine for the rapid development of China in the next two decades. The level of urban governance determines the level of urbanization and urban prosperity and development, which has a direct impact on the position of Chinese cities in the global urban system in the future. In China, the long-established government-led governance structure, determines the basic conditions for the development of urban governance, and that primary task is the inter-government transfer and configuration of power. Thus, urban governance research should not be blindly emphasized "no government, multi-center governance", but should be based on national conditions, and emphasizes on inter-governmental relations and the study of mechanism of the inner interaction of urban governance.This dissertation employs the analytical framework of governance theory, focusing on intergovernmental relations, to explore the new ideas and new ways of the relations from the theoretical perspective. This study is an in-depth exposition of the relationship between the inter-governmental interaction and the urban governance, and their internal mechanism, to reveal the basic paradigm of inter-governmental relationship. It is the analysis of the evolution of intergovernmental relations and the current problems and causes of examined problems, the exploration of the government relations practice, and the summary of the basic rules and experience of the city government around the world. Finally, it gives the proposal to improve inter-government relations and innovation and China’s urban system, and China’s urban governance development direction was predicted.This study indicates that on the one hand, the adjustment of government relations and improvement are the core and key to the government’s own transformation. The transformation of governance determines the way of urban governance, depth and effectiveness. China’s urban governance must first resolve the question of the rational allocation of powers between all levels of government. On the other hand, the concept of urban governance in China provides new ideas and path for China to adjust the traditional model of intergovernmental relations, the innovation of urban system. Therefore, optimizing inter-government relations, promoting urban development, city governments’administrative reform and re-engineering, the scientific division of responsibility and functions of city government at all levels, rational distribution of authority between the government and innovative urban macro-management system are necessary, so that the responsibility and rights of city governments becomes an organic unity. Thus government’s self-transformation can promote self-government of the city, and stimulate the vitality and creativity of diverse subjects, and ultimately realize the city’s good governance.更多还原
