【摘要】 随着我国经济的持续稳定的高速增长,我国跨入了石油消费大国的行列。为保障国家经济安全和社会稳定,党的十六届五中全会通过的“十一五”规划纲要,明确确定了要“扩建和新建国家石油储备基地”的发展任务。从2004年国家一期石油储备项目建设至今,陆续已有四个储备基地建成并投入使用,而中长期国家石油储备建设项目也正有条不紊地逐步推进。因此,针对我国国家石油储备发展现状,从国家整体利益出发,研究分析石油储备运行管理机理,逐步建立符合我国国情的石油储备运行管理体系,具有重要意义。本论文针对我国储备基地管理实际情况,引入了灰色系统理论及可靠性评价等数学模型,在对储备基地安全管理、成本管理、绩效管理等实证分析基础上,提出建立了灰色综合安全与预警评价模型、绩效定量评价模型及基于设备、品质有效管理基础上的仓储成本管理模型,以加强对储备基地运行的安全、成本、绩效管理,丰富并深化了现有关于我国石油储备体系的研究。特别是从灰色综合安全与预警评价指标体系的建立来研究设计储备基地安全管理机理,从设备管理与检修、储存油品品质保证等操作层面对作业成本影响最直接的影响因素来探讨储备仓储成本的管理,以及采用定量分析和定性分析两种度量方法对储备基地的劳动绩效有准确、科学的定量考核模型建立,为完善我国的石油储备管理体制,提供了理论工具和现实的对策建议。更多还原

【Abstract】 As China’s economy sustained rapid growth, China entered the ranks of major oil-consuming countries. In order to safeguard the state economy security and the social stability, "eleven -five" planning outline that 16th sessions of the fifth plenary session of the party pass, was clear about had determined wants "the extension and the newly built national petroleum stockpiled the base" development duty. National stage of oil reserve project construction so far, have four store base build up and come into operation already successively from 2004, one after another some four have stockpiled the base to complete and the operational, but the medium and long-term country petroleum reserve items of basic construction methodically gradually are also advancing.Therefore, in view of Chinese country petroleum reserve development present situation, embarks from the national overall benefit, the research analysis petroleum reserve movement management basic mechanism, establishes gradually conforms to our country national condition petroleum reserve movement management system, has the vital significance.In this paper, for the actual situation of China’s reserve base management, the introduction of the gray system theory and reliability evaluation of a mathematical model of the reserve base in safety management, cost management, performance management, based on the empirical analysis, proposed the establishment of the Gray Comprehensive Evaluation of the safety and early warning models, quantitative performance evaluation model and device-based and quality based on the effective management of storage cost management model to enhance the reserve base for the safety of operation, cost, performance management, enriched and deepened the existing provisions on China’s oil reserve system research. Especially from the Gray Comprehensive Evaluation of the safety and early warning indicator system to study the design of the establishment of reserve bases in the security management mechanism, from the device management and maintenance, storage, quality assurance and other oil operations at the operational level on the cost factors that most directly affect the cost to explore the reserve storage management, and the use of quantitative and qualitative analysis of two kinds of measurement methods on the performance of labor reserve base for accurate, quantitative assessment of scientific model building, in order to improve China’s oil reserve management system, providing the theoretical tools and practical countermeasures and proposals.更多还原
