【摘要】 随着广东经济增长方式的不断转型以及科学发展观的全面实施,经济可持续发展在广东已进入了全面实践阶段,调控经济可持续发展的各种途径和手段也越来越被普遍使用,并已呈现出系统化、科学化和高效化的发展趋势。为全面深入分析广东经济可持续发展调控体系的现状、问题和运行状况,科学判断近年来经济可持续发展的现状和准确预测未来的发展动态,并有效控制经济可持续发展的方向,本文构建了以调控面临的问题、调控机制、调控目标、调控途径、调控手段等主要内容构成的经济可持续发展调控体系研究框架。其中,调控面临的问题主要分析了在经济、人口、人力资源、资源环境,以及可持续发展能力方面的问题；调控机制则重点分析了可持续发展系统的输入输出循环和子系统协同作用；调控目标则采用了“三个零”增长和“两个”负状态(人口数量和规模的“零增长”、物质和能量消耗速率的“零增长”,生态和环境恶化速率的“零增长”；GDP的生态改善系数和GDP的社会改善系数小于零)。在此研究框架的基础上,本文利用层次分析法对调控面临的问题以及现状进行了全面、系统的定性分析和定量评价,并在此基础上对广东经济可持续发展阶段进行了量化评估,认为目前广东正处于亚经济可持续发展阶段。然后,本文利用相关性分析和数据包络分析法对各种调控途径手段的调控效率,以及整体调控效率进行了量化和比较分析研究。根据量化评估结果,本文得出广东的环境成本内部化、社会收入调节对经济可持续发展调控具有明显效果,而转变经济增长方式的调控效果没有充分体现出来。在具体手段方面,科技投入、环保投入,以及其他财政投入的调控效率都有待进一步提升。最后,通过分析调控目标值与趋势预测值的差距,明确了广东未来经济可持续发展调控的方向和重点。经过以上的分析,本文对广东经济可持续发展调控得出了以下结论：首先,广东经济可持续发展的整体调控效果明显,经济正朝着可持续发展的道路前进。其次,人口、能耗,以及社会关系失衡将是未来广东经济可持续发展调控的主要方向。第三,提升相关调控途径手段的调控效率和进一步提升整体调控效率是未来广东经济可持续发展调控的工作重点。最后,本文根据以上结论给出了以下六点建议：加大新能源、环保技术的投入力度和成效,加速构建现代产业体系步伐,全力推动经济增长方式的转型；优化三次分配新格局,增强社会发展的稳定性；建立和完善广东生态补偿机制,充分实现资源环境成本内部化；控制人口总量增长,提高人口素质,实现人口大省向人力资源强省的转变；引领低碳经济、循环经济发展,提高能耗效率,缓解能耗压力；继续推进生态环境保护和建设,营造人与自然和谐的绿色生态环境,确保生态环境的不断改善。更多还原

【Abstract】 With the transform of the mode of economic growth and the implement of scientific outlook on development in Guangdong province, Sustainable development had been carried out in all the field of society and economic.In order to analyze comprehensively the exist problem and operational state of economic sustainable development, to forecast the trend in the future, and to control the direction of development, the thesis constructs the analyzing frame of controlling system to the economic sustainable development, including exist problem, controlling mechanism, controlling target and controlling method.On the basis of the analyzing frame, the thesis applies the quantitative and qualitative analysis to existing problem and current situation; apply the quantitative and comparative analysis to the controlling efficiency. And then discuss the controlling direction and emphasis by comparing the data of target with the data of forcast.With the result of analyze, the thesis make some conculsion as the following. Firstly the controlling efficiency of Guangdong economic sustainable development is high and Guangdong economic development is getting better. Secondly the different controlling methods have different controlling efficiency. Thirdly the controlling efficiency of Guangdong has been in the lead in our country. Fourthly population, Energy consumption, and relationship of society are controlling directions and emphasizes. At last, the thesis propose some Countermeasure and suggestion.更多还原
