【摘要】 由于土地资源经济供给具有稀缺性,土地利用系统优化的目标,是在时空上把有限的土地资源分配于不同的用途,并在微观层次上与其他经济资源(人力、资金、技术)达到合理组合,以使用这些资源生产出更多的为社会所需要的产品和提供更多的劳务,又不导致生态环境质量下降,即土地资源利用要与经济、环境和社会发展相协调。目前我国正处于以经济增长方式转变和资源节约利用为特征的新型工业化的转型期,如何解决资源尤其是土地资源的合理高效利用是当前关键问题之一。因此本文选取产业结构的视角对城市土地均衡利用进行研究。本文研究是在分析国内外对土地均衡利用的理论、管理理念和实践方法的基础之上,对城市土地利用与产业结构相关机制、城市化进程中产业结构变动规律与土地利用的关系进行了深入的分析,明确了城市土地均衡利用的内涵、类型及影响因素,提出了城市土地利用与产业结构均衡设计原则和基于产业结构优化的土地利用政策设计思路,以及土地均衡利用政策建议。然后以深圳市土地利用与产业结构均衡性研究为例,对近年来深圳土地利用变化情况、社会经济发展状况及产业结构的关系以及深圳土地资源均衡利用的现状和效率进行实证分析,从自然环境、社会经济、政策和制度因素等多方面找出存在问题的原因,并提出相应政策建议。论文的研究成果主要体现在如下几方面:首先,明确了城市土地均衡利用的内涵、类型及影响因素,结合对深圳近年来土地利用变化与经济发展情况实例,探索深圳产业结构与土地均衡利用的内在发展规律,为深圳今后的发展及国内其他城市的土地可持续利用及经济的健康运行提供科学的理论依据。其次,通过对土地利用优化随产业发展变化的因素进行分析,利用已有的土地利用效率评价指标体系,从产业结构的视角提出了城市土地均衡利用的政策设计思路,为深圳市和国内的其他城市土地政策设计提供参考。最后,通过对土地资源均衡利用的现状和效率进行分析,从土地均衡利用的科学性、合理性、持续性问题等方面着眼,以深圳市为例,对近年来深圳土地利用变化情况与产业结构的关系进行分析,找出深圳在土地资源极度贫乏的情况下经济仍能快速增长的原因,并对我国城市土地制度改革和提高土地利用效率,提出了政策和建议。更多还原

【Abstract】 Due to the scarcity of land resources in economic supply , land with system optimization aims at distributing limited land resources for different usage in time and space, and microscopically forming a rational combination with other economic resources (human resource, funding and technology) by which more requisite products and labor services will be offered without leading to reduction in ecological environment quality, namely, the coordinated development of the utilization of land resources with economy, environment, and society. China has currently come into a transformation period characterized by change in economic growth as well as effective utilization in resources. It is one of key problems that how to make full use of land resources, hence, this dissertation conducts a study on balanced utilization of urban land from the perspective of industrial structure.In light of the theory, management philosophy and practical methods on balanced land utilization, this dissertation profoundly analyzes correlation mechanism on urban land utilization and industrial structure, and the relationship between fluctuation trends in industrial structure and land utilization in the process of urbanization; and specifies the connotation, type, and influencing factors of the balanced utilization of urban land; and put forward design principles on urban land utilization & industrial structure, and design ideas for land utilization based on industrial structure optimization, and measures for land utilization. Then, by taking Shenzhen as an example, an empirical analysis is made for the changing situation of land utilization in Shenzhen, the relationship between social & economic development and industrial structure, and the current situation of balanced utilization in Shenzhen’s land resources, and utilization efficiency; and relevant policy, proposals and measures are accordingly presented when the underlying causes in terms of natural environment, social economy, policy, systems and etc. are found out.Study findings are mainly represented as follows:Firstly, this paper defines the connotation, type and influencing factors of balanced utilization of urban land, and explores the internal development law on industrial structure and balanced land utilization in Shenzhen based on examples about Shenzhen’s land utilization change and economic development so as to provide theoretical basis for Shenzhen’s future development, sustainable land utilization in other cities, and sound economy.Secondly, by analyzing factors influenced by the development of industrial structure, and taking advantage of index systems for efficiency evaluation, this paper proposes design ideas on balanced land utilization to provide reference for land policy design in Shenzhen and other cities of China.Lastly, by analyzing the current situation and efficiency of balanced land utilization from the perspective of scientificity, rationality, continuity and etc., and taking Shenzhen as an example, this paper analyzes the relationship between changing situation of land utilization in Shenzhen and industrial structure to find out the causes of rapid growth in economy by extreme lack of land resources in Shenzhen, and to put forth policy and suggestions for urban land system reform and land utilization efficiency in China.更多还原
