【摘要】 低碳经济浪潮席卷而来。近年来,全球气候变化引人关注,出于对经济发展模式的反思以及对新的经济增长点的追求,世界各国特别是发达国家纷纷提出要发展低碳经济。对于中国而言,转变经济发展方式,发展低碳经济,既可以从根本上解决经济与资源环境的矛盾,又与我国现在所提倡的生态文明具有理论上和目标上的一致性,是落实科学发展观和构建和谐社会的客观要求,也是我国外交工作的需要。低碳经济为农地利用提供了新的要求和新的思路,在低碳经济视野下,探索如何实现“低碳”且“经济”的农地利用,是一个富有挑战性的研究命题。从低碳经济的视角来研究农地利用,分析影响农业发展趋势的相关因素,从理论与实践的结合上提炼出低碳经济时代的农地利用新模式,能够更好地为发展现代农业提供思路。另一方面,通过农地的合理利用,也将有力地推动低碳经济的发展。从目前的情况来看,农地利用虽然是当前学术界研究的热点之一,但从低碳经济视角出发进行农地利用研究尚不多见,而对这一问题的探索,不仅对于低碳经济和农地利用的深入研究上有理论意义,同时对于促进传统农业向现代农业转变,对社会主义新农村建设乃至经济发展方式转变和可持续发展都有重要的现实意义。本文以农地利用为研究对象,以马克思主义的辩证唯物主义和历史唯物主义为指导,运用马克思主义的生态理论、生态文明相关理论、土地生态服务功能理论、脱钩理论、“过山车”理论(EKC假说)、生态足迹理论等,并对晋江紫岭林场、吉隆现代农业示范农场、鲁东村和运伙村等进行了实证研究,对低碳经济视野下的农地利用问题进行了较为深入的探讨。本文从低碳经济的基本特征、低碳经济发展的内在和外在动力、农地利用与低碳经济之间的关系、农地利用的历史变迁和发展趋势等方面开展了具体分析。在此基础上,提出了低碳经济视野下的农地利用新模式,并对低碳经济时代实现农地合理利用的保障体系进行了相应的探讨。更多还原

【Abstract】 Low-carbon economy is coming. In recent years, global climate change highly attracts perple’s concerns. Based on the reflection on the mode of economic development as well as new economic growth point, countries around the world, especially the developed countries, have proposed to develop low-carbon economy. For China, changing the mode of economic development and developing low-carbon economy will help to avoid the potential pollutions on the na.Otural environment from the roots of economic development. Low-carbon economy has the consistency with the theory of ecological civilization, and it is an inevitable trend in China’s scientific development, it will also play an important role in building a harmonious society and the diplomacy.Low-carbon economy provides new ideas and new demands for agricultural land use. It is a challenging subject to explore how to achieve "low carbon" and "economy" of agricultural land use in the view of low-carbon economy. This paper analyzes the related factors which affect agriculture development trend and extract the new mode of agricultural land use in low-carbon economy. It may provide better ideas for the development of modern agriculture. On the other hand, the rational use of agricultural land will also promote the development of low-carbon economy. The agricultural land use is currently a hot spot of academic research, but the research on it from the low-carbon economy perspective is still limited. Therefore, this research will not only has the theoretical significance in in-depth study of low-carbon economic and agricultural land use, but also has the practical significance to promote the change from traditional agriculture to modern agriculture, the building of new socialist countryside, the transformation of economic development mode and the sustainable development.This paper focuses on the agricultural land use, and adopts dialectical materialism and historical materialism as a guide. Based on the ecological concept of Marxism, related theories of ecological civilization, land ecosystem service function theory, decoupling theory, EKC hypothesis and the ecological footprint theory as well as some practical field studies, this paper study the agricultural land use in the view of low-carbon economy.This paper carry out a detailed analysis on the basic characteristics of low-carbon economy, the internal and external motivation of the low-carbon economic development, the relationship between agricultural land use and low-carbon economy, and the historical changes and development trends of agricultural land use. Then the new modes of agricultural land use have been proposed in this paper. In addition, this paper also discusses the protection system to achieve the rational use of agricultural land in the era of low-carbon economy.更多还原
