【摘要】 地质勘查是经济建设和社会发展的先行性、基础性服务行业,河南地质勘查业已有50年历史,地质勘查业的主体是四大国有地勘局。改革开放以来,通过不断改革创新,河南省地勘单位的项目建设、能力建设、队伍建设进入新的发展阶段,综合实力大幅度提高。但困扰地勘单位发展的“三个基本未变”依然存在,即事业单位的性质基本未变;队伍格局基本未变;必须依靠地质事业费和对外创收方能维持队伍生存发展的供养模式基本未变。在新形势下,建设中原经济区的宏伟战略要求基础性、公益性地质调查更加紧密地与国民经济和社会发展相结合,要求将单纯找矿型转变为社会服务型地质调查工作,社会主义新农村建设与城镇化需要地质工作的全面支持。城市化进程加快,要求减轻地质环境的压力等,都为地质工作提出了更高更新的要求。商业化地质工作也因社会对资源的刚性需求而急需加强和规范化,因此,以科学发展观为指导,深刻总结河南省地勘行业三十年来改革与发展的成功经验,科学规划地勘行业的可持续发展十分必要。论文采用可持续发展理论,本着定性与定量相结合的原则,系统分析了河南省地质勘查工作现状,河南省地勘业面临的发展形势,河南省社会经济发展对矿产资源勘查工作包括基础地质调查工作、矿产资源勘查、城市发展规划、水工环地质工作、地质遗产保护和“旅游立省”、数字国土工程等六个方面的需求。研究了河南省地质勘查工作改革的背景和必要性,深刻总结了河南省地勘行业三十年来改革与发展的成功经验,根据国家进一步加强地质勘查行业的宏观指导政策和管理措施,结合河南省地质勘查行业现状、发展趋势、区域性分布、产业结构、队伍建设、行业重点、企业分析等方面,研究提出了河南省地质勘查业经济可持续性发展的途径、方法和改革方案。并从以下七个方面提出了保障河南省地勘业可持续发展的对策和建议:①推进产权多元化改革;②体制机制创新;③人才战略;④培育风险勘查资本市场;⑤勘查开发一体化;⑥实施“走出去”战略;⑦地勘文化创新。更多还原

【Abstract】 Geological exploration is the pioneer and infrastructural service industry in economical construction and social development. The geological exploration in Henan Province has already been developed for more than fifty years, and the principal parts of it are the four State-owned Geological Exploration Bureaus. Since China implemented its reform and opening up policies, the comprehensive strength of the geological exploration in Henan Province has been greatly enhanced in project construction, capacity building and team development through reform and innovation. However, the three problems which blocked the development of the geological exploration industry still exist, that is, the nature of the public institution has not changed, the pattern of the team has not changed and the supplying model which maintains the development of the team has not changed. Under the new circumstances, the magnificent strategies to construct the economic zone in the Central Plains require that the infrastructural and public-spirited geological survey should be closely combined with national economy and social development. It requires that the model of the geological survey should be converted from searching for the ore field to serving the society, for the construction of socialist new countryside and urbanization need the total support of the geological work. The rapid development of urbanization and the demand of relieving the pressure on the geological environment need further improvement of the geological work. The commercial geological work is badly in need of being strengthened and normalized because of the community’s rigid demand for natural resources. Therefore, it is necessary to summarize the successful reform and developmental experience of the geological exploration industry in Henan province in recent thirty years and maintain a sustainable development of the geological exploration industry by planning it scientifically based on the Scientific Outlook on Development.Based on the Sustainable Development theory, by adopting the qualitative and quantitative research method, this paper systematically analyzes the current working situation and the development trend it faces in geological exploration in Henan province. It also analyzes the requirements of the social and economic development of Henan province for the mineral resources exploration work from six aspects, including basic geological survey work, mineral resources exploration, the urban development plan, hydrogeology work, the geological relics protection and "tourism province", as well as digital land engineering. It studies the background and the necessity of the reform of the geological exploration work in Henan province and summarizes the successful reform and developmental experience of the geological exploration industry in Henan province in recent thirty years. According to the policy of strengthening the macroscopical guidance towards the geological exploration industry and the management measures of the government and in line with the analysis of the development of the geological exploration industry in Henan province from several aspects, such as the current situation, development trend, regional distribution, industrial structure, team construction, analysis of the important enterprises, etc., the research puts forward the approaches and methods to maintain a sustainable development in geological exploration industry in Henan province and the reform scheme. It also comes up with some countermeasures and suggestions from the following aspects, including promoting diversified ownership reform, human resource strategy, cultivation of risk exploration of the capital market, actively promoting the integration of exploration development, implementing the strategy of "going out" and cultural construction.更多还原
