卷烟生产物流系统的优化设计及管理研究

【摘要】 随着制造技术的发展,商品日益呈现同质化趋势,顾客对商品的选择不仅关注商品本身,更侧重于关注伴随商品购买所得到的服务。作为顾客服务主要构成部分的物流服务,则成为企业提升竞争力的关键要素之一。卷烟作为特殊的行业其生产经营对物流服务具有不同于其他行业的特殊需求,特别是随着中国加入WTO,以及WHO《烟草控制框架公约》的生效,中国烟草将面临国际烟草巨头强有力挑战及世界反烟浪潮日益高涨的双重压力,留给中国烟草企业的生存和发展空间更小。中国烟草面临的外部环境迫切要求提升烟草企业的物流服务水平,进而在一定程度上提升中国烟草企业的核心竞争力。本文致力于为中国烟草企业优化设计及管理生产物流系统提供整体解决方案和分析方法。本文运用系统工程的有关理论方法,以卷烟生产物流系统作为基点,首先研究了卷烟生产物流系统同生产制造部门、营销部门、采供部门、回收部门的相互作用机制,提出了以上各部门对生产物流系统的需求,同时也确立了生产物流系统在企业物流系统中的枢纽地位。在此基础上,文章以红塔原用三星物流系统为例,对我国第一代卷烟生产物流系统的结构、运行特征、功能要素进行了分析,找出了系统存在的问题。运用解释结构模型法(ISM)和层次分析法(AHP),构建了卷烟生产物流系统的优化模型,为卷烟生产物流系统的优化设计及管理改进指明了方向。基于前文的分析和研究,本文第四章进行了具有实质意义的优化设计。优化设计所遵循的基本原则是“先分散,后集成”。“先分散”即先根据各物流子系统的个性需求,对各子系统进行优化设计,设计出了各子系统的设备布局、工艺流程、硬件配置、软件算法及控制系统结构。这一阶段的主要任务是满足生产制造部门、营销部门、采供部门及回收部门对生产物流系统的个性化需求。“后集成”即在满足各分系统个性化需求的基础上,还要考虑各分系统之间的协同性、匹配性以及生产物流系统与企业各部门的集成性。据此,在第四章的结尾部分着力研究了基于全面集成的物流控制系统及信息管理系统,实现各分系统的协同、高效运行及生产物流系统与企业信息平台(ERP)和国家烟草专卖局卷烟生产经营决策管理系统(“一号工程”)的信息共享和无缝连接。第五章主要研究了卷烟生产物流组织的重构问题和卷烟生产物流的管理过程。运用先进的组织重构理论设计出了卷烟生产物流组织模型,并研究了卷烟企业生产物流系统内部的作业管理过程和生产物流与企业各部门的集成管理过程。集成管理过程主要包括卷烟生产与营销协同规划策略和基于ERP的信息共享环境下的库存管理策略。本文第六章,对红塔生产物流系统进行了实证研究,分析了红塔生产物流系统的设计思想、管理理念,并对红塔生产物流的实施效果进行了验证。从效果验证的有关数据对比可以看出,课题的实施有效提升了卷烟生产物流系统的绩效水平,具体表现在数据准确性、系统可靠性、系统效率明显提高而物料破损率以及物料库存却大幅降低。

【Abstract】 With the development of manufacture technology; the commodities are taking on the trend of homogeneity increasingly. The buyers pay more attention on the service which is accompanying with the commodities than the commodities themselves when they make a purchasing decision. As the main component of customer service, logistics service is becoming one of the key essentials for enterprises improving their competition capacity.As a special industry, cigarette making has its’ particular requirement on logistics service which is not same as the other industry. Especially, with the Chinese government s entry into the WTO and Framework Convention on tobacco Control made by the WHO taking effect, Chinese tobacco is confronting with dual pressure of powerful international challenge from the tobacco magnate and the upswing tidal wave of anti-tobacco worldwide. The room for Chinese tobacco s survival and development is becoming smaller and smaller. Confronting such an exterior environment, Chinese tobacco presses for a higher standard of logistics service, so as to improve the core competition capacity of Chinese tobacco enterprise to a certain extent. The dissertation hammer at supplying Chinese tobacco enterprises with total solution and analysis method when they design and manage their production logistics system.Using some theory of system engineering and taking cigarette production logistics system as the base point, this dissertation make a research on the reciprocity mechanism between cigarette production logistics system and production department, sales department, purchasing department, and recycling department. The research shows the requirements from all departments hereinbefore, and reveals the pivot status of production logistics system in enterprise logistics. On the basis of it, taking Hongta original SAMSUNG logistics system an example the dissertation analyses the structure, running character and function of the first cigarette logistics system in china, and find out the problem exiting in the system. Using Analytic Hierarchy Process(AHP), this paper erects optimization model for cigarette production logistics system, and points out the orientation of optimization design and management improvement. Based on the analysis and research of preamble, this dissertation gives optimization design in chapter 4, the optimization design follows the principle as following:distributed firstly, integrated secondly. Distributed firstly means designing the equipment layout, the technique flow, the hardware configuration, the software algorithm and the structure of the controlling system to meet the needs of each sub-systems firstly. At this stage, it is the major tasks to meet the individualized needs of some departments, such as production department, marketing department, purchasing department and recycling department. Integrated secondly means the cooperativeness and the matching ability must be considered between each sub-systems on the basis of meeting the special needs of them. At the same time, the integration of production logistics and every department must be taken into consideration too. There for, the logistics controlling system based on totally integrated and information management system are deeply researched at the end of the chapter 4. As a result, all sub-systems are running cooperatively and efficiently. Moreover, it realizes information sharing and seamless connection between the production logistics system and ERP system or cigarette production management decision-making system of state tobacco monopoly bureau(abbreviated as No.1 engineering).Chapter 5 is mainly about the organization reconstruction and management course of cigarette production logistics. Using advanced organization reconstruction theory, this paper designed the organization model of cigarette production logistics. Moreover, this paper researched the course of the internal operation management in cigarette production logistics system and the integrative management course between production logistics and the other departments. The integrative management course includes two aspects, the one is production marketing cooperative planning strategies, the other is the strategy of inventory management under the environment of information sharing based on ERP.Chapter 6 is an application research on Hongta production logistics system. This chapter analysis the design idea and the management concept of Hongta production logistics system. Moreover, it verified the effect of Hongta production logistics system. It is showed in some data table, that the achievement standard of the production logistics system is highly improved by the project implementation. It mainly displays in two aspects, the one is that the data veracity, the system reliability, and the system efficiency are highly improved, the other is that the damage and the inventory level of material are decreased sharply.
