农村机井灌溉用水的科学化管理研究

【摘要】 农业涉及国计民生,影响社会安定。灌溉作为农业的命脉,对农业生产关系重大。而对于干旱半干旱地区而言,机井灌溉方式在农业生产中的作用日趋重要,对于农村机井灌溉用水的管理进行研究,使之更加科学化、精细化,具有重要的现实意义。本文以乌鲁木齐市米东区为例,运用经济学和管理学的方法,对机井灌溉的科学化管理进行研究。在分析评论国内外研究现状的基础上,介绍了米东区灌溉用水的现状,并提出存在的主要问题。针对这些现状和问题,对影响机井灌溉的要素进行分析,主要从机井与灌溉作物、面积的合理搭配、用水定价机制、管理模式等方面进行分析。在分析的基础上,提出了机井灌溉科学化管理的系列措施。本文的主要结论:第一、机井灌溉用水管理是一项系统工程,通过对机井运行精细管理,灌溉面积和作物合理搭配,运用一些数学模型等方法,可以改变粗放式管理的现状,使得管理精细化、科学化;第二、应建立科学的机井用水定价机制,定价应涵盖有关成本要素,但也要有限价措施;第三、就管理方式而言,用水协会的管理模式比较适应本区域。
【Abstract】 Agriculture refers to the national economy and the people’s livelihood, which isdirectly related to the social stability. Irrigation, as the lifeblood of agriculture, isabsolutely crucial for agricultural production. The role of well irrigation for agriculturalproduction is increasingly important for the arid and semi-arid regions and the watermanagement of well irrigation in rural area has become an issue for the rural economicdevelopment. Therefore, it is very important to focus on the research of well irrigationwater management in rural area.This paper uses economics and management methods to study the scientificmanagement of well irrigation in the Midong District of Urumqi, Xijiang. Based on theresearches both on international level and domestic level, the current irrigation status ofMidong District is introduced and the existing problems are proposed. With the aim toresolve those problems, the factors affecting well irrigation are analyzed, including thereasonable dispensation of well and irrigation acreage, setting up water pricingmechanism, and establishing well management mode, etc. Finally, a series of measureson scientific management of well irrigation are proposed.Main conclusions of this paper include: Firstly, the water management of wellirrigation is a systematic project which needs the integrated management, reasonabledispensation of motor-pumped well and irrigation area, and it can be resolved byusing mathematical models which can help to achieve a finer and scientific managementand modify the current extensive management level. Secondly, a scientific water pricingmechanism should be established and Limited Price Measures should be considered.Thirdly, the management mode of Water Users Association is recommended for thewater management in Midong District.
