铁路多元经营系统物流节点布局规划理论与方法和业务发展模式研究

【摘要】 摘要:随着经济全球化和现代信息技术的迅速发展,现代物流业正在世界范围内广泛兴起。我国现代物流业在国务院《物流业调整和振兴规划》等政策指引下,正迈入快速健康发展的轨道。铁路作为国民经济的重要基础产业,在我国现代物流业发展中发挥着重要作用,在不断适应现代物流业发展需要的同时,自身也正在积极探索具有铁路特色的物流发展模式,以更好地适应经济社会发展的需要。铁路多元经营系统物流及相关服务业做为铁路物流服务体系的重要组成部分,正面临着新的机遇与挑战。以战略装车点为主的物流节点是铁路多元经营系统发展现代物流的关键,但目前存在的空间布局不合理、经营模式不成熟、功能定位不科学等突出问题,严重影响和制约了整体的发展,其重要原因之一是缺乏对物流节点布局规划、业务发展模式的系统深入研究。因此,开展铁路多元经营系统物流节点布局规划理论与方法和业务发展模式研究具有重要的理论意义和现实意义。本论文在铁道部相关科研项目研究的基础上,通过现场调研和总结分析,从如下几方面对铁路多元经营系统物流节点(简称多经物流节点,下同)布局规划理论与方法和业务发展模式进行了系统研究和深入探索。(1)对多经物流节点的内涵和形成机理进行了分析,在研究其构成要素和影响因素的基础上,论述了多经物流节点的运营管理主体、层次结构、功能体系等相关关系,探讨了多经物流节点的演化规律。(2)提出了多经物流节点空间布局规划研究思路,构建了基于混合整数规划的宏观-微观一体化空间布局规划模型;以成都铁路局为例,形成了分类别、定规模的综合型-专业型物流节点布局建议方案;建立了市场覆盖度、货源邻近度、规划协调度等评价指标,进行了效果评价。(3)构建了3大类19小类业务发展模式聚类指标体系;以全路30个典型多经物流节点为样本,对多经物流节点业务发展模式进行了模糊聚类分析,结合未来发展趋势,提出了6类业务发展模式;设计了多经物流节点业务发展模式归类识别模型,并进行了实例分析。

【Abstract】 ABSTRACT:With the rapid development of economic globalization and modern information technology, modern logistics is rising word-widely. In China, it’s also developing soundly and rapidly under the guide of a series of policies, such as "Logistics Industry Restructuring and Revitalization Plan" issued by the State Council. As the basic industry of the national economy, railway plays an important role in the development of modern logistics, through saticsifying the needs of modern logistics and exploring its special logistics development model, to meet the needs of society and economy development. As an important part of railway logistics service system, the railway multi-industry logistics and its relevant services are facing new opportunities and competition. The Railway Multi-Industry Logistics Nodes (mainly are Strategic Loading Stations) play a critical part in developing modern logistics, but some outstanding problems still exist, such as unreasonable space layout, immature business model and unscientific function, which restrict the whole development process. One of the key reasons is that China is still lack of in-depth study on railway multi-industry logistics nodes’location planning and development model issues. Therefore, research on the theory and methods of railway multi-industry logistics nodes’ location planning and development model has a long-term strategic and great practical significance.This thesis is based on some relevant projects of the Ministry of Railway, through on-site research and data analysis, conducting a systematic and in-depth research on the theory and methods of railway multi-industry logistics nodes’ (RMILN) location planning and development model from the following aspects.(1) Firstly, the allegorical implications and formation mechanisms of railway multi-industry logistics nodes is analyzed in the thesis.Secondly, based on the study of elements and factors,the several relationships about the subject of operation and management, hierarchy, functional system of railway multi-industry logistics nodes are discussed. Thirdly, the evolutions of the railway multi-industry logistics nodes are analyzed.(2) An idea for the planning of spatial layout of the railway multi-industry logistics nodes are proposed. Mixed integer programming theory is deployed to construct an integrated model of the spatial location planning which includes the macro and micro-site location. Considering the actual and future development of Chengdu Railway Bureau, the thesis takes it as an object of study and concludes the proposal, which is the location and layout for the integrated and professional multi-industry logistics nodes of Chengdu Railwy Bureau, with the features of clear classification and fixed scale. Finally, three indexes, which are market coverage, customer closeness and planning coordination degree, are discussed to evaluate the spatial patterns of the railway multi-industry logistics nodes.(3) An index system composed of three categories and nineteen sub-categories indexs for clustering development model of the railway multi-industry logistics nodes is introduced in the thesis. Based on 30 typical logistics bases samples, fuzzy cluster analysis is given on the business model of railway multi-industry logistics nodes, through further considering the development prospects, to propose 6 business development models. Finally a classification recognition analysis model is conducted, followed by an example to analyze.
