我国国防科技工业军民结合创新体系研究

【摘要】 国防科技工业作为国民经济和国家科技发展的重要组成部分,是关系国家安全的战略性产业,肩负着获取军事效益和经济效益的双重职能。特别是近几年来,随着知识经济时代的到来,政府大力推行建设创新型国家,建立完善的国家创新体系。国防科技工业军民结合创新体系是国家创新体系的重要组成部分,是提高整个国家科技创新能力的重要平台,肩负着整合军用创新资源和民用创新资源的重要任务,对于实现国民经济和国防经济的协调发展具有重要的意义。本文首先对国防科技工业军民结合创新体系的相关内涵、特征等进行了系统的阐述,在此基础上借鉴了国外典型国家军民结合创新的成功经验,对我国国防科技工业军民结合创新体系进行了深入的研究。美国、日本、俄罗斯和以色列四国在军民结合方面的成就给我国提供了借鉴。在分析我国国防科技工业各个产业的发展现状的基础上通过比较分析,找出我国军民结合创新存在的问题;其次,运用技术创新相关理论,结合我国国防科技工业军民结合创新的实际特点,从技术创新过程的视角研究军民结合创新体系,构建了一个由主体系统和支撑系统组成的军民结合创新体系。其中主体系统由知识创新子系统、技术创新子系统和技术创新扩散子系统构成,直接在军民结合创新体系中起作用,并运用耦合理论分析三者之间的作用关系。支撑系统由人才培育子系统、政府支撑子系统、社会服务支撑子系统构成,对于军民结合创新的成功起保障作用;第三,运用机制理论,从内部和外部两个方面分析了以企业为主体的军民结合创新的动力机制,构建了以企业为主体的国防科技工业军民结合创新体系动力机制模型和国防科技工业军民结合创新体系运行机制。从政府调控、风险决策、人才‘以及创新成果应用四个维度分析了我国国防科技工业军民结合创新体系的运行机制,并分析了这四个维度之间的关系。构建了国防科技工业军民结合创新的两种模式:垂直一体化和水平一体化合作模式;第四,根据我国国防科技工业军民结合创新体系运行的特点,运用群组决策特征根法从主体、支撑和运行三个维度构建了基于投入与产出的国防科技工业军民结合创新体系评价指标体系和基于数据包络分析(DEA)的评价模型。并以15个在军民结合创新体系发展方面具有代表性的区域为例进行实证分析;最后,结合我国国防科技工业军民结合创新体系的实际情况,从宏观、中观和微观相结合的视角提出了推进我国国防科技工业军民结合创新体系建设的对策建议。

【Abstract】 As an important part of national economy and the development of national science and technology, national defense industry is a strategic industry relating with national security, and it undertakes a two-fold task including gaining the military benefit and the economic efficiency. Especially in the last few years, along with arrival of knowledge economy era, the government begins to carry out the construction of innovation country vigorously, and establishment perfect country innovation system. Defense industry military-civil combined innovation system is an important part of national innovation system, and is an important platform of improving national scientific innovation ability, and undertakes an important task including integrating military innovation resources and civil innovation resources.It is proved to play critical role in achieving coordinated development between national economy and defense economy.Firstly, related connotation and characteristic of defense industry military-civil combined innovation system is systematic described in this paper. And after this it conducted a further study of defense industry military-civil combined innovation system on the base of reference from the successful experience of overseas typical national military-civil combined. The achievement of American, Japanese, Russian and the Israeli on military-civil combined provide reference to our nation. On the base of analyzing different industries current situation, we can find out question in military-civil combined innovation through comparative analysis; Secondly, using the technology innovation theory to study military-civil combined innovation system from the perspective of technological innovation process, combining with the actual characteristic of defense industry military-civil combined innovation system.And established military-civil combined innovation system including subject system and support system. Subject system is composed with knowledge innovation subsystem, technology innovation subsystem and technology innovation diffusion subsystem, and it has an direct effect in military-civil combined innovation system and this paper analyzed the relationship among the three using coupling theory. Support system is composed with personnel training subsystem, government support subsystem and social service support subsystem.It plays a safeguard function for the success of military-civil combined innovation; Thirdly, use mechanism theory to analyze dynamic mechanism military-civil combined innovation system with enterprises as mainstay from two aspects such as interior and exterior. And establishment dynamic mechanism model of military-civil combined innovation system with enterprises as mainstay and operation mechanism defense industry military-civil combined innovation system. This paper analyzed the operation mechanism of defense industry military-civil combined innovation system from the four aspects such as government regulation, risk decision, talent and innovation result application the relationship among them.It constructed two patterns of defense industry military-civil combined innovation:vertical integration and horizontal integration;Fourthly, according to the characteristic of defense industry military-civil combined innovation system operation, using Eigenvalue Method on Group (GEM) establishment defense industry military-civil combined innovation system construction evaluating indicator system based on input and output and DEA evaluating mode from three aspects as subject, support and operation. It takes 15 regions as example which has representation in military-civil combined innovation system construction to carry on the empirical analysis;Finally, combined with the actual situation of military-civil combined innovation system, the paper proposes countermeasures and suggestions to advance defense industry military-civil combined innovation system construction from macro-view, medium-view and micro-view.
