【摘要】 制造业是一国或地区经济发展的基石,对推动工业化发展进程发挥着举足轻重的作用。“十二五”规划纲要提出改造提升制造业,促进制造业由大变强,发展先进装备制造业,推动产业转型升级,发展现代产业体系,这将为东北地区制造业的振兴发展提供新的机遇。东北地区正处于工业化发展的关键时期,具备完整的工业体系和雄厚的制造业发展基础,但由于思想保守和体制僵化等原因,制造业发展面临着前所未有的挑战,产业结构亟待优化升级。东北地区经济的振兴与发展,不仅要考虑资源型老工业基地的产业升级问题,同时也要考虑东北地区制造业发展模式的转型问题。因而,研究东北地区制造业发展模式转型问题具有重要的现实意义。东北地区制造业由于受传统体制影响较深,在实践中形成了一种以政府主导、资源依赖型的粗放式发展模式。随着经济全球化的进一步深化、国内外发展环境的变化和地区间经济发展的不平衡加剧,实现东北地区制造业发展模式的转型再造是增强东北经济发展后劲的客观要求。本文以马克思主义经济学理论为指导、综合运用了经济学、管理学和社会学等学科的相关理论,采用系统分析、历史分析、规范与实证相结合的研究方法,对东北地区制造业现行发展模式进行了系统审视。现将文中主要内容和观点概括如下:第一章,导论。主要介绍了选题背景与意义、国内外研究现状、研究目的及方法,并构建了论文的框架结构,指出了论文的创新点。第二章,制造业转型发展研究的理论基础。首先介绍了制造业转型发展的基本范畴,包括制造业的概念、分类、特征、地位以及制造业发展模式的基本内涵;其次,主要对马克思主义关于制造业发展的相关经济理论与西方学者的产业经济等理论进行总结归纳;最后,对制造业转型发展的相关理论进行了简要述评,丰富的理论铺垫,为进一步研究东北地区制造业发展模式转型问题提供了坚实的理论保障。第三章,东北地区制造业发展模式转型的逻辑阐释。本章首先概述了东北地区制造业现行发展模式,包括现行发展模式的蕴含、实践模式和主要特征等;其次,回顾了东北地区制造业发展模式的历史沿革,涉及形成条件、演进轨迹与运作实践;再次,对东北地区制造业发展模式转型的动力机制进行探索;最后,总结归纳出东北地区制造业发展模式的运作趋向。第四章,东北地区制造业发展模式的现状透视。笔者认为制造业产业结构调整成效不高、技术创新动力不足、资源开采与环境透支过度、国有企业比重过高、民营经济发展缓慢、区域竞争力不强是东北地区制造业现行发展模式存在的困境;其次,分析了东北地区制造业现行发展模式滞后的症因,其中包括制造业本身固有的缺陷、政府管理的职能错位、制约发展的制度因素困扰、产业接续发展后劲不足等诸多方面;最后,对东北地区制造业发展模式转型的现有基础进行了简要概括。第五章,东北地区制造业发展模式转型的理性思考。首先介绍了东北地区制造业发展模式的转型机理,包括发展模式转型的重要意义、基本原则、转型方式、目标取向和预期收益;其次,从经济、社会、生态环境等方面对发展模式转型效应进行阐述并作总体评析;最后,进一步概括了东北地区制造业发展模式转型的制约因素。第六章,国内外制造业发展模式转型的比较与借鉴。分别介绍了英、德、美、日等发达国家制造业发展模式转型比较;发展中国家和地区制造业发展模式转型典示;国内发展较快地区制造业发展模式转型概说;对国内外制造业发展典型模式对比分析总结出对东北地区制造业发展模式转型的有益启示。第七章,东北地区制造业发展模式转型的对策选择。探寻制造业发展模式转型的科学路径,包括充分发挥集群经济优势、积极培育创新型制造业、逐步推进东北制造业一体化进程。最后是本文结论。东北地区工业化经历了一个过度强调重工业而忽视轻工业的畸型发展过程。东北地区制造业受传统体制影响较深,在实践中形成了一种由政府主导、资源依赖型的粗放式发展模式严重制约着制造业的转型升级。东北地区制造业发展模式的转型,制度重于技术,关键在于改革。总之,东北地区制造业发展模式转型是一个长期、渐进和动态的过程,不能一蹴而就。文章认为,制造业发展模式的转型不是为了转变而转变,而是要构建一种符合科学发展逻辑的目标发展模式,进一步从深层次思考东北地区工业化进程中制造业发展模式转型的路径。东北地区制造业现行发展模式本身存在的主要问题在于传统理念破除乏力、结构性矛盾突出、创新动力不足、资源开采与环境保护陷入两难境地。文章指出,结合当前全球经济调整的趋势和特点,尝试将东北制造业集群、技术创新主体、虚拟企业有机结合起来,构建以技术创新为主导的发展模式转型的动态虚拟组织模式。东北地区制造业发展模式逐步由要素投入型的粗放式发展模式向低碳型、集约型和可持续发展模式转型,充分发挥集群经济优势,构建整合型制造业,培育创新型制造业,提升自主创新能力和制造业竞争力,逐步推进东北制造业一体化进程,是东北地区制造业发展模式转型的实践路径。通过加快制造业发展模式的转型步伐,以期早日实现东北地区制造业的全面振兴。更多还原

【Abstract】 As the cornerstone of economic development in a state or region, Manufacturing plays a decisive role in the promoting the process of industrialization. The "Twelfth Five-YearPlan " proposed transforming and upgrading manufacturing industry,making it stronger, developing advanced equipment manufacturing industry, promoting industrial transition and upgrading and developing modern industrial system, which would provide new opportunities for the revitalization and development of manufacturing industry in northeast china. With a complete industrial system and a solid base for the development of manufacturing, the northeast is in a critical period of industrialization, because of ideological conservatism and institutional rigidities and other reasons, however, the development of manufacturing industry is now facing unprecedented challenges, the industrial structure need to be optimized and upgraded urgently. The revitalization and development of economy in northeast china, should not only consider the upgrading problems of old resource-based industrial base, but also the transition of the development model of manufacturing industry in northeast china.Therefore, it is of great practical significance to study the issues on the transition of the development model of manufacturing industry in northeast china. Due to the influence of deep traditional system,the development of manufacturing industry has long been subject to a extensive model of development that is dominated by government and enormous consumption of natural resources in practice in northeast china. With the further deepening of economic globalization, changes of development in domestic and international environment and increasing inter-regional imbalances of economic development, to achieve the transition of the development model of manufacturing industry is the objective required to enhance the potential for economic development in northeast china. This dissertation aims to carry out a systematic review over the current development model of manufacturing in northeast china under the guidance of Marxist economic theories, comprehensive utilization of various related theories such as economics, management and sociology and adoption system analysis, historical analysis, normative and empirical research methods. The major viewpoints and content of the dissertation can be summarized as follows:Chapter One, introduction. In this chapter the research background and significance, research status, purpose and methods, structure of the dissertation, and innovations are introduced.Chapter Two, theoretical basis of the transition of the development of manufacturing industry. First the basic areas of the development of the manufacturing industries, including concept of manufacturing, classification, characteristics, status and the basic content of development model of manufacturing were introduced; Secondly, the manufacturing development of Marxist economic theory and related industrial economy of Western scholars were summarized mainly ; Finally, brief comments on the theory of the transition of the development of manufacturing industries are introduced, which provides a solid theoretical issues protection for further study of the transition development model of manufacturing in northeast china.Chapter Three, the logical explanations of the transition of the development model of manufacturing in northeast china logically. First summarize the current development model of the manufacturing in northeast china is summarize, including the implication of current development model, practice patterns and main characteristics; Second, the development model in Northeast manufacturing history is reviewed, involving the formation conditions, evolution and practice operation; Again, the dynamic mechanism of the transition development model of manufacturing in northeast china is explored; Finally, the operational trends of the transition development model of manufacturing in northeast china is summarized.Chapter IV, the status quo of the development model of manufacturing in northeast china is elaborated. I consider that the low effectiveness of the structure in the manufacturing industry, lack of motivation of technological innovation, excessive resource exploitation and environmental overdraft, too high proportion of state-owned enterprises, the slow development of private economy, the less regional competitiveness are the current plight of the development model of manufacturing in northeast china ; Second, it analyzes the reasons of lagging of the current development model of manufacturing in northeast china, which including its own inherent defects, the dislocation of government functions, institutional troubled factors that restricts the development, lack of sustainability in developmet and many other aspects; Finally, do a brief summary on the base of the transition of development model of manufacturing in northeast china.Chapter V, the rational thinking of the transition of the development model of manufacturing in northeast china. First, this chapter introduces the logic behind the transition of the development model of manufacturing in northeast china, including the important significance, the basic principles, transition methods, goal orientation and anticipated return; secondly, describes the transition effects of the development model from the economic, social, ecological and environmental aspects, and does a overall assessment; Finally, outlines the constraints of the transition development model of manufacturing industry in northeast china.Chapter VI, the comparison and reference of the transition of the development model of manufacturing industry in china and foreign countries. this chapter introduces the transition development model of manufacturing industry in developed countries, for example, Britain, Germany, American, Japanand so on; code display the transition development model of the manufacturing industry in developing countries and regions; at the same time, summarizing the transition development model of the manufacturing in some rapid-developing region in China; summing up the useful insights of the transition development model of manufacturing in northeast china, through the comparative analysis on the development model of manufacturing in china and foreign countries. Chapter VII, the countermeasures are proposed on the transition of the development model of manufacturing industry in northeast china. Explore the scientific path of transition of development model of the manufacturing, including bringing the advantage of the clusters economic development into full play, cultivating the innovative manufacturing actively, and promoting the process of integration of manufacturing in northeast china step by step.Finally, it is the conclusion of the dissertation that the industrialization in northease china has experienced an abnormal development process that over-emphased heavy industry and neglect light industry. The manufacturing industry has long been subject to a development mode that is dominated by government and enormous consumption of natural resources in practice, which seriously restricts the transition and upgrading of the manufacturing industry. The system is more important than technology, the key lies in reform in the transition of the development model of manufacturing in northeast china. In short, he transition of the development model of manufacturing is a long, gradual and dynamic process, could not possibly achieved overnight.The dissertation considers that the transition of the development model of manufacturing is not in order to change and to transform, but to construct a brand-new target development model which is consistent with scientific logic, thinking the path of transition of the development model of manufacturing at a further deeper level in the process of industrialization in northeast china. The development model of manufacturing inherent exists the main problem in the current are the breaking of traditional concept is fatigue, structural contradictions, lack of innovation and motivation, resource exploitation and environmental protection dilemma. The dissertation account that try to combine manufacturing clusters, technological innovation and virtual enterprises to build dynamic virtual organizations which leading by technical innovation to promote the transition of the development model of manufacturing with the adjustment of global economic trends and characteristics. The development model of the manufacturing industry achieve to transit from the extensive type of factor inputs to low-carbon, intensive and sustainable development model, bringing the advantage of cluster economy into full play, building integrated manufacturing, cultivating innovative manufacturing, upgrading independent innovation capability and competitiveness of manufacturing industry, promoting the process of integration of the manufacturing industry in northeast china step by step, which is the practical approaches of the transition of the development model of manufacturing.
