矿业城市土地利用优化配置研究

【摘要】 在当前经济快速发展和城镇化水平快速提高的大背景下,我国矿产地区面临着城镇建设用地、矿区发展用地、生态环境保护用地和粮食生产用地之间的多重矛盾。围绕国家“保增长、保民生、保稳定、保耕地、保环境”的战略需求,在土地资源总量一定的情况下,只有平衡和协调好各业用地,使各行业发展中占用的土地资源都能发挥出最大的效用,才能从根本上保障我国粮食安全、能源安全、生态安全和小康社会建设目标的实现。这也就从根本上要求,我国矿产区域的土地资源,要在利用方式、数量配置、空间布局、时间安排等各方面进行全方位的优化、协调、平衡、挖潜,使矿区土地资源的利用能够发挥出最大的效用。本研究结合矿业城市因历史遗留、认识不到位等原因造成土地利用不尽合理的现状,抓住其在城镇化和矿业发展过程中面临的土地利用/覆被变化大、快的特点和机遇,选择山西省朔州市这一典型的矿业城市为研究对象,以新一轮土地利用总体规划为基础,运用数学模型、空间分析、系统论、景观生态学等理论、方法与技术,对其城市土地利用优化配置进行研究。本研究首先提出了矿业城市土地利用优化配置的目标与内涵,通过分析朔州市土地利用现状,总结其土地利用中存在的主要问题,进一步分析未来土地利用面临的机遇与挑战;其次,确定土地利用优化配置的总体目标和土地利用战略,采用线性规划数学模型对2020年土地利用结构进行了优化配置;然后,在分析当地耕地和基本农田、城乡建设用地现状的基础上,提出了朔州市耕地和基础农田、城乡建设用地布局调整方案,并对当地进行了土地利用综合分区和功能分区,并对各功能区提出相应管制措施,对规划期内各类用地进行了优化布局;最后,分析了土地利用规模、土地利用结构与布局、矿产资源开发利用、基础设施建设、土地开发整理、重大生态建设工程等对生态环境的影响,从城镇用地、经济发达和工矿集中区、生态建设区、农业综合开发区四个方面构建了“生态环境友好型土地利用模式”。

【Abstract】 In the current rapid economic development and urbanization in the context of rapid increase, China’s mining region faces lots of conflicts among urban construction land, mining development land, ecological environmental protection and food production. Around the strategic needs of "ensuring economic growth, people’s livelihood, stability, farmland, environment protection”, in the case of the total land resources, only to trade balance and coordinate every industry, make a maximum effect of the land resources occupied by every industry to achieve fundamentally the goals of food security, energy security, ecology security and comparative prosperity. This is also a fundamental requirement of comprehensive and coordinated, balanced, tapping the potential use of the use patterns, the number of configurations, spatial distribution, timing and other aspects of the land resources of mineral area, make the use of land resources of mining areas to play the greatest effect.This research combines the status of irrational land use caused by the reason such as historical, consciousness of mining city, capture the the characteristics and opportunities of land use/cover changes in the process of urbanization and its mineral development. Select Shuozhou in Shanxi which is a typical mining city as the research object, based on the new round of land use planning, theory, method and technology such as mathematical models, spatial analysis, comparative study, system theory, landscape ecology are applied to the study of optimal allocation of urban land use.The main conclusions are: The target and content of land use optimization allocation of mining city are proposed. Through the analysis of land use staus on Shuozhou and summarize of the main problems, make a further analysis of the opportunities and challenges faced of future. The overall objective of land use optimization allocation and land use strategy are defined on the background of a new round of land use planning in the target year (2020), linear programming model are used to the optimization allocation of the land use structure in 2020. Based on the analysis of the staus and the flow of local cultivated land, basic farmland and local urban and rural construction land, the layout of the partition of the cultivated land and basic farmland was proposed initially and the layout and the adjustment programs was proposed especially on the based of the distribution of unused land characteristic. Optimization layout of various of land types on the planning period was maked, make local zoning rseseach such as land use comprehensive and functional area, and the control measures of each functional area was proposed.The impact on the ecological environment from land use scale, land use structure and layout, exploitation and utilization of mineral resources, infrastructure construction, land development and consolidation, major ecological construction program was analyzed, the "eco-friendly land use patterns"was proposed which from the areas of urban land use, economic development and mining concentration, ecological construction, agricultural comprehensive development.
