基于遥感技术的农业保险业务模式创新研究

【摘要】 中国农业种植历史悠久,两河造就了农业大国,但是在我国由于地理环境差异大,自然灾害发生比较多并且都很严重。灾后农民需要重建或者恢复农业生产,农业保险为解决这些问题提供了资金支持,但是农业保险面临着信息不对称和经营成本高等问题。在承保时,对于风险评估信息方面的不对称性,农业保险上的风险控制能力都可以通过遥感技术提供的空间数据来解决。在理赔时,可以运用遥感技术对在受灾情况进行一个总体的评估,遥感毕竟是在空中,可以很清楚的了解整个灾情的空间分布,然后根据受灾大小通过遥感图像委派专门的查勘人员到现场进行拍照取证,这样不仅目的明确,而且条理清晰,节省时间和人力资源,不仅提高了工作效率而且也为公司节约了运营成本。遥感技术不仅在承保和理赔时提供强有力的技术支持,就是在生产过程中,也可以为农民提供农作物长势信息,当有灾情发生时,及时反馈给农户或者当地政府这样可以规避风险,实现共赢。当在理赔不能达成一致时,也可以通过遥感技术提供证据。遥感技术作为一种技术含量比较高的技术,能够迅速的搜集信息,如农业生产方面,把这些信息及时的分析出来,客观性比较强,不受主观的影响。此外,运用遥感技术可以开展资源调查、灾害的预测与检测,并及时反馈信息,在农作物估产、环境保护等方面提供决策上的信息支持,同时也将为农业生产提供更好更高的服务质量。今后遥感技术在农业中的应用一定会达到新的高度。本论文主要阐述了农业保险中的遥感技术及其工作原理,包括当前在农业保险承保、理赔中的应用,而且详细的介绍了具体的工作流程以及遥感技术在农业中的应用。本人在日常工作中研究做得比较少,理论联系实际的水平还不高,所能获得的资料信息较为有限,总结概括的多,深入分析的少,所以,本文主要在具体流程方面做出详细的阐述。
【Abstract】 Chinese farming has a long history, two rivers created a large agricultural country, but in our country due to the geographical differences, natural disasters are more and very serious, post-disaster reconstruction or restoration of agricultural production of farmers, agricultural insurance to address these issues provided financial support However, agricultural insurance is facing higher operating costs and asymmetric information problem. At the time of underwriting, risk assessment, spatial data asymmetry, risk control to information on agricultural insurance can be provided through remote sensing technology to solve. When claims, can use remote sensing technology to carry out an overall assessment of the situation in the disaster, remote sensing, after all, is in the air, therefore, can be very clear understanding of the spatial distribution of the whole disaster, and then affected the size of the image through remote sensing survey of specialized staff to delegate scene photo evidence, not only clarity of purpose and clarity, saving time and human resources, in one aspect only improve the work efficiency but also for companies to save operating costs, remote sensing technology not only provide a strong technical underwriting and claims when Support is in the underwriting process, but also can provide information for farmers growing crops, when there is disaster occurs, timely feedback to farmers or local government can avoid this risk, achieve win-win situation. When claims cannot agree upon, it may also provide evidence through remote sensing technology.Remote sensing technology as a relatively high-tech technology, able to quickly gather information, such as agricultural production and put that information out timely analysis, objectivity relatively strong, not subjective effects, in addition, the use of remote sensing technology to carry out resource investigation, disaster prediction and detection, and timely feedback information, provision of crop yield estimation, environmental protection and other information to support decision-making, but also for higher agricultural production and to provide better quality of service.This paper describes the remote sensing technology in agricultural insurance and how it works, is currently in agricultural insurance underwriting, claims application, and a detailed description of the specific workflow, current remote sensing technology applications in agriculture, remote sensing technology in the future application in agriculture will reach a new height. I do research in their daily work is relatively small, the theoretical level of actual contact is not high, the data and information available to the more limited, more general summary, less in-depth analysis, so this paper in detail in terms of specific processes elaboration.
