中韩文化创意产业经济效应比较研究

【摘要】 本文从分析文化创意经济行为的萌芽—创意入手,回顾了文化创意产业概念的演变历程,在辨证分析文化创意产业与创意产业、文化产业概念之间关系的基础上,较为清晰地界定文化创意产业的内涵及其行业范畴,并指出文化创意产业一经提出,便成为各国积极规划、重点扶持的产业。自入世以来,中国文化市场与世界文化市场日益接轨,文化创意产业发展迅速,在我国经济发展中也正发挥着“引擎”作用。但我们在看到成效的同时,也应注意到目前在我国,不同文化创意产品发展水平却参差不齐。与文化创意产业相对发达的韩国相比,我国文化创意产业发展还处于起步阶段,各方面还很不成熟。可以说,中韩文化创意产业的经济效应存在一定的差距。首先,在贸易效应方面,长期以来中国文化创意产品对韩贸易处于贸易逆差状态,从中韩两国对外贸易的地域结构情况比较当中,可以看出与我国文化创意产业单纯地停留在给他国做加工情况相比,韩国文化创意产业在进军海外市场时往往更注重自身产业发展的规划,并注重结合自身的技术特色和他国的国情来开发市场。而通过对中韩文化创意产业贸易产业内互补现状进行分析,可看出中韩各类文化创意产品产业内贸易和总体产业内贸易水平仍处于较低水平,还是以比较优势为基础的产业间贸易为主,没有很好地形成规模经济和差异化生产。其次,在经济增长效应方面,中韩两国文化创意产业均能有效促进经济增长,但从经济贡献率来看,韩国文化创意产业的经济贡献率比中国高,这主要是由于近几年中国文化创意产业发展虽然培育了一定文化创意资本数量,但质量低下。第三,在就业效应方面,本文通过就业容量效应指标和就业弹性指标实证分析了中韩文化创意产业的就业效应,并从产业结构偏离度和相对劳动生产率指标来对中韩文化创意产业结构和就业结构的相关性进行分析。在就业容量效应指标和就业弹性指标方面,中韩两国文化创意产业就业人数动呈总体增长态势,但中国文化创意产业的就业弹性系数不如韩国。在产业结构偏离度和相对劳动生产率方面,中国文化创意产业相对劳动生产率较低,产业结构与就业结构不对称,而韩国相对均衡,相对劳动生产率较高。鉴于上述分析,在借鉴韩国文化创意产业发展经验的基础上,本文提出我国发展文化创意产业,要确实实现文化创意产业对经济的拉动作用,应做到:(一)培育创新机制,提高文化创意产业贸易的国际竞争力。(二)继续加大对文化创意产业投入,致力于提高文化创意资本数量和质量。(三)加快文化创意产业现代化步划,充分发挥其就业效应。

【Abstract】 This paper to starting with the analysis on bud of creative economic behavior, recalling the evolution of concept of culture creative industry, on the basis of making dialectical analysis relationship between cultural creative industry and creative industry and cultural industry, more clearly defining the cultural creative industry connotation and its industry category, and pointing out that cultural creative industry once has been made, it becomes every country actively planning, focusing on supporting industry. Since the accession to the WTO, China has made rapid development on cultural creative industry; also China cultural market has made integration with global cultural market, it playing an "engine" effect in China’s economic development.We could see the results at the same time. We should note that different levels of cultural creative products are variable. Compared with South Korea which cultural creative industry has been relatively developed, China cultural creative industry development is still in its infancy, it is still immature in all aspects. It can be said that cultural creative industry economic effects between China and South Korea still have a certain gap. First, in terms of trade effects, in long-standing, China cultural creative products are in a deficit state with making trade to South Korea. When comparison between two countries’ geographical structure of foreign trade, it could make the conclusion that China cultural creative industry is simply stay in the country which do processing, but South Korea cultural creative industry pays more attention to their own industry development planning when it enters into oversea markets, and more focus on the technology with its own characteristics and his country’s situation to develop the market. With analyzing the situation of inner trade of cultural creative industry complementarities between China and South Korea, we could see that all kinds of cultural creative products industry inner trade and the overall inner trade levels are still low in China and South Korea, even based on comparative advantage inner trade, it still has not come into been scale economies and differences in production. Second, in aspect of effects of economic growth, China and South Korea cultural creative industry both can effectively promote economic growth, whereas, from the rate of economic contribution, South Korea is higher than China. Main reason is that Chinese culture creative industry has cultivated a certain amount of cultural creative capital, but of poor quality. Third, on employment effects, this paper makes empirical analysis on employment effects of China and South Korea cultural creative industry by the employment capacity effect indicators and the employment elasticity indicators. It makes empirical analysis on China and South Korea cultural creative industry structure and relative of employment by deviation from industrial structure and relative labor productivity indicators. In aspect of employment capacity affect indicators and the employment elasticity indicators, two countries’number employment of cultural creative industry was growth overall. But China employment elasticity of cultural creative industry is not as good as South Korea. In aspect of deviation of industry structure and relative labor productivity, China relative labor productivity of cultural creative industry is lower, industry structure and employment structure is not asymmetry, while it is relatively balanced and relative labor productivity is higher in South Korea. According to the above analysis, by drawing on South Korea’s cultural creative industry development experience, to develop cultural creative industry, to achieve economic stimulating effect by cultural creative industry, we should do as flowing:l.to foster innovative mechanisms to promote international trade competitiveness of cultural creative industry; 2. continue to increase investment on cultural creative industry, committed to improving the quantity and quality of cultural creative capital; 3. accelerate the modernization of cultural creative industry, give full play to its employment effects.
