云南省金属产业循环经济发展模式研究

【摘要】 产业发展模式是指产业在特定的地域和特定的历史条件下和自身产业流程特点,区别于其他行业的发展经济的方法和方式的总结和归纳。应包括两大内容:一是领域选择(包括产业选择、资源利用、技术开发、资本积累等),二是制度构建及实施(法律法规、经济政策等),而对发展模式研究,还必须涉及到模式的运行机制以及模式有效运行所需要的支撑系统。作为一种经济运行方式,模式发展特点有(1)目标可促进个体和整体的共同发展和进步;(2)个体通过自我特性的互动、学习和经验分享获得自我成长;(3)整体和个体须具有外开放和学习其他模式的成功特质能力;(4)具有不断修正的、有较强的务实性与较快的适应性;(5)模式发展是渐变发展过程,但须具有发展的前瞻性。循环经济是环境友好型可持续发展模式,国民经济和社会发展“十一五”规划明确指出要建设低投入、高产出,低消耗、少排放,能循环、可持续的国民经济体系和资源节约型、环境友好型社会,发展循环经济无疑是最佳途径。金属产业(有色和黑色金属)是国民经济的基础产业,为社会经济发展提供必需的原料。作为以资源为要素的产业,目前发展态势良好,但仍面临着资源依存度大、环境损害严重、后续发展乏力等问题,可持续发展能力有待提升。为此,借助循环经济模式挖掘资源节约型、环境友好型经济增长点,促进经济集约型增长就成为金属产业的必然选择。研究金属产业循环经济发展模式对整个产业和其他行业循环经济的发展具有十分重要的示范价值和带动作用。论文以云南省金属产业为研究领域,应用可持续发展理论、资源经济学理论、系统论、环境经济学、生态经济学和现代企业管理等理论为指导,以循环经济发展模式为主线,深入研究了国内外金属产业循环经济模式的理论、原则及实现方式;在广泛调研云南矿产资源开发现状和金属产业循环经济发展现状基础上,探讨和总结了云南金属产业循环经济实践的典型模式,对其发展状况进行评价并构建了评价建议指标体系,提出了发展云南金属产业循环经济的建议和措施,以期促进云南金属产业的可持续发展。论文由七章组成。第一章为绪论。主要定义金属产业循环经济概念;介绍对金属产业循环经济发展模式研究的社会和经济意义;综合阐述了国内外发展金属产业循环经济模式;介绍了论文的研究思路、内容和技术路线。第二章为金属产业循环经济理论基础研究。对金属产业循环经济的概念及内涵、特征(1C5R)进行了定义;阐述了循环经济的理论支撑体系;基于资源利用模式和金属产业循环经济理论,对Walras—Cassel模型及Hotelling模型改进和推导,建立了金属产业物质流的平衡公式和资源配置效率模型;探讨了金属产业循环经济发展模式的理论机理和要素,提出了政府和企业在发展循环经济中的责任和途径。第三章为金属产业循环经济发展模式研究。从模式理论出发,研究了发展金属产业循环经济模式。结合金属产业的属性和特点定义了发展金属产业循环经济模式、特点和构建原则、方法;构建了发展金属产业循环经济一般减量化模式和资源化模式,结合金属产业流程,构建了十种具体发展模式。第四章阐述了云南金属产业发展和存在的问题。从云南省资源禀赋分析入手,详细介绍了云南金属产业技术创新体系、科技装备体系、科技创新人才‘科技进步创新和成果;分析了存在的问题。第五章总结了云南省金属产业发展循环经济的典型模式。重点总结了云南省金属产业发展循环经济的重点领域铅锌、铜、锡、钢铁四大行业中典型的国有企业“驰宏模式”、“云铜模式”、“云锡模式”和“昆钢模式”以及民营企业“飞龙模式”、“越钢模式”,以期为云南省大力发展金属产业循环经济提供指导。第六章为云南省金属产业循环经济发展评价和指标构建。基于“压力一一状态一一响应”概念模型提出的可持续发展指标评价体系PSR框架,结合层次分析法,建立了综合指标评价模型;运用模型的评价、考核和预警三大功能对云南省1996-2005年金属产业循环经济发展状况进行评价分析并提出云南省金属产业发展循环经济评价的具体建议指标。第七章为云南省金属产业循环经济发展模式的对策及措施,基于发展模式的支撑系统运作机理,从指导思想、基本原则、发展目标、重点领域和项目入手,具体提出云南金属产业发展循环经济的主要方式、措施、途径和政策保障体系建议。

【Abstract】 Industrial development modle is the way on developing economy and summarizes which different from other field in a particular region, the specific historical conditions and characteristics of industrial process itself, it include two contents:the field (including industrial selection, choose utilization of resources, technology development, the capital accumulation, etc), the second is the system construction and implementation of laws and regulations, economic policy (etc), and to develop pattern, must also involves operation mechanism and effective operation mode of support system.As a kind of economic operation mode, Industrial development modle have develop characteristics are: (1) the individual and the overall objectives can promote mutual development and progress. (2) individual through the interaction characteristics, study and experience sharing get itself, (3) the whole and individual shall have the open and successful learning ability (4) the faster continuously revised, strong adaptability of pragmatic, (5) gradual development process, but has prospected development. Cycling economy is sustainable development model for environment friendly, the national economic and social development "NO.15 years plan" explicitly pointed out to lower investment, high production, low consumption, less emission, cycling economy is the best way to develop sustainable economic system undoubtedly.Metallurgical industry (non-ferrous and metal) supply basical metal for economic development. The industry which consum resources is still faced with resource dependence, environmental damage, sustainable development ability to ascend in China. Therefore, cycling economy pattern can promote metallurgical industry economy growth should be choice inevitably. Research on metallurgical industry cycling economy development mode has important demonstration value and leading role for metallurgical field.On the basis of researching on sustainable development, system theory, mining economics, environmental economics, ecological economics and modern enterprise management theories etc. and main points of cycling economy developing model, this dissertation have described developing of metallurgical industry cycling economy in domestic and abroad; studied models theory, principle and processes of metallurgical industry cycling economy; summarized and assessed developing models through surveyed metallurgical industries in Yunnan province extensively; provided suggestions and measures for promoting the developing metallurgical industry cycling economy in Yunnan province. Doctoral dissertation is composed of seven parts.The first chapter is the preface. Concept of metallurgical industry cycling economy was defined; studying on metallurgical industry cycling economy developing models was important for social and economy; summarized the developing models of practice of metallurgical industry circular economy in home and abroad, and introduced the research ideas, contents and methods of thesis.The second chapter is the basic theory research of metallurgical industry cycling economy. the concept, connotation, principles (1C5R) of metallurgical industry cycling economy have defined, and based on the resource economic theory, the Walras-Cassel model and Hotelling model have improved for formula the new balance function of metallurgical industrial material flow and the allocate efficiency of resource to explore the mechanism how develop metallurgical industry recycling economy by government and enterprises.The third chapter studied developing models of metallurgical industry recycling economy. Based on properties and manufacture processes of metallurgical industry, Thesis introduced concept of developing models, characteristics and construction of the principles, methods; The general developing models of reduce and resource in metallurgical recycling economic have constructed and combinated with the metallurgic industry manufacture processes in details, ten specific models have been built.Chapter IV described situation and problems on developing metallurgical industry in Yunnan Province. Thesis described the metal resources, technological innovation system, equipment of science and technology, scientific research, technological progress of the metallurgical industry in Yunnan Province, and the problem has formulated.The fifth chapter based on surveyed enterprises in metallurgical industry, summed up the typical developing models of metallurgical industry cycling economy in Yunnan Province. The focus on study and summed up four typical models of practice for developing recycling economic in state-owned and no-state enterprises of metallurgical industry in Yunnan Province——Lead, zinc, copper, tin, iron and steel industry, and provided useful guidance for government and enterprises to develop metallurgical industry cycling economy in Yunnan Province vigorously.Chapter VI have studied how set up reasonable evaluation index system of metallurgical industry cycling economy in Yunnan Province. Based on the "pressure-state-response" concept of sustainable development model of PSR framework in evaluation index system and AHP model principles, reasonable levels of evaluation index system, indicators and evaluation methods, the comprehensive index system model which apply AHP model’s evaluation, assessment and early warning function to analysis and evaluate develop status of metallurgical industry cycling economy in Yunnan Province have been built, and proposed suggestion specific index to metallurgical industry enterprises and industrial-park for developing cycling economy in Yunnan Province.Chapter VII made a suggestion and measures of metallurgical industry circular economic in Yunnan Province. Based on the support system of the development mode of operation mechanism, the guiding ideology, basic principles, developing goals, main strategies and measures, major metal production and programs has proposed as well as hold up policy system of metallurgical industry cycling economy in Yunnan Province.
